Give every production AI agent a distinct, accountable identity, then limit what it can do at each step between a user request and the business resource. The model may propose a tool call; application code, identity and policy systems, and the target resource must decide whether that specific action is allowed. A secure design also assigns an owner, protects scoped credentials, gates high-impact actions, records activity, and tests how access can be revoked.

What least privilege means for an AI agent

Least privilege means granting only the authority needed for an approved task, for only as long as it is needed, and enforcing that limit throughout the agent’s path to data or actions. An agent’s apparent role is not enough: a connector, API, workload, or target resource may add permissions that expand what the system can actually do.

For each workflow, define permitted action verbs, data, API resources, sites, and targets. Remove unused access, and use bounded roles for recurring workflows rather than broad permissions granted for convenience. Inventory effective permissions end to end, including downstream integrations.

A distinct identity and named sponsor make it possible to assign purpose, scope, lifecycle, and accountability to an agent. Shared credentials blur which agent or person performed an action and make access reviews and incident response harder.

Keep the identities in the request path distinct

A single request can cross several authorization boundaries. These principals may be separate directory objects, or a platform may combine some of them; either way, document which authority is used at each hop and how the resulting activity can be audited. Microsoft Learn’s identity fundamentals for AI agents, updated June 16, 2026, similarly distinguishes the agent’s reasoning from the application’s decision about whether an action is allowed.

Principal or boundary What it represents What to make clear
Human requester The person who initiates or approves a task. Whether the request is acting under that person’s permissions, and how the person is identified in logs.
Host application or workload The service that presents the agent experience and executes its orchestration. Which workload identity it uses and what that identity can access independently of the agent.
Agent The configured agent performing a defined role or workflow. Its unique identity, owner, purpose, approved scope, and lifecycle state.
Tool or connector The interface through which the agent requests an operation from another service. Which credential and authorization context the tool uses, and which actions it exposes.
Target resource The data, application, site, or system on which an operation would take effect. Where the final permission check occurs and what resource-level restrictions apply.

Do not assume these are all separate identities in a particular platform. The design goal is a clear, reviewable authority chain—not a prescribed number of identity objects.

Implementation sequence

  1. Discover the full system. List existing and planned agents, their owners, user entry points, tools, plugins, APIs, datasets, and cross-tenant connections. Trace each workflow from requester through host, agent, credentials, and tool to the target. Record effective permissions at every boundary, not just the agent’s nominal role.
  2. Assign identity and ownership. Give each production agent a unique, lifecycle-managed identity and a named sponsor. Record its purpose and approved scope in metadata. Keep the requester, host workload, agent, tool authorization context, and accessed resource distinguishable in the design and audit trail.
  3. Define task-scoped policy. For every workflow, specify allowed actions, data, API resources, sites, and targets. Grant only the permissions those tasks require and remove unused access. Where a workflow recurs, define a bounded role for it instead of using broad access as a shortcut.
  4. Choose and protect the credential flow. Prefer scoped, short-lived credentials where supported. Separate credentials across unrelated agents and development, test, and production environments; store secrets and private keys in managed secure storage. Select delegated or app-only access according to whether a user’s identity and permissions should govern the operation.
  5. Enforce authorization at every tool boundary. Treat a proposed tool call as a request, not as permission. Bind it to the initiating identity, check the exact action and target, and limit available operations with explicit allowlists. Require fresh approval or just-in-time elevation for sensitive or irreversible operations.
  6. Monitor and prepare to respond. Log the identity, role or effective scope, action, resource, correlation ID, and initiating user where relevant. Monitor sign-ins, token requests, unexpected resource access, credential changes, permission grants, and role changes. Include agents in incident-response procedures.
  7. Test revocation and reassess changes. Verify that disabling the agent, invalidating tokens, rotating credentials, and removing stale grants actually cut off access. Re-review permissions when tools, workflows, data, environments, or trust relationships change. Retire agents without a current need or valid owner.

Choose delegated or app-only access deliberately

Use delegated or on-behalf-of access when the user’s permissions and consent should govern an operation. This can help ensure the agent does not exceed what the requester may do, but it does not replace checking the exact operation and target. Make the initiating user available to the authorization and logging path.

Use app-only access when the agent operates without a user context and needs its own service authority. Limit that authority to the workflow and resources required. Do not choose app permissions merely for convenience when delegated permission is sufficient.

These patterns and recommendations are described in Microsoft guidance; they are not a universal protocol prescription. Map the same principles to the identity provider, token protocol, and platform in use. In either pattern, isolate credentials, favor short-lived scoped tokens where the architecture supports them, and review the complete chain of effective permissions.

Do not use prompts as access control

A model can choose a tool and propose arguments, but its instructions are not an authorization mechanism. A prompt such as “never delete files” cannot reliably prevent a deletion if the tool credential can delete them. Enforce policy in application code, an identity or policy service, the tool boundary, and—where available—the target resource.

For every call, make a deterministic decision using the initiating principal, exact action, target, and applicable scope. Restrict the tool surface to explicit allowlists rather than exposing every capability a connector offers. A valid credential alone should not imply approval for every action available through that credential.

Gate actions with serious or irreversible effects

Sending messages, deleting data, making purchases, deploying software, or changing permissions can have consequences that are difficult to reverse. Put these operations behind fresh human approval or time-bound elevation, and make the approval specific to the proposed action and target. Approval should occur close enough to execution to reflect the actual operation, not merely a general permission granted when the agent was configured.

Consider prompt injection in web pages, documents, email, tool output, and content from other agents. Retrieved or tool-produced content is untrusted input: it may attempt to steer the agent toward a harmful call. Separate instructions from data, constrain available actions, and apply the same approval gates regardless of where a proposed action originated.

Logging, review, and revocation

Make each operation reconstructable. Capture the agent and workload identities, relevant role or effective scope, action, resource, correlation ID, and initiating user when there is one. Monitor for unexpected resource access and changes to credentials, permissions, or roles; include agent activity in incident response.

Revocation must work across the whole chain. Disabling an agent does not necessarily invalidate an already issued token, remove an application grant, or disable a separate connector credential. Test each action—agent disablement, token invalidation, credential rotation, and stale-grant removal—and confirm that access to the target is no longer possible.

Microsoft’s operational guidance recommends sponsor attestations every 6–12 months to confirm that agents remain needed and properly configured. That interval is Microsoft guidance, not a measured outcome or a universal compliance requirement. Set review timing according to organizational policy and risk, and reassess sooner when scope, tools, data, deployment, or trust relationships change.

Compare implementations by control coverage

Feature names alone do not show whether an agent is least-privileged. Assess the deployed path against the controls that matter to the workflow:

Assessment area Questions to answer
Identity and ownership Can the design distinguish and assign owners to the user, host workload, agent, tool context, and target resource?
Authorization precision Can permissions be constrained by action, resource, data, and task, with enforcement at downstream boundaries?
Credentials and delegation Does it support an appropriate delegated or app-only model, credential isolation, and scoped short-lived tokens where available?
High-impact actions Can operations be limited with allowlists and gated through explicit approval or time-bound elevation?
Lifecycle and response Are ownership reviews, logging, alerting, revocation, and disablement procedures available and tested?
Deployment fit Which controls belong to the organization, cloud provider, SaaS service, and tool, and how do tenant or network boundaries affect the path?

Responsibility varies across infrastructure, platform, and software services. Hosted agent services do not transfer organizational accountability for data, credential scope, action authorization, oversight, or governance. Microsoft Entra Agent ID and Google Cloud VPC Service Controls are vendor-specific examples, not universal requirements or evidence of feature parity. Google Cloud announced agent identities in directional VPC Service Controls rules on June 26, 2026; that announcement describes a specific network-boundary capability, not an end-to-end least-privilege design.

Use emerging guidance without treating it as settled policy

NIST’s February 5, 2026 initial public draft concept paper raises open questions about establishing least privilege when an agent’s needed actions may not be predictable in advance, proving authority for a specific action, delegating on behalf of users, and achieving verifiable auditability and non-repudiation. Its public comment period closed April 2, 2026. The paper explores a potential project; it is not a finalized standard or a settled set of requirements.

For Microsoft Entra Agent ID specifically, Microsoft documentation describes restrictions on agents holding certain highly privileged directory roles and notes that the allowed role and permission list can evolve. Check current provider documentation and validate downstream authorization in the deployed environment rather than relying on a copied static role list.
