A travel website may sell the booking, or merely compare offers and send you to another seller. Before paying, confirm who your contract is with, what the total includes, how cancellation and refunds work, and whom to contact if plans go wrong.
First, find out who is actually selling the booking
An online travel agency (OTA) may sell a flight or stay and contract with you, while a comparison or referral site may simply direct you to a different company. The site’s role, the contracting party and the applicable conditions can differ—and unclear roles can contribute to disputes, according to the Japan Tourism Agency’s guidance on travel reservation sites, updated July 1, 2025.
Check the seller named on the checkout page and in the terms before entering payment details. After booking, confirm that the confirmation identifies the seller and matches the itinerary or accommodation you intended to buy. Do not assume the brand or search page you started on is the company responsible for the booking.
Make sure you are comparing equivalent offers
A lower price is meaningful only when the offers cover the same trip and services. Use a comparison checklist rather than comparing headline prices alone.

Compare the total you will actually pay
Start with the amount shown before purchase and identify mandatory charges, such as taxes, surcharges, required lodging fees and any service or payment charges disclosed before checkout. Add optional extras—such as checked baggage or seat selection—only if you need them. Compare the resulting cost for the same itinerary or room and the services you plan to use.
Some price-display rules are specific to the United States. The US DOT says displayed airfare must include applicable government taxes and fees and mandatory carrier-imposed surcharges. Separately, the US Federal Trade Commission’s FAQ on its Rule on Unfair or Deceptive Fees says a known required fee for short-term lodging must be included in the total price under the rule it describes. These requirements should not be treated as universal rules for every country, booking or fee.

Compare flexibility and refund terms before paying
Read the conditions for the specific fare or room—not just the site’s general policy. The FTC advises travelers to get cancellation and refund policies before paying. Check these details in the offer and the terms you will accept:
- When cancellation or changes are allowed, and any deadline.
- Whether changing or cancelling carries a fee or forfeits some or all of the payment.
- Whether an approved refund is returned as money or issued as credit.
- Whether payment is prepaid or due later.
- Whether the OTA has separate handling conditions in addition to the supplier’s rules.
Do not assume a provider can keep a payment or charge a cancellation fee in every situation. New Zealand Consumer Protection says a provider can do so only if that was in the agreed terms; the consumer rights that apply depend on the case and jurisdiction. Its accommodation guidance is specific to New Zealand and accommodation, not a universal rule for all travel purchases.

Know who to contact if there is a problem
Support and refund routes depend on the booking channel and type of purchase. For an airline ticket bought through an OTA or another agent, the US DOT says to contact the agent directly to obtain a refund. It also says the US airline 24-hour refund or reservation requirement does not apply to bookings made through third-party agents. This is US guidance for air travel; it does not settle rights in other jurisdictions or for other kinds of bookings. See the DOT’s refund guidance.
Before travel, keep the booking reference, the OTA and supplier contact details, confirmation and a copy of the terms you accepted. If an issue arises, those records help you identify the booking and the company responsible for addressing it.

Check for clear terms and avoid rushed decisions
A credible booking process should make it possible to identify the seller, read the conditions and get written confirmation. The FTC advises travelers not to pay until they know the terms and warns against pressure to decide immediately. If a site’s seller identity, support channel or conditions are unclear, pause and resolve that uncertainty before paying.
Travel insurance is a separate purchase, not a substitute for understanding the booking terms. If considering it, check that the agency is licensed where required and compare the policy’s coverage and exclusions with the trip’s actual non-refundable costs. The FTC offers advice on avoiding travel scams; New Zealand Consumer Protection notes that comprehensive policies may cover non-refundable travel or accommodation costs in some circumstances. Coverage depends on the policy and situation.
