Yes, PowerToys can run in the background, and it can start automatically when you sign in—but that alone does not show that it is slowing down your PC. Microsoft requires PowerToys to remain running for PowerToys Run and Command Palette to work. Microsoft has not published a representative benchmark establishing a typical performance impact for the full suite across PCs and utility combinations.
Does PowerToys run in the background?
It can. Microsoft says PowerToys Run requires PowerToys to be running in the background, with Run enabled; Command Palette has the same background requirement. These are requirements for those particular utilities, not evidence that every PowerToys utility causes a noticeable slowdown.
PowerToys also has an optional system-tray icon for opening Settings or the PowerToys flyout. Seeing that icon does not indicate how much CPU or memory the app is using. Microsoft’s General settings documentation describes both the tray option and startup behavior.
Does PowerToys start with Windows?
PowerToys starts automatically when you log in if Run at startup is activated. To prevent automatic launch, open PowerToys Settings, go to General, and turn off Run at startup. PowerToys will no longer start automatically at sign-in; you can still open it manually when you want to use it.

Does PowerToys slow down Windows?
There is no well-supported universal answer in the form of a typical CPU or memory cost. Microsoft has not published a representative benchmark of the full suite sitting idle across common PCs and combinations of enabled utilities. Whether it matters on your computer depends on which features are enabled and what you observe while using it.
One published performance comparison is narrower: Microsoft’s PowerToys 0.93 release article, dated August 13, 2025, compared Command Palette in versions 0.92 and 0.93 after Ahead of Time compilation was enabled in the Windows App SDK. The reported figures are specific to that utility and comparison, not a measure of the full suite’s idle impact:

Those are measurements reported by Microsoft’s release team for Command Palette in those two versions. They are not current performance promises, measurements of PowerToys at idle, or estimates for other enabled utilities.
A PowerToys repository issue also describes one user’s report of high GPU use with FancyZones while a window was set to Always On Top. An individual issue report is not a prevalence estimate or proof of a current, general problem. If your symptoms resemble it, check the process and try to reproduce the behavior with that utility and window configuration.

How to reduce background activity or investigate a slowdown
- Check automatic startup: In PowerToys Settings, open General and review Run at startup. Turn it off if you do not want PowerToys to launch at sign-in. Microsoft documents this setting.
- Disable utilities you do not use: Open PowerToys Settings and use the Home view to enable or disable individual utilities. The installation guide describes these controls. If you rely on Run or Command Palette, disabling the utility or preventing PowerToys from running in the background means that feature will not work as documented.
- Check what is using resources: Open Task Manager and observe CPU and memory for the relevant PowerToys process during the period when the slowdown occurs. Change one setting at a time and compare what happens. This is a way to investigate your PC, not a published benchmark.
- Record reproducible details: If the symptoms are large or persistent, note your PowerToys version, Windows version, enabled utilities, and steps that trigger the behavior. Microsoft identifies its PowerToys repository as the place to search known issues or report one.
For managed devices, Microsoft also documents Group Policy controls that can force PowerToys or individual utilities on or off. Most users can make the relevant choices in Settings instead. See Microsoft’s Group Policy documentation.
