A data breach notice is a reason to take targeted precautions, not proof that anyone has stolen your family member’s identity. Start by confirming exactly whose information was exposed and what kind of data it was; then secure the affected accounts, choose credit protections where appropriate, and follow tax or identity-theft procedures only if the warning signs fit.
1. Find out what was exposed
Read the notice closely and record which family members are affected, what data was involved, and what actions or deadlines the organization identifies. The response differs depending on whether the exposed information was a payment-card number, account login, Social Security number, date of birth, or medical-insurance information. The IRS notes that the type of information involved determines the appropriate next steps.
- Save the notice, including dates, enrollment deadlines, and instructions for any free services.
- Verify the organization’s response and contact details through its official website. Do not rely on links or phone numbers in an unexpected message.
- Use the FTC’s data-breach guidance and its IdentityTheft.gov breach-response tool to find steps tailored to the information exposed.
The IRS emphasizes that a breach does not necessarily lead to identity theft, and identity theft is not necessarily tax-related. See its data-breach guidance for taxpayers for examples of how different exposures affect the response.
2. Secure affected accounts and look for signs of misuse
For exposed passwords or account credentials
Change the password for the affected account. If that password was reused elsewhere, change it on those accounts too. Turn on two-factor authentication where available, especially for email, financial, and other important accounts.

For financial or payment information
Review bank and payment-card activity for unfamiliar charges or withdrawals. Contact the bank or card issuer using a verified number or website if you find suspicious activity, and follow its instructions for protecting the account.
For identity, insurance, or other personal records
Watch for unfamiliar bills, accounts, insurance claims, or account changes. Review credit reports for accounts the family member does not recognize. An unexpected bill, a missing bill, an unfamiliar account, or an unrecognized withdrawal can be a warning sign. The FTC explains additional indicators in What To Know About Identity Theft.

3. Choose a credit protection that fits
A credit freeze and an initial fraud alert are both free, but they do different things. A freeze restricts access to the person’s credit file for new credit applications; an alert asks businesses to verify identity before granting new credit. Either may be appropriate after an exposure involving identifying information, particularly if there are signs of attempted misuse.

The FTC’s credit freeze and fraud alert guide explains how to place these protections. A freeze and an alert can coexist. If a breach notice offers free monitoring or identity-theft insurance, the FTC recommends taking advantage of the offer; keep track of its enrollment deadline and check which bureaus and activity it covers. Monitoring is not a substitute for reviewing bank statements or free credit reports.

4. Take a separate path for a child’s information
If the affected child is under 16, a parent or guardian can request a free credit freeze, but the process differs from an adult freeze. Follow the current instructions from each bureau rather than using the adult process. Check whether a credit file exists if the child’s personal information was exposed. The FTC’s freeze and alert guidance includes information for children.
If a dependent’s Social Security number causes an e-filed tax return to be rejected because a return was already filed using that number, follow the IRS’s instructions. The IRS explains the letter process in Understanding your letter 4281C and notes that a separate Form 14039 may be needed in this situation.

5. Use IRS procedures only when the issue is tax-related
A credit-card number alone does not affect an IRS account. Tax-related risk is more relevant when a Social Security number and financial information such as wages were exposed. Do not file Form 14039 automatically just because there was a breach; the form applies to circumstances specified by the IRS.
- If the IRS contacts the taxpayer about tax identity theft, respond promptly and follow the letter’s instructions.
- If an e-filed return is rejected because a return was already filed under that Social Security number, use the IRS procedure for that situation.
- Continue filing taxes as directed by the IRS, including by paper if necessary.

6. Report confirmed identity theft and work through recovery
If you find that someone is using a family member’s information to commit fraud, report it at IdentityTheft.gov. The FTC offers a free personalized recovery plan and tools to track progress and prepare letters and forms. Contact any affected bank, insurer, healthcare provider, or other institution through independently verified official channels. For suspected medical identity misuse, review insurance claims and ask the insurer or provider about activity the family member does not recognize.
For safe handling of paper records that contain personal or financial information, shred them before discarding. Shredding helps protect the paper records you still have; it cannot undo an exposure that has already happened.
