Set sustainable workload expectations by making all work visible, comparing demands with people’s available time and capabilities, and agreeing on priorities, ownership, deadlines, support, and trade-offs together. When new work arrives, decide explicitly what will continue, slow down, pause, stop, be simplified, or receive more resources—and revisit that decision as conditions change.
What makes a workload expectation sustainable?
A sustainable expectation is achievable within agreed working hours and fits the person’s skills, role, and available support. Workload is not just a count of tasks. It also includes deadlines and timing, concentrated effort, interruptions, meetings, emotionally demanding duties, physical effort where relevant, dependencies, and the resources needed to do the work.
Equal task counts do not necessarily mean a fair or sustainable distribution. People’s responsibilities, capacity, experience, and circumstances differ. Comcare advises that assigning everyone an equal workload is not always appropriate; the UK Health and Safety Executive (HSE) says demands should be achievable within agreed hours and matched to employees’ skills and abilities. How do I set realistic expectations for my team?
1. Make the work visible
Start with a shared inventory, not a target number of productive hours. Ask each person to capture recurring duties, current projects, administrative work, ad hoc requests, and upcoming peaks. For each item, note its intended outcome, rough effort, deadline or cadence, dependencies, required skills, and current owner. Include work that tends to disappear from project plans, such as responding to questions and handling routine coordination.

Cornell University’s workload prioritization process begins with individual workload grids, then uses one-to-ones and a team review to identify priorities and constraints. Its Workload Prioritization Process includes individual and departmental matrix tools. A shared spreadsheet or matrix can be enough for a small team; the useful feature is that people can see commitments and changes, not that the tool is elaborate.
2. Compare demands with capacity and role requirements
Discuss each person’s available working time alongside the demands of the full role. Account for meetings, interruptions, focused work, emotional or physical demands, and the need for breaks and recovery. Then consider whether the person has the skills, experience, clarity, autonomy, tools, and support the work requires. A task that is technically possible may still be unrealistic alongside other commitments or without the right resources.
Do not treat a universal utilization percentage or fixed number of “productive hours” as a reliable capacity rule: the cited guidance does not establish one. Instead, use the team’s actual work and constraints to identify what can reasonably be completed, and invite people to flag assumptions that do not match their day-to-day responsibilities. Comcare notes that individual responses and capacity vary; the same allocation will not suit everyone.

3. Define priorities, ownership, and boundaries
For each commitment, agree on the outcome that matters, its urgency, a clear owner, a due date or cadence, and the quality or scope expected. Make dependencies visible so the team can spot where one person’s delay affects another’s work. Clarify which requests are outside the agreed plan and who can approve a change in priority.

Ask whether it supports current goals, whether the team has capacity, and what existing commitment would be displaced. Cornell’s process recommends making these choices explicit and setting a restart or reassessment point when work is paused or slowed.
4. Agree the plan with individuals and the team
Use one-to-ones to understand individual workload concerns, capability needs, and constraints. Follow with a team discussion to resolve shared priorities, dependencies, and handoffs. Turn the decision into specific expectations: outputs, deadlines, owners, scope or quality, available support, and how to raise a concern if circumstances change.

Explain what changed and why, especially when a priority moves or a commitment is removed. Comcare recommends open discussion, clear direction and feedback, and giving employees control where possible. The HSE’s standard calls for systems that respond when employees raise concerns about demands.
What should we deprioritize when new work comes in?
Do not make an unspoken assumption that new work will simply fit into the existing plan. Make the trade-off a shared decision. Use a short change review with the requester and the people affected:

- Clarify the request: What outcome is needed, by when, and what happens if it is delayed?
- Check alignment: Does it support agreed team priorities or meet a required operational need?
- Estimate the impact: What effort, skills, dependencies, and support will it require?
- Name the trade-off: Decide what continues, slows, pauses, stops, or can be simplified—or identify additional resources that would make the request feasible.
- Record the decision: Update the owner, scope, timing, and any restart or reassessment date for affected work.
If nothing can be displaced and no additional capacity is available, the plan should state that the new request cannot be added on the proposed terms. That makes the constraint visible to the person setting priorities rather than leaving the team to absorb it through hidden overtime or declining quality.

How do I balance workload without making it a task-count exercise?
Look across the whole pattern of work, not just the number of assigned items. A useful review asks whether the distribution accounts for:
- Time and timing: deadlines, recurring duties, peak periods, and competing commitments.
- Type of demand: focused, administrative, interpersonal, emotional, or physical work, as relevant to the role.
- Skills and role clarity: whether ownership is clear and the assigned person has the experience and authority needed.
- Dependencies and interruptions: requests, handoffs, meetings, and blockers that reduce time available for planned work.
- Resources and support: tools, training, staffing, guidance, and decision-making help.
- Recovery and work patterns: whether schedules allow breaks and a workable rhythm, including around predictable peaks.
Where possible, vary task demands, plan for busy periods, and build breaks, training, tools, and support into the work itself. Avoid treating skipped breaks or excessive hours as evidence that a plan is working. ISO’s guidance on psychosocial health identifies realistic expectations, aligned resources, open dialogue, recovery, and monitoring as practical elements of managing psychosocial risks; it references ISO 45003:2021 and ISO 45001:2018. Use regular one-to-ones and team planning meetings to check whether commitments remain achievable, and review sooner when staffing, priorities, or responsibilities change. Invite concerns early rather than waiting for a missed deadline. Changes in unplanned absences, engagement, performance, working hours, stress, or fatigue can be prompts to discuss demands and work arrangements; they are not, on their own, a diagnosis.

Ask practical questions: Which work is taking longer than expected? What is being interrupted or deferred? Are people routinely extending their hours or missing breaks to meet the plan? Are responsibilities unclear, or do people lack the skills, tools, or authority they need? Use the answers to adjust work, support, or priorities rather than treating the issue solely as an individual time-management problem.
If you cannot change the source of excessive demands, Comcare recommends escalating the concern with a description of the demand, its source, risks, impacts, and practical controls. Keep the team informed about what has been raised and what decisions follow. Which workload tool should a team use?
Choose a method that makes commitments and changes easy to see without adding more administration than the team can sustain. Compare options on whether they can show:
- Recurring duties as well as project work and ad hoc requests.
- Effort, availability, owners, and dependencies.
- Where commitments conflict or overload may be building.
- Priority changes, paused work, and dates for restarting or reassessing it.
- Whether employees can access the information and participate in updates.
- The time and effort needed to keep the system current.
A shared matrix or spreadsheet may meet these needs for a small team. Smartsheet offers workload templates and Resource Management as a vendor option, but a paid platform is not established as necessary for setting sustainable expectations.
