AI agent identity management applies identity and access management (IAM) to software agents that can gather information and take actions with limited supervision. It gives each agent a verifiable identity, controls what it can access and do, manages delegated authority and credentials, and records actions so they can be reviewed. It matters because an agent can use its access across tools and systems: if that access is shared, overly broad, or hard to trace, organizations may struggle to contain misuse or establish who was responsible.

What does an AI agent identity include?

An operational identity is more than a name or label. It connects a distinct identifier to evidence used to authenticate the agent and to the permissions that govern its actions. It should also be associated with the human or system operating it, so a record of an agent’s activity can be tied to accountable authority.

Three controls are related but not interchangeable:

  • Identification: establishes which agent is making a request.
  • Authentication: provides evidence that the requester is that agent.
  • Authorization: determines whether that agent may access a particular resource or perform a particular action.

NIST’s National Cybersecurity Center of Excellence (NCCoE) has framed these as connected design issues, alongside identity metadata, credential issuance and revocation, delegation, and auditability. A unique identifier without authentication does not prove who is acting; authentication without carefully scoped authorization can still leave an agent with excessive access.

Why does identity management matter for agents?

An agent may use its authority across applications and data sources while pursuing a goal. If it operates through a person’s shared login, the systems it touches may record the person—not the agent—as the actor. If the agent instead holds a broad or long-lived credential, compromise or misuse may expose resources beyond the task that justified access.

Distinct identities, scoped permissions, managed credentials, and attributable records make it more practical to investigate activity, revoke access, and determine which authority was used. Those controls also matter when agents use new tools, delegate subtasks to other agents, or combine information from sources with different sensitivity levels.

How should an organization design agent access?

Give each agent a distinct, accountable identity

Where the architecture allows, assign a separate identity to each agent or workload rather than sharing a human account. Associate it with an owner and operating context, and bind its identity and entitlements to the user or system directing it. This preserves the connection between the agent’s technical actions and the authority under which it is acting.

Scope permissions to the task and resource

Grant only the access needed for the agent’s defined work, and enforce authorization at the resource or action being requested. Reassess access when the agent’s context, available tools, or delegated work changes. NIST’s concept paper raises these as design questions; it does not prescribe one finalized, universal mechanism for dynamic least-privilege access.

Control delegation and downstream agents

For “on behalf of” work, preserve the chain of authority: which human or system delegated the work, which agent received it, and what scope was delegated. If an agent passes a task to another agent, the downstream work should not become detached from the original authorization and accountability record.

Manage credentials throughout their lifecycle

Avoid giving agents shared human credentials. Minimize static, long-lived secrets, protect the credentials that are necessary, and define how they are issued, updated, and revoked. NIST warns that a static API key or long-lived bearer token can be used by whoever obtains it, which makes both protection and the ability to revoke access important.

Keep useful records and meaningful oversight

Record agent actions and enough context to support review, including the authority used and the task or intent where appropriate. NIST’s concept paper identifies tamper-resistant logging and non-repudiation as areas for consideration. Human approval can add accountability for consequential or exceptional actions, but it should complement scoped permissions and records—not replace them. Frequent prompts can create consent fatigue and encourage reflexive approvals.

How do existing protocols and security practices fit?

NIST’s discussion of enterprise environments names SPIFFE and OAuth 2.0 as existing protocols that can address aspects of agent identification and authorization. It also notes emerging work such as WIMSE and the Identity Assertion JWT Authorization Grant. These are pieces of the identity and authorization landscape, not complete solutions to agent governance: organizations still need to determine identity binding, permission scope, credential handling, delegation, oversight, and auditability.

In joint guidance announced May 1, 2026, CISA and partner agencies recommend aligning agentic AI risk management with existing cybersecurity frameworks. Their recommendations include limiting autonomy and access, using strong identity management and oversight, and carrying out threat modeling, continuous monitoring, and regular security assessments. These measures help constrain risk around identity controls; they do not make an agent’s authority safe merely by naming or authenticating it.

What is NIST doing, and what is not settled?

NIST’s February 2026 concept paper asks for input on issues including agent metadata, fixed versus ephemeral identities, strong authentication, key management, dynamic least privilege, delegation, binding agent activity to a human, tamper-proof logs, and prompt-injection mitigation. They are open design concerns, not a single finalized standard.

In a September 29, 2026 update, the NCCoE said its first implementation use case would demonstrate agents being identified, authenticated, and authorized in the software development lifecycle. Additional use cases were still to be determined or scoped. The NCCoE project hub describes a planned SP 1800-series practice guide with example implementations, architectures, build details, and lessons from laboratory work; that is a stated future project output, not a completed guide. The NCCoE reported more than 600 commenters on its concept paper across industry, government, and academia—a measure of engagement with the paper, not adoption or incident frequency.

For now, there is no established universal agent identity format or single protocol that settles these choices. Organizations can evaluate a design by asking whether it gives each agent an accountable identity, limits and enforces its authority, preserves attribution through delegation, manages credentials, and produces evidence that supports investigation.
