Design an AI data center by treating utility power, compute density, cooling, structure, resilience, and site constraints as one evolving system. Start by confirming that the site can receive the power the project needs on a workable schedule; then translate the workload and hardware roadmap into phased facility requirements. There is no universal power requirement or best cooling system: the right choices depend on the workload, equipment, location, continuity needs, and growth plan.
How do you design a data center for AI workloads?
Begin with the services the facility must deliver—not a generic rack-density target or a cooling product. Training, inference, and other high-performance workloads can have different operating patterns, hardware configurations, and growth paths. Those assumptions affect electrical demand, heat removal, structural loading, and how the building can expand.
- Describe the workload and its roadmap. Identify the planned hardware, expected deployment phases, operating profile, and service-continuity requirements. Treat forecasts as assumptions to revisit as the workload and equipment change.
- Model the facility in phases. Convert the hardware plan into staged electrical and thermal loads, including growth and the redundancy needed for the required service level. Coordinate electrical distribution and cooling capacity rather than sizing them independently.
- Check the site and utility path early. Confirm deliverable grid capacity, interconnection conditions, expansion plans, permitting needs, and schedule with the utility and relevant authorities. A nearby transmission line or substation does not establish that a project can obtain the capacity it needs.
- Develop the building and operating plan together. Account for rack loads and anchoring, ceiling and service clearances, liquid distribution where applicable, leak detection, thermal zoning, containment, equipment access, and maintainability.
- Commission and measure the result. Verify that the installed electrical, thermal, controls, and resilience systems perform together under the intended operating conditions. Set performance measures and their boundaries before comparing results or making expansion decisions.
ASHRAE’s AI Data Center Energy Performance Framework calls power and thermal infrastructure “intrinsically linked” and says their electrical and cooling mechanisms “cannot be efficiently retrofitted as an afterthought.” That is a practical design constraint: choices made for racks, power delivery, heat rejection, and service access should be checked against one another from concept through commissioning.
How much power does an AI data center need?
There is no defensible universal figure. Required power depends on the workload, selected hardware, facility scale, deployment phases, and redundancy assumptions. Estimate it from the project’s equipment and operating plan, then validate the estimate with engineers, vendors, and the serving utility.

Distinguish the IT load from the total facility demand and make the boundary of each estimate explicit. Model expected deployment and growth in stages, along with the electrical distribution and backup arrangements required by the continuity objective. A single headline capacity can obscure whether it describes the IT equipment, the utility connection, or the whole facility.
Interconnection, grid expansion, permitting, and procurement of critical equipment can constrain a project’s schedule. Coordinate with the utility early about available capacity, planned upgrades, required studies, and the conditions and timing for service. Do not treat a parcel’s apparent access to grid infrastructure as proof of deliverable power.
Higher-voltage distribution, including 800 VDC, is discussed in ASHRAE’s framework as an area of adoption; it is not a mandatory or universal architecture. Have qualified engineers and equipment suppliers evaluate safety, availability, compatibility, and the project’s electrical design before selecting an approach.

What cooling system is best for AI servers?
Choose a thermal approach against the density roadmap, equipment compatibility, heat-rejection options, water and energy context, reliability, and maintenance capability. Different systems solve different facility problems; none is automatically right for every AI deployment.

For liquid cooling, the U.S. Department of Energy’s July 2024 Best Practices Guide describes direct-liquid-cooling categories and refers to ASHRAE liquid-cooling classes W17, W27, W32, W40, W45, and W+. Use current ASHRAE TC 9.9 materials and equipment documentation to assess operating envelopes; a class label alone does not establish compatibility for a particular installation.
Where should an AI data center be built?
Screen candidate sites for feasibility before committing to detailed design. Power is central, but it is only one part of the decision. Compare a site against the project’s load and density roadmap, then assess whether it can support construction, operation, and planned expansion.

- Utility and delivery: Available grid capacity, utility infrastructure and expansion plans, interconnection timeline, critical equipment procurement, and early utility coordination.
- Water and climate: Water availability and regional limits, local temperature and humidity, and how those conditions fit the proposed heat-rejection approach.
- Natural hazards: Exposure to flooding, seismic events, wildfire, and other relevant local risks.
- Expansion and access: Land and infrastructure for future buildings, substations, and mechanical systems, as well as network and user proximity relevant to the service.
- Approvals and impacts: Permitting, environmental effects, neighborhood impacts, community conditions, and applicable sustainability goals.
These factors can conflict. For example, a cooling strategy that suits local weather still needs to be evaluated against regional water constraints and the facility’s reliability requirements. Document trade-offs and unresolved utility or permitting dependencies rather than ranking locations on a single feature.
Does AI data-center cooling use a lot of water?
Water use is not determined by the label “AI” or by one cooling technology alone. It varies with climate, heat-rejection design, and operating conditions. Warm-water and dry-cooler designs may reduce or avoid some water consumption and chiller use in suitable conditions, but they are not a universal zero-water guarantee.

How should power, resilience, and the grid be planned together?
Design for the required service continuity, not an assumed one-size-fits-all redundancy level. Coordinate utility supply, on-site distribution, backup power, storage, controls, cooling, and network resilience against the facility’s service objectives and applicable requirements.
ASHRAE’s framework discusses grid-interactive options such as demand response, renewable energy, storage, workload flexibility, and cooling controls. Whether any option is feasible depends on technical design, reliability needs, utility and market rules, contractual terms, and interconnection conditions. Grid participation should not be treated as a promise of faster connection or guaranteed revenue.

The U.S. Department of Energy Federal Energy Management Program’s Best Practices Guide for Energy-Efficient Data Center Design, published July 26, 2024, covers IT systems and environmental conditions, air management, cooling and electrical systems, heat recovery, and metrics. DOE cautions that no single design guide can prescribe the most energy-efficient design for every scenario; local requirements and project-specific engineering remain essential.
ASHRAE identifies several measures used in this field. Define each measure’s boundary and reporting period before using it to compare sites or track performance:
- PUE: Power Usage Effectiveness.
- WUE: Water Usage Effectiveness.
- WUI: Water Usage Impact.
- CUE: Carbon Usage Effectiveness.
- DCRE: Data Center Resource Effectiveness.
- Server utilization or IT Work Capacity: measures related to IT use or work delivered.
No single ratio captures reliability, service delivered, and total resource impacts. Interpret facility measures alongside the chosen boundary, time period, workload, and IT work or utilization rather than using one metric as a proxy for all outcomes.
What the U.S. electricity figures do—and do not—say
ASHRAE’s 2026 AI Data Center Energy Performance Framework reports that U.S. data-center electricity consumption tripled between 2014 and 2023 and accounted for about 4.4% of national electricity consumption in 2023. The framework also reports that new data centers, especially computationally intensive generative-AI facilities, contributed to 10% electricity-demand growth across the ten U.S. states with the highest demand growth from 2019 to 2023. These are attributed historical figures, not forecasts or estimates of an individual project’s power needs.
