Cloud backup preserves data you can restore; a secondary data center or cloud recovery region can also keep the infrastructure needed to resume service. They solve different parts of disaster recovery, and many organizations need both. The right design depends on each workload’s recovery time objective (RTO), recovery point objective (RPO), failure scenarios, and the recovery environment’s readiness.
Start with recovery time and data-loss limits
Set recovery objectives for each important workload before choosing a technology. A single company-wide target can obscure meaningful differences: a system may need to return quickly but tolerate some lost transactions, while another can remain unavailable longer but must preserve nearly all recent data.
- Recovery time objective (RTO): how long service can be unavailable before it must be restored. Google Cloud describes it as how long after a disaster an organization can be “up and running.” The practical elapsed time includes both product recovery and the engineer or SRE actions needed to restart components.
- Recovery point objective (RPO): how much data loss is acceptable, often expressed as the age of the recovery point. Google Cloud describes it as how much data an organization can afford to lose in a disaster.
Define those limits for specific incidents as well as workloads. A regional outage, accidental deletion, ransomware event, and data corruption can require different recovery actions. Tighter RPOs may require more frequent replication or synchronous replication; Google Cloud notes that synchronous replication across regions has cost and latency tradeoffs and is available in only a few products. Lower RTOs generally require more ready infrastructure, automation, or both.
What “secondary data center” can mean
The label does not tell you how quickly the site can take over. A secondary facility might be a cold site with little running capacity, a partially prepared environment, or a live site already serving traffic. Cloud regions can also act as recovery locations, but a cloud region is not operationally identical to a customer-owned data center: dependencies, controls, staffing, and regulatory requirements still need to be evaluated.

AWS Well-Architected Framework describes four recovery patterns. Its RTO and RPO ranges below are broad pattern-level guidance from AWS, not guarantees for a particular application or provider configuration.

These patterns are a readiness continuum, not a choice between “cloud” and “data center.” A cloud recovery region can be configured for backup-and-restore, pilot light, warm standby, or active-active. Compare the actual steps, capacity, and dependencies required to recover rather than relying on the site’s name.

Backup and replication protect against different failures
A backup is a retained recovery point used to restore data or a workload. Depending on the service and configuration, it may support granular recovery, full-workload recovery, policy-based schedules, or copies to another region or project. Google Cloud Backup and DR also documents vaults with enforced retention and WORM immutability and indelibility. These controls are useful only if the selected configuration, permissions, and retention rules match the organization’s threat model.
Replication and failover are primarily about service availability: they keep data and, in some designs, compute available at another site. They do not necessarily preserve a clean historical version. If a harmful update, deletion, or corruption reaches the replica, failover can reproduce the problem at the recovery site. Retained point-in-time backups provide a route back to a known-good state; AWS’s disaster recovery guidance specifically calls out this need for deleted or corrupted data.

For that reason, a replicated recovery site and isolated backup points often complement one another. Where the threat model includes production-account compromise or destructive deletion, keep backups outside the same failure and deletion paths where possible, and verify the separation in permissions and administration—not just in a diagram.
Check geography and recovery dependencies
A copy is useful only if it remains accessible during the failure it is meant to address. If a regional outage is in scope, a backup kept only in that same failure domain may not be available. Google Cloud deployment guidance recommends keeping disaster-recovery images in a DR region or using dual-region or multi-region storage, and notes that cross-region copies incur network and storage charges.

Do not assume that the word “cloud” means data is already in another region or immediately recoverable there. Google Cloud Storage location options have different behavior, and remote replication is asynchronous. Data still inside the replication window may not yet be geo-redundant when a regional outage occurs. Select the storage location and replication behavior against the workload’s RPO.
The recovery environment also needs the supporting pieces required to run the application, not only its data. Account for application images and code, identity and access, network routes and DNS, secrets and keys, licenses, configuration, monitoring, and the people or automation authorized to invoke recovery. Missing dependencies can make a technically intact backup or standby environment unusable within the intended RTO.

Compare full recovery cost and operating effort
Backup storage fees alone do not show the cost of a recovery design, and the sources establish no universal rule that cloud backup or a secondary site is cheaper. Google Cloud guidance says smaller RTO and RPO values typically increase cost. Actual economics depend on workload size, provider, geography, architecture, and dated pricing.
- Standby compute, database, and appliance capacity kept running or ready to start.
- Backup storage, retention duration, immutability features, and the throughput needed to restore.
- Replication traffic, inter-region transfer, and data-egress charges.
- Engineering time to build, secure, document, and maintain the recovery environment.
- Monitoring, dependency management, and recurring restore and failover exercises.
- The business impact of expected downtime and data loss if recovery takes longer than planned.
A lower-readiness pattern may reduce standing infrastructure but require more time and operational work during an incident. A more ready site can shorten recovery while adding recurring capacity and complexity. Estimate both the costs of normal operation and the consequences of a recovery that misses its target.
Choose a pattern for each workload
- Rank workloads by business impact. Record the consequences of downtime and lost or corrupted transactions rather than assigning every system the same priority.
- Set RTO and RPO by workload and incident. Include regional outage, accidental deletion, ransomware, and corruption scenarios. Confirm that the targets reflect business tolerance, not just what the current architecture happens to deliver.
- Decide whether the incident needs data restoration, service failover, or both. A recoverable data copy does not by itself provide a running application environment; a failover site does not by itself ensure a clean historical recovery point.
- Match readiness to the targets. Backup-and-restore fits workloads that can tolerate longer recovery. Pilot light or warm standby can suit tighter recovery needs. Reserve active-active for requirements that justify its synchronization and operational complexity.
- Keep suitable recovery points even when replicating. Check cross-region placement, retention, immutability where needed, administrative separation, and the practical restore path.
- Exercise the design and measure the result. Run restores and failovers, record elapsed recovery time and recovered data freshness, and address gaps before treating the targets as achievable.
Test the recovery path, not just the backup job
A successful backup report proves that a job completed; it does not prove that the organization can restore the required data and resume service within its objectives. AWS Well-Architected recommends regularly assessing and testing the strategy and warns that objectives are unlikely to be met without a planned, implemented, and tested approach.
Rehearsals should cover the full path that an incident would require: locating and authorizing the recovery point, restoring data, bringing up dependencies, validating application behavior, and routing users or systems to the recovered service. Test the scenarios that matter to the business, including loss of the primary region and recovery from deleted or corrupted data. Compare actual elapsed time and data loss with the workload’s targets, then update procedures, automation, or architecture where the exercise falls short.
