Choose a region only after confirming that it fits your workload’s data-location rules, measured latency needs, service and capacity requirements, full cost, and recovery objectives. No region is best for every workload: the right choice depends on which of those constraints are mandatory and which tradeoffs your team can accept.
Define the workload before comparing locations
Start with the application and its dependencies, not a provider’s region map. Record the data the workload handles, where users and dependent systems are, the required services and deployment modes, and the workload’s availability objective. Set a recovery time objective (RTO)—how long service can be unavailable—and a recovery point objective (RPO)—how much data loss, measured in time, can be tolerated.
These details turn a broad location search into a shortlist with explicit pass-or-fail requirements. They also help distinguish a legal or contractual constraint from a performance preference or cost tradeoff.
Check the five requirements that determine a good fit
1. Data residency, sovereignty, and compliance
Identify the laws, contracts, and internal policies that apply to each data class. Then verify where the specific service and configuration store and process that data. Selecting a named cloud region does not, by itself, establish that every service or operation meets a data-location requirement.

Microsoft Azure’s region-selection guidance includes residency and compliance in location decisions. Its architecture guidance says strict residency requirements may call for a single region or a subset of regions and services. Confirm what the applicable requirement actually says with your legal or compliance team and the provider’s service-specific terms; this is not a legal determination.
AWS describes Local Zones as an option for low-latency access from particular locations while meeting defined residency rules. Treat this as a specialized location option, not as a substitute for checking how the required services handle data.

2. Latency and the network path
Map the locations of representative users and dependent systems, then measure round-trip latency from the networks they actually use. Include the path to databases and other services, as well as inter-region communication and replication. Physical proximity alone does not establish application performance, and cross-region communication can affect both latency and operations.
AWS Well-Architected guidance includes user proximity among the factors for choosing locations. Azure’s architecture guidance likewise notes that cross-region communication is slower than intra-region communication and can affect replication and operations. For a workload with tightly coupled services, assess the communication paths between those services—not just the distance from users to the front end.

3. Service, feature, and capacity availability
For every candidate, verify that each required service, feature, and deployment mode is offered there. Check quotas and expected capacity for the planned workload before committing to an architecture; an advertised region does not guarantee that every product or configuration is available there or that your required quota is already granted.
Google Cloud’s location guidance says to weigh latency, availability, and durability requirements and directs architects to location-specific product availability information. Azure’s region guidance also identifies regional service availability and capacity constraints as selection factors. Confirm the current details with the provider before procurement or deployment.

4. Total workload cost
Compare the regional prices for the resources the design will actually use: compute, storage, networking, and replication. Evaluate the whole workload rather than a single service rate. A design that spans locations can require duplicated resources, incur data-transfer charges, and add management effort. Include those costs when evaluating redundancy, not just the cost of the primary deployment.
Azure includes pricing in its region-selection considerations. Provider prices and service availability can change, so validate the relevant rates for your design at the point of purchase.

5. Resilience, backup, and recovery
Match the failure design to the workload’s availability objective, RTO, and RPO. Decide which failures the design must withstand, then plan and test backup, restoration, and failover against those objectives. Availability zones can address some localized failures; they do not automatically protect an application from losing an entire region.
AWS Well-Architected guidance recommends assessing whether a workload can meet its resilience needs across multiple Availability Zones in one Region or needs multiple Regions. Multi-Region operation adds complexity, so weigh that cost against the recovery need. Google Cloud’s location guidance also points architects toward disaster-recovery planning.
Azure’s guidance discusses region pairs, but a fixed distance of more than 150 miles between paired regions is no longer a mandatory selection rule. Choose locations according to latency, compliance, and resilience needs instead of treating that old distance rule as a universal requirement. AWS’s Local Zones guidance also calls for recovery plans tied to RTO and RPO.

- Write down the workload requirements. List data classes, user and dependency locations, required services and features, availability objective, RTO, and RPO.
- Remove candidates that fail verified location requirements. Check applicable legal, contractual, and service-specific residency conditions.
- Verify product fit. Confirm regional service and feature availability, deployment mode, quotas, and expected capacity.
- Measure the network paths. Test from representative users and systems, including relevant data access and replication paths.
- Compare full costs. Include regional resource prices, transfer and replication, duplicated resources, and the operational effort of redundancy.
- Test recovery. Exercise the proposed backup, restore, and failover plan against the workload’s recovery objectives.
- Record the decision and revalidate volatile facts. Document why each candidate passed or failed, then check provider terms, availability, quotas, and prices again before deployment or procurement.
Use the same requirements for every candidate, but weight them according to the workload. A hard residency requirement may eliminate a location even if it is cheaper or faster; for another workload, latency or recovery may be the deciding constraint.

The provider guidance discussed above primarily addresses cloud regions. It is not a complete checklist for choosing a third-party colocation data center. For a facility decision, obtain facility-specific evidence and assess areas such as power and cooling, carrier options, physical security, certifications, service-level terms, and contract exit provisions. Those facility-level questions require validation with the provider and qualified specialists; a cloud region comparison cannot settle them.
