Neither cloud data centres nor on-premises servers are always cheaper, greener or more secure. Compare them using the same workload, service level, location and time horizon, then weigh total cost, energy per useful unit of work, control and the operational work your organization must take on.

What differs between cloud and on-premises infrastructure?

With cloud services, you rent computing, storage and related services from a provider. The provider operates the physical data centre; you choose and manage services and workloads within its platform. On-premises infrastructure means your organization owns or contracts for servers and the facilities they use, and takes on more of the hardware and facility lifecycle directly.

That distinction is not absolute: on-premises equipment may be hosted by a colocation provider, and cloud customers can use managed services that reduce some operational work. The comparison should reflect the actual service and responsibilities in each option.

How should you compare the costs?

Do not compare a server purchase price with a cloud bill. Build a total cost of ownership (TCO) estimate for the same workload and availability target over the same lifecycle. Google Cloud’s cost guidance groups relevant costs into provisioning and usage, management, indirect costs and business impact.

  • Cloud: include metered or committed service charges, storage, network transfers, support and any management work. Managed services may reduce some operational effort, but idle or oversized resources can keep generating charges.
  • On-premises: include hardware procurement and refresh, facility or colocation charges, power and cooling, support contracts and staff time for operations.
  • Both: count patching, monitoring, security, resilience, migration, outages, data loss and potential security incidents. Include the business impact of downtime, not just direct technology costs.

Separate capital expenditure from operating expense if that helps with budgeting, but compare both across a common time horizon—often three to five or more years. Account for utilization, peak demand, required reserve capacity, storage and transfer volumes, staffing, migration and eventual exit costs. Google Cloud’s guidance emphasizes maximizing the business value of resources while minimizing TCO; the lowest infrastructure line item alone does not establish the better value.

What do the published energy figures tell you?

Published data-centre efficiency figures suggest that large facilities can have lower facility overhead, but they are not controlled comparisons of identical workloads. AWS reported an average global data-centre PUE of 1.14 in 2025, up from 1.15 in 2024, and attributes industry comparison figures of 1.25 for public cloud and 1.63 for on-premises enterprise data centres to IDC’s January 2025 report. Google reported an average annual PUE of 1.09 for its global data-centre fleet in 2025 and cited a 1.54 global average from the Uptime Institute’s 2025 survey. These figures come from different populations and reporting methods, so they do not establish a precise savings rate for a particular organization. What PUE measures—and what it does not

Power usage effectiveness (PUE) is total data-centre energy divided by energy used by IT equipment. A value closer to 1.0 indicates less facility overhead relative to IT energy. At a PUE of 2.0, the facility uses one watt of overhead for every watt used by IT equipment.

PUE is a facility metric, not a measure of energy per transaction, job or other useful output. It does not by itself capture workload efficiency, carbon intensity, or every lifecycle impact. For a meaningful energy comparison, consider IT and facility energy, useful work completed, utilization, the measurement period and boundary, and the electricity mix in the relevant location. Consider water use where it matters to your organization.

How much can a move to cloud reduce energy use?

Google Cloud says that moving to cloud infrastructure can reduce energy use and associated emissions by 1.4 to 2 times compared with typical on-premises deployments. This is a provider-published general estimate, not an independently verified forecast for a particular migration. The result for an individual workload depends on its design, resource use, region and electricity mix. Google Cloud also offers guidance on cloud carbon footprint.

Who has more control, and who does the work?

On-premises infrastructure can give an organization more direct physical access and control over hardware and local configuration, subject to any facility or colocation contract. Cloud customers configure workloads and services within a provider’s platform, while the provider operates the physical facilities. Neither arrangement automatically settles questions of data location, governance, security or auditability.

Cloud shifts some operational responsibility rather than removing it. AWS describes sustainability as a shared responsibility: it operates efficient shared infrastructure, while customers optimize workload resource use. Google Cloud similarly distinguishes provider responsibility for facilities from customer responsibility for workload efficiency. Security and governance responsibilities also depend on the services used. Review AWS’s sustainability shared-responsibility model alongside the specific services and controls you plan to use.

  • Physical access and configuration: identify whether you need direct access to equipment or specific hardware choices.
  • Data location and governance: establish location, access, retention, audit and regulatory requirements for the workload.
  • Network and provider dependency: assess connectivity needs, service dependencies and how the workload would operate or move if requirements change.
  • Operations and response: assign responsibility for patching, monitoring, incident response, recovery and service-level commitments.
  • Exit options: plan how data and applications could be exported, migrated or retired, including the associated time and cost.

These are control questions to resolve for the specific design; the evidence here does not establish that either model is categorically more secure.

Which option is worth evaluating for your workload?

Factor Cloud data-centre services On-premises servers
Demand and capacity Worth evaluating when demand varies, rapid scaling matters, or managed services fit the workload. Unmanaged idle capacity can erode cost and energy benefits. Worth evaluating for stable, high utilization where planned capacity can be used efficiently. Peaks and growth require purchased headroom and lead time.
Control requirements Physical facilities are provider-operated; customers configure workloads within the platform and its shared-responsibility model. Can offer more direct physical and local configuration control, depending on facility or colocation arrangements.
Operational capability Provider handles facilities and may handle some services; customers still architect, secure and optimize workloads. The organization or its service provider handles hardware lifecycle and facility operations as well as workload operations.
Energy assessment Shared facilities and utilization may reduce facility overhead per workload; actual results depend on workload design, region and energy mix. Results vary with facility age, utilization, cooling and power systems, workload placement and local electricity.

These are decision heuristics, not universal outcomes. A stable workload is not automatically cheaper on owned hardware, and variable demand does not guarantee cloud savings. The full cost, operational model and requirements decide whether either option is a good fit.

A practical comparison checklist

  1. Define the workload: document whether demand is steady or bursty, its current and target utilization, data volume, transfer needs and growth expectations.
  2. Set the service target: specify availability, recovery objectives, geography, security and governance requirements, and the required capacity at peak.
  3. Choose a common horizon: compare cloud charges and on-premises procurement, refresh and operating costs over the same lifecycle.
  4. Count people and indirect costs: include facility operations, procurement, support, patching, monitoring, resilience, migration, outages and business impact.
  5. Measure energy consistently: compare energy for useful work, not PUE alone. Record the PUE boundary and period, location-specific energy mix, and water considerations where relevant.
  6. Model realistic cloud use: estimate storage and network transfer as well as compute, and include commitments, idle resources and exit costs where applicable.
  7. Test the control and exit plan: document who can access equipment and data, who responds to incidents, and how the workload and its data can be moved or retired.

How to improve efficiency in either model

In cloud, right-size resources, autoscale where appropriate, shut down idle capacity and manage data retention. These steps address customer-controlled workload use; provider-scale facility efficiency does not make an inefficient workload efficient by itself. On-premises, examine utilization, cooling and power systems, workload placement and whether capacity is being held idle. In both models, assess useful work delivered per unit of energy and keep the measurement period and system boundary consistent.
