Kauri dieback is caused by the soil-borne pathogen Phytophthora agathidicida (PA); soil can move on boots, equipment, vehicles, clothing and animals. A tree may be infected for a long time before showing visible signs.
What to do first if you have kauri on your land
- Report a tree that looks unhealthy. Call the Kauri Dieback Hotline on 0800 NZ KAURI (69 52 874), or contact Tiakina Kauri or your regional council. Symptoms are a reason to report a tree, not proof that PA is present.
- Keep soil where it belongs. Clean visible soil and organic matter from footwear, tools and equipment before entering and after leaving kauri forest. Use hygiene stations where provided.
- Keep to open tracks and avoid roots. Kauri roots can extend outward up to three times the reach of the branches, according to Department of Conservation visitor guidance.
- Check before disturbing soil. Ask Tiakina Kauri and your local council whether a plan, notice or approval applies before earthworks, fencing, drainage, construction or track work.
The national PA Pest Management Plan came into effect on 2 August 2022. Requirements vary according to the activity, the property’s location and risk, and any notice or site-specific direction. The Ministry for Primary Industries (MPI) advises confirming the requirements for a particular property with the relevant authorities.
How to clean boots, tools and machinery
Remove visible soil and organic matter before applying disinfectant. Clean equipment and footwear before entering and after leaving kauri forest, and make use of installed hygiene stations. Soil is the key pathway to control: a disinfectant does not substitute for removing soil first.
- Ask contractors and visitors to clean boots, tools and equipment and to use open tracks.
- Keep vehicles and machinery from carrying soil from one area to another; plan where equipment will be cleaned and where removed soil and wash water will go.
- Do not let contaminated soil or wash water move into another risk area. Follow the site’s applicable plan for required methods.
A practical kit can include a stiff brush, a suitable disinfectant for already-cleaned equipment, and bags for gear that cannot be cleaned on site. These supplies do not replace hygiene stations or site-specific rules.

Before earthworks near kauri
MPI’s plan FAQ defines a kauri hygiene zone for earthworks as extending to three times the radius of the canopy dripline. In kauri lands, earthworks within that zone may require an earthworks PA risk-management plan. Whether a separate agency plan is needed can depend on whether council rules already address the relevant risks.
- Contact the local council and Tiakina Kauri before work begins.
- Ask whether the work falls within the hygiene zone and whether a plan, approval, notice or other site-specific direction applies.
- Confirm how to manage soil, machinery, footwear, tools and wash water for the site.
- Keep the work within the approved area and prevent soil from being transferred between risk areas.
The earthworks hygiene-zone measurement is not the same as the visitor guidance about root spread. Both are reasons to plan work carefully, but they describe different things.

Property plans, information requests and responsibilities
A property PA risk-management plan may be required if land is infected, at risk, or creates a risk of spreading PA. Tiakina Kauri contacts owners or occupiers where it determines that a plan is needed. The national plan may also require information that helps manage PA, including information about movement of risk items. If you receive a request or notice, follow its terms and contact the issuing agency if anything is unclear.
Do not assume a stand is clear simply because its trees appear healthy: infected trees can remain without visible symptoms for a long time. Report concerns rather than trying to diagnose PA by appearance.

Stock, pets and visitors
A stock-exclusion notice may require livestock to be kept out where their movement presents a high risk of spreading PA. MPI’s FAQ gives as an example a PA-positive kauri forest within 500 metres of an area stock can access. That example is not a universal rule for every property; check whether a notice applies to yours.
The plan’s animal-release rule does not prohibit dogs, but dogs should be controlled and free of visible soil and organic matter before and after forest access. Ask visitors and contractors to clean gear, remain on open tracks and avoid kauri roots. MPI identifies footwear, equipment, vehicles and animals as possible carriers of soil.

Tracks, roads and moving kauri plants
Publicly accessible tracks and roads
The national plan includes minimum requirements for publicly accessible tracks and roads in kauri forest areas. MPI’s plan material describes options such as routing tracks away from kauri hygiene zones, installing cleaning stations, or surfacing tracks to reduce soil transfer and contact with roots. Confirm the applicable standards with your council and the current plan. If cleaning facilities form part of your property’s controls, provide clear hygiene information and maintain them.
Growing or moving kauri
The plan FAQ says kauri grown for later movement or replanting at another site must follow a production-plan approach. Before propagating, selling, gifting or moving kauri plants, check the current plan specifications with the relevant authority; the available FAQ information does not set out a complete technical protocol.

Where to confirm current requirements
Use MPI’s kauri dieback overview and National PA Pest Management Plan information and FAQ as starting points, then confirm the operative rules, local council plan, and any notice or site-specific direction with Tiakina Kauri and your council. MPI’s overview, last reviewed 29 July 2026, describes PA as a soil-borne pathogen that infects and kills kauri trees.
