Before an autonomous penetration tester runs, define exactly which assets it may touch, what it may do, when it may act, and who can stop it. Encode those limits so the system checks them before each action—not just at startup—and make missing or ambiguous permissions a reason to stop. For production, pair that boundary with service-owner-approved operating limits, live monitoring, human approval gates, and a recovery plan.

Why autonomous testing needs enforceable boundaries

An autonomous penetration-testing platform can select and sequence actions without waiting for an operator at every step. That makes the rules of engagement (RoE) more than a document to read before launch: they need to constrain the platform as it operates. OWASP’s Autonomous Penetration Testing Standard (APTS) addresses governance for these platforms, including scope enforcement, human oversight, graduated autonomy, and auditability. OWASP describes APTS as an incubator project; it complements testing methodologies rather than replacing them, and its requirements may evolve.

The APTS project page lists 173 tier-required requirements across eight domains and three compliance tiers (OWASP Foundation project-page counts accessed in 2026). Those are counts for the project, not settled industry-wide measures. The APTS Rules of Engagement Template is informative and non-normative: it is a useful example, not a mandatory form. For broader planning, execution, analysis, and mitigation, NIST SP 800-115 provides practical technical testing guidance, while noting that it is an overview rather than a comprehensive testing program.

Authorization comes first. NIST SP 800-53 Revision 5.1 control CA-8 states: “All parties agree to the rules of engagement before commencing penetration testing scenarios.” Confirm which NIST edition and control baseline apply to your organization before treating that control as a compliance obligation.

1. Establish who can authorize and stop the test

Get explicit approval from the legal owner of the assets in scope. Identify the business sponsor, the operations contact monitoring the affected service, the person authorized to pause or terminate the run, and the incident-response contact. Record the approval reference, the engagement purpose, the scope version, and when the authorization begins and expires.

For an internal deployment, OWASP APTS says the requesting business unit or application team fills the customer role in approval, RoE validation, and reporting. Make clear who owns each decision; a platform operator’s access to a system is not, by itself, authorization to test it.

2. Define the target boundary precisely

List the approved targets in forms the platform can validate: exact domains and subdomains, IP addresses or ranges, cloud accounts or tenants, APIs, and any authorized client-side agents. State the applicable environment and asset owner for each entry where that helps distinguish production from staging or shared services. Add a hard deny list for systems that must not be touched, and identify sensitive-data locations and asset criticality.

Do not assume a relationship implies permission. A redirect to another hostname, shared IP address, cloud-provider relationship, corporate-domain match, or dependency discovered during testing does not automatically bring that asset into scope. Explicitly account for shared infrastructure and multi-tenant boundaries. A broad corporate domain or cloud-provider name alone is not a sufficiently precise authorization boundary.

Example: a boundary that can be checked

Instead of authorizing “the company’s web estate,” enumerate the approved application hostnames and API endpoints, the relevant account or tenant identifiers, and any permitted IP ranges. Separately identify excluded administrative portals, third-party services, shared platforms, or sensitive-data systems. If the platform cannot determine whether a discovered destination matches an approved entry, it should stop that action and request review—not infer permission.

3. Set the clock, methods, and operating limits

Specify the time zone, start and end times, approved test windows, any maintenance windows, and the maximum run duration. Define permitted actions, prohibited actions, and actions that require a human approval before proceeding. Set request-rate or concurrency limits with the service owner, based on the service’s capacity and operational needs; the reviewed guidance does not establish a universal safe rate.

Set credential requirements as part of the same boundary. Use least-privilege credentials, define which accounts and permissions are permitted, and state how credentials are issued, protected, rotated or revoked, and limited to the engagement. Record which actions require credentials and how their use will be audited.

Make these rules machine-readable where possible. A platform should be able to check target, time, technique, credential, and rate constraints before an action, rather than relying on an operator to remember them. OWASP APTS Scope Enforcement describes pre-action checks, temporal enforcement, drift detection, deny lists, cloud and multi-tenant awareness, rate limiting, production safeguards, and credential lifecycle controls. Its principle is direct: “Scope enforcement is the first line of defense against unintended harm from autonomous operation.”

4. Choose the environment and autonomy level for the risk

Staging, a production-like copy, and live production trade off realism against possible customer impact and ease of recovery. Compare them for the particular service instead of assuming one is always safest. Consider fidelity to real dependencies and configuration, whether data and traffic patterns are representative, the likely impact of an error, and whether the environment can be paused or reset.

Environment What it can offer What to verify before choosing it
Staging or test May reduce the risk of affecting live customers and may be easier to reset. Check whether its configuration, dependencies, data, and access paths represent the conditions the test is meant to assess.
Production-like copy May provide a closer approximation of production without acting directly on the live service. Verify how closely it matches production and whether sensitive data, shared dependencies, or external integrations create separate risks.
Production Tests the live service and its actual operational context. Obtain explicit asset-owner approval, narrow the initial scope, set service-owner-approved limits, and arrange monitoring, pause authority, and recovery before starting.

This comparison is a planning approach, not a universal ranking established by NIST or OWASP. If production testing is necessary, start with the narrowest scope and lower-impact permitted actions. Require a human approval before expanding into more intrusive actions. Set the platform’s autonomy level deliberately: identify which actions it may take independently, which require review, and who supplies that approval.

5. Make stop conditions and recovery operational

Agree on who watches service health and test activity, how they contact the operator, and how they pause or terminate the run. Choose stop signals with the service owner. Candidate signals include elevated error rates or latency, resource saturation, unexpected data exposure, scope drift, or evidence of customer impact. Set numerical thresholds for the service in question; the guidance does not prescribe universally safe latency, error-rate, or resource thresholds.

Write down what happens after a stop signal, including how to halt running jobs, disable or revoke test credentials, preserve logs and evidence, notify stakeholders, and decide whether testing can resume. Resume only after an explicit review by the designated authority. A stop mechanism that depends on locating an operator who has not been named in advance is not an operational control.

6. Make the rules default-deny and auditable

Before launch, validate that every required scope field is present and unambiguous. OWASP APTS’s illustrative template recommends default-deny behavior when required fields are missing or unclear. Apply that principle throughout the run: reject targets outside the allowlist, enforce time and technique restrictions, check scope before each action, and detect changes that could invalidate an earlier approval. A newly discovered asset or a scope change should trigger review and documented authorization before testing continues against it.

Keep a versioned record of the RoE and approvals, the scope in effect, scope checks, test actions, credential use, human approvals, pauses, and findings. This gives reviewers a way to reconstruct what the platform was permitted to do and what it actually did. NIST SP 800-115 frames testing as a way to uncover weaknesses and inform mitigation—not as a guarantee that a system is secure. Use the findings to plan remediation and, where appropriate, a retest.

Rules-of-engagement checklist

  • Named asset owner, business sponsor, approval chain, and person authorized to pause or stop the run.
  • Purpose of the engagement, scope version, approval reference, validity dates, operations contact, and incident-response contact.
  • Exact authorized domains, IP ranges, cloud accounts or tenants, APIs, and client-side agents.
  • Hard deny list, sensitive-data boundaries, asset criticality, and treatment of shared or multi-tenant infrastructure.
  • Time zone, permitted windows, maintenance windows, and maximum run duration.
  • Allowed and prohibited actions, human approval gates, and service-owner-approved rate limits.
  • Credential permissions, handling, lifecycle, and audit requirements.
  • Continuous pre-action scope checks, drift detection, and default-deny behavior for missing or ambiguous fields.
  • Monitoring owner, service-specific stop triggers, pause and termination method, recovery steps, and incident communications.
  • Versioned, auditable records of approvals, decisions, scope checks, test activity, pauses, and findings.
