Genshin Impact is free to download, but its Wishes offer randomized in-game rewards, including characters and weapons. The documented purchase path runs from real money to virtual currency, then through in-game currency to a Wish; the rules and odds depend on the specific banner.
That distinction matters: Genesis Crystals convert to Primogems one-for-one, but that exchange rate does not establish a universal dollar price for a Wish. To understand the system—and the U.S. regulatory case announced in 2025—separate the currency flow, each banner’s rules, and the FTC’s allegations from the terms of its settlement.
How Genshin Impact’s gacha monetization works
From purchase to Wish
The FTC describes a multi-step currency flow in which players purchase virtual currency, use in-game currency, and make Wishes for randomized prizes. HoYoverse’s help materials document Genesis Crystals as a paid currency that can be converted into Primogems at a 1:1 ratio. The ratio is an exchange rate between two in-game currencies, not a cash price for either one.
This means there is no single dollar cost per Wish that can be derived from the conversion rate alone. The cited materials do not establish current store bundle prices, a universal cash cost for a Wish, or what an individual player spends. A particular purchase total depends on the available purchase options and how a player uses in-game currency.

Why limited-time prizes matter to the model
Wishes turn interest in characters and weapons into a chance at randomized rewards. The FTC alleged that limited-time event banners, influencer promotion, and a confusing currency flow contributed to consumers misunderstanding the odds and costs. Those are the regulator’s allegations and account of the case; they do not quantify the effect on sales or show that every player responds in the same way.
What are the rules for making a Wish?
There is no single set of odds or guarantee rules for every Wish. HoYoverse says each Wish type has its own rules and directs players to the current in-game Details panel for that Wish’s rules and probabilities. For a decision about a live banner, use that banner’s own disclosure rather than assuming another banner’s rules apply.
When comparing banners, check the displayed five-star base and consolidated probabilities, the count for any guaranteed reward, the conditions for a featured-item guarantee, whether Wish-count progress carries forward, and whether a separate Fate Point counter resets when the banner ends. Record the banner and date alongside any numbers: rules and displayed probabilities should not be treated as timeless or universal.
How do Genshin Impact pity and guarantees work?
“Pity” is a common player-facing term for a system in which a reward is guaranteed after a stated number of Wishes. The exact threshold and what happens when a five-star reward arrives are banner-specific. HoYoverse’s dated Chronicled Wish FAQ offers a concrete example, but it is not a current guide to every Wish type.
Chronicled Wish example from March 1, 2024
- The FAQ says a five-star item is guaranteed within 90 Wishes.
- When a five-star item arrives, the designated item has a 50% chance.
- One Fate Point makes the next five-star item the designated item.
- For this system, Wish-count progress carries over, while Fate Points reset when the banner ends.
These figures describe the Chronicled Wish rules in that FAQ, posted March 1, 2024. They should not be applied to other banner types or assumed to describe a later banner without checking its live Details panel. Community explanations of intermediate thresholds, often called “soft pity,” are not a substitute for the official rules and probabilities shown for the current Wish.
What the January 2025 U.S. FTC settlement says—and does not say
On January 17, 2025, the Federal Trade Commission announced that Cognosphere, which does business in the United States as HoYoverse, agreed to pay $20 million and accept restrictions in a settlement concerning loot boxes, consumer disclosures, and children’s privacy. The FTC described proposed measures that included preventing children under 16 from purchasing loot boxes without affirmative parental consent; offering a real-money purchase option for loot boxes otherwise bought with virtual currency; and disclosing odds and multi-tier currency exchange rates, along with COPPA-related requirements.
Allegations versus settlement terms
The FTC’s complaint alleged that the company’s practices around loot boxes, marketing, and currency disclosures misled children, teens, and other players. Samuel Levine, then director of the FTC’s Bureau of Consumer Protection, characterized the agency’s position this way: “Genshin Impact deceived children, teens, and other players into spending hundreds of dollars on prizes they stood little chance of winning.” That is Levine’s statement accompanying the FTC announcement, not a finding that every allegation was adjudicated as fact.

Procedural and geographic limits
The FTC case materials list the complaint, stipulation, and proposed order as filed on January 17, 2025. The FTC’s release described the proposed order as awaiting judicial approval at the time of publication. Under the proposed stipulated order, the defendants neither admit nor deny the complaint’s allegations, apart from matters specified in the order. The cited materials do not establish a later docket disposition or the present implementation date, so the announcement should not be read as proof of when each measure took effect. This is a U.S. case and should not be generalized to other countries’ laws.

The FTC’s $20 million figure is the settlement payment announced in January 2025; it is not a measure of game revenue. Without a named primary source for company revenue, third-party estimates should not be presented as audited company reporting.
