Reduce harm by treating every plate-reader alert as a lead that requires an officer’s visual confirmation—not as proof that a vehicle or driver should be stopped. Reduce privacy risk by limiting retention and sharing, restricting and auditing access, and independently checking that system settings match the agency’s written policy. These controls depend on the local deployment; a vendor-wide default does not tell you what a particular agency has enabled.
What a plate-reader alert does—and does not—establish
Automated license plate readers (ALPRs) capture vehicle images and plate information, then compare plate details with records on a hotlist. Flock Safety says its system uses confidence filtering and checks both the plate and issuing state against a hotlist record. Those are product safeguards, not a substitute for an officer’s independent check.
A match should prompt verification. Flock CEO Garrett Langley has described an alert as “a lead, not a conclusion, which should be confirmed by an officer.” Before acting, an officer should visually confirm the full plate and issuing state, check the current basis for the hotlist entry, and follow applicable law and agency policy. A vehicle should not be stopped solely because an unverified alert appeared.
Flock said in 2026 that it receives fewer than nine human-reported errors per one million alerts. That is a company-reported figure, not an independently validated accuracy rate: the available material does not independently establish its denominator, definition of “error,” or testing method. It should not be treated as a guarantee that an individual alert is correct.

Controls that reduce false-alert harm
Require a human check before enforcement
- Require the officer to compare the alert with the vehicle’s visible full plate and issuing state before a stop or other enforcement action.
- Have the officer check the current warrant or other hotlist basis, rather than assuming the database entry remains valid.
- Record the alert’s disposition, including corrections or cases where the plate did not match. A reviewable record helps identify recurring errors and supports follow-up when a driver disputes an alert.
Flock says it introduced optional case codes in 2025 and has described required case codes and proactive lockout as planned controls. An agency should verify which controls are actually available, enabled, and configured in its own deployment before relying on them.
Give people a way to report a suspected mistake
An agency can publish a complaint route for people who believe a plate-reader alert led to an incorrect stop or other action. The route should explain what information to provide and how the agency will review and document a report. The reviewed sources do not establish a single complaint process or legal remedy that applies everywhere, so the agency’s policy and local law matter.

Limit collection, retention, and deletion
Retention is both a system setting and a local policy or legal question. Flock’s current evidence policy states a seven-day default and allows extended retention of up to a year with approval from elected officials or the governing body, where a longer period is not otherwise required by law. That company policy does not establish the setting or lawful retention period for every agency.
An agency should set the shortest period consistent with applicable law and documented investigative needs, state that period publicly, and explain any preservation exceptions. It should then test deletion rather than relying only on a policy statement: query stored records for data older than the limit, document the result, and repeat the check on a defined schedule.

Local examples differ. Palo Alto states a 30-day limit. An independent 2025 Plymouth, Minnesota, audit examined a 30-day deletion period and reported that no data older than that period was retained. These examples show why residents should ask about the actual local configuration and deletion checks rather than assume one company-wide retention period.
Control who can search data and who can share it
Make sharing narrow, explicit, and reviewable
Broad or default sharing should be disabled unless the governing body approves a defined purpose. Each partner should have a written agreement—such as a memorandum of understanding—that identifies permitted searches, purposes, and limits. The agency should be able to determine which partners can search its data and which outside searches reach its own cameras or records.

Review samples of both local and outside-agency searches. A setting that permits network-wide lookup can expand access beyond what a department expects, so the agency should document who authorized it and verify its current scope. Palo Alto describes a “Nationwide Lookup” feature and its own review; that local account should not be generalized to every deployment.
Restrict and review individual access
- Use individual accounts and role-based permissions instead of shared credentials.
- Remove access promptly when staff leave or change roles.
- Require a case number or articulated purpose where the system supports it, and document exceptions.
- Review search logs for unusual activity and apply documented consequences for misuse.
Access controls are effective only if someone reviews the logs and follows up. A dashboard, written policy, or vendor assurance alone does not show that actual searches complied with the rules.

Verify the settings with independent audits
An independent review should test whether the deployment operates as written, not just whether a policy exists. Auditors can inspect retention settings and deletion, user accounts and authorization, sharing configuration and agreements, search logs, required reports, and contract terms. They should also test whether reports are complete and submitted on time.
That last check matters: Austin’s May 2025 City Auditor report found generally accurate metrics and policy compliance, but also identified late or missing data and a contract risk involving unintended sharing. Plymouth’s independent audit examined use restrictions, sharing, logs, access authorization, and deletion. Together, these findings support recurring audits of system behavior and records—not reliance on a one-time policy review.

These cases demonstrate why documented permission, technical configuration, retained logs, and independent verification all matter. They do not provide a comprehensive, independent comparison of vendors’ false-alert rates.
What residents can ask their local agency
Residents who want to assess a local deployment can ask the agency or governing body for its use policy, retention period and deletion-verification process, authorized sharing partners, and the route for complaints. They can also ask how often audits occur, whether public logs or aggregate reports are available, and how the agency handles a suspected false alert. Palo Alto’s partially redacted logs and monthly updates are one local transparency example, not a universal legal requirement.

Chuck Wexler, executive director of the Police Executive Research Forum, said, “I think a balance can be struck, but it’s more likely to come from department policy than company changes.” For a specific deployment, the practical test is whether enforceable local rules are reflected in settings and verified through records and audits.
