A data center is the physical facility and infrastructure that houses computing equipment. Cloud computing is a way to access computing resources as services over a network. Cloud services still run on physical data centers—often ones operated by a cloud provider—and an organization can use cloud services without owning the underlying hardware.

Data center vs. cloud computing: What’s the difference?

The difference is that these terms describe different layers of IT. A data center is the place and infrastructure where servers, storage, and networking equipment operate. Cloud computing describes how computing resources are provisioned and delivered. An organization can run its own equipment in an on-premises data center, consume services from a provider’s data centers, or combine both approaches.

NIST defines cloud computing as “a model for enabling ubiquitous, convenient, on-demand network access to a shared pool of configurable computing resources (e.g., networks, servers, storage, applications, and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction.” The definition appears in NIST Special Publication 800-145, published September 28, 2011.

What makes a service cloud computing?

NIST identifies five essential cloud characteristics:

  • Broad network access: Services are available over a network through standard mechanisms.
  • Resource pooling: A provider serves multiple customers using pooled resources, with allocation adjusted to demand.
  • Rapid elasticity: Capacity can be provisioned and released quickly as needs change. This does not mean every service scales automatically or has unlimited capacity.
  • Measured service: Resource use is monitored and measured, supporting transparency for provider and customer.

These traits explain why cloud is not simply another name for a remote data center. A hosted system may be physically somewhere else without offering the on-demand provisioning, pooling, elasticity, and measured service associated with the cloud model.

Cloud service and deployment models

NIST groups cloud services into three models: Software as a Service (SaaS), Platform as a Service (PaaS), and Infrastructure as a Service (IaaS). These vary in how much of the application platform or underlying infrastructure the provider supplies. It also identifies public, private, community, and hybrid deployment models.

A private cloud is not automatically an on-premises data center. “Private cloud” describes a cloud environment for exclusive use by one organization; it may be located on premises or elsewhere. A conventional organization-operated server environment does not become cloud just because it is private or housed in the organization’s building. See the NIST definition and model descriptions.

How ownership and day-to-day operations differ

With an organization-operated data center, the organization owns and maintains the physical hardware and handles more of the facility and platform work. With cloud services, a provider operates the underlying shared infrastructure, but the customer still manages the services and workloads it uses. The division varies by service model and configuration.

Area Organization-operated data center / on premises Cloud services
Hardware The organization owns the physical hardware. The provider owns and maintains the underlying shared infrastructure.
Operations The organization handles hardware and platform operations, including work such as platform health and hardware diagnostics. The provider operates more of the physical platform. The customer still manages application health, security monitoring, and cloud costs.
Provisioning capacity Capacity planning and acquisition are tied to equipment the organization owns or operates. Cloud supports on-demand provisioning and rapid elasticity, but capacity and scaling behavior depend on the specific service and configuration.
Control The organization has direct control over its hardware and environment. The customer selects and configures provider services, but does not directly operate the provider’s underlying shared hardware.
Security The organization is responsible for securing the infrastructure it owns and operates. Security responsibilities are shared between provider and customer, with boundaries that depend on the service.
Cost considerations Estimate hardware, facilities, staffing, maintenance, and equipment refresh over the chosen time horizon. Estimate usage, selected services, management, migration, and data movement over the same time horizon.

AWS describes the on-premises/cloud distinction in terms of who owns and maintains the physical infrastructure: the organization does that on premises, while the cloud provider operates shared resources. This is provider guidance, not a rule that a particular workload must use one approach. Review AWS’s on-premises and cloud comparison.

Which option costs less?

There is no universal cost winner. On-premises estimates should include hardware purchases, facilities, ongoing operations, maintenance, and refresh cycles. Cloud estimates should include expected usage and growth, selected services, operations and management, migration, and data movement. Compare the same workload over the same time horizon rather than comparing a hardware purchase with a cloud service’s usage charge.

Google Cloud says IaaS can reduce the complexity and costs associated with building and maintaining physical infrastructure. That is a potential infrastructure benefit, not proof that cloud always costs less overall: total cost depends on the workload, service choices, usage, and operating model. Its IaaS overview describes the provider’s position.

For a useful estimate, model the workload’s expected demand and growth, then account for staffing, facilities, migration, service selection, and data movement. Use an organization-specific estimate; the cited sources do not establish a comparable total-cost figure that applies to all workloads.

Is a data center or cloud inherently more secure?

No. Security depends on the threat model, implementation, service configuration, and who is responsible for each control. In cloud, provider and customer responsibilities are shared. AWS says it secures the infrastructure that runs its services, while customer duties depend on the service and the components the customer controls. Read its shared responsibility model before assuming a control is handled by the provider.

On premises, the organization is responsible for securing the infrastructure it owns and operates. Moving to cloud changes operational duties rather than removing them: Microsoft’s guidance on migration assessment and operations discusses differences such as platform health, hardware diagnostics, application health, and security monitoring. The exact task split varies with the service and environment.

When should an organization keep workloads on premises or move them to cloud?

Choose per workload, not by treating “data center” and “cloud” as mutually exclusive destinations for an entire organization. AWS identifies legacy systems and strict latency, compliance, regulatory, or security requirements as reasons an organization may keep some workloads on premises. Those are factors to assess, not automatic barriers to cloud: suitability depends on the workload and the service configuration.

On premises may fit when

  • A legacy system is difficult to change or depends on specific local infrastructure.
  • A workload has latency or hardware-control needs that are better met in the organization’s environment.
  • Specific regulatory, compliance, or security requirements call for a particular operating arrangement.
  • The organization has the facilities and staff to operate the environment and has compared its full costs with viable alternatives.

Cloud may fit when

  • The organization wants to provision computing resources on demand rather than acquire each increment of capacity as hardware.
  • Workload demand changes enough that rapid elasticity or pooled services are useful.
  • Using a provider’s infrastructure can reduce the need to build and maintain physical infrastructure for that workload.
  • The organization can manage its continuing duties for application health, security, service configuration, and cost.

Hybrid is a real option

Hybrid cloud combines environments rather than forcing a single choice. An organization might keep some systems on premises while using cloud services for others. NIST includes hybrid cloud among its deployment models, so the decision can be made workload by workload. For any proposed arrangement, establish where each component runs, who operates it, and how the responsibilities and costs are divided.

A practical way to compare the options

  1. Define the workload: Record its application dependencies, demand patterns, performance needs, and expected growth.
  2. Identify constraints: Note legacy dependencies and specific latency, compliance, regulatory, or security requirements, then assess whether they can be met in each environment.
  3. Map operational ownership: List who handles hardware, platform health, application health, security monitoring, and cost management for each option.
  4. Build comparable cost estimates: Include facilities, hardware, staff, maintenance, and refresh on premises; include usage, services, management, migration, and data movement for cloud. Use the same workload and time horizon.
  5. Choose a placement per workload: Keep, move, or split workloads according to their requirements and the organization’s ability to operate the resulting environment.
