Compare AI tools by testing them on the same representative tasks, checking their outputs against a human-reviewed reference, and measuring the full time and cost of producing acceptable work. Include prompting, review, editing, rework, setup, and human oversight—not just the tool’s subscription price or the seconds it takes to generate a response. The best choice is the one that performs well in your workflow at an acceptable level of risk and cost.
Start by defining the work and your baseline
There is no universal accuracy or productivity score that makes one AI tool best for every team. A tool that works well for drafting may be unsuitable for customer support, coding, or decisions where errors carry serious consequences. Define the work before comparing products.
- Tasks: List the specific jobs the tool would perform and what counts as a finished result.
- Inputs and users: Record the data, tools, and experience level involved, including who will use the AI and who will review its work.
- Volume: Estimate how many tasks are completed over a consistent period.
- Acceptable errors: Specify which mistakes are minor, which require correction, and which make an output unacceptable.
- Current baseline: Measure how long and how much it costs to complete the same work without the candidate tool.
NIST’s AI measurement and evaluation guidance emphasizes that evaluation methods should fit the context and the attribute being assessed. Accuracy, reliability, robustness, and privacy are distinct considerations; one score cannot stand in for all of them.
Run a fair, repeatable comparison
Give every candidate the same representative tasks, inputs, instructions, and success criteria. Include routine cases as well as difficult or unusual examples, and keep a record of failures as carefully as successes. Use a human-reviewed reference answer or outcome so that scores reflect whether the result is actually acceptable, not merely fluent or plausible.

- Choose a task sample. Select work that reflects the real range of inputs, difficulty, and stakes. Avoid choosing only examples that favor one tool.
- Set the rubric before testing. Define required elements, acceptable variation, error categories, and what constitutes failure.
- Use consistent conditions. Keep prompts, source material, time limits, and review standards as similar as practical across candidates.
- Review outputs against the reference. Have qualified reviewers score quality and record the type and severity of each error.
- Retain the full record. Track incomplete tasks, corrections, escalations, and tool failures, not just successful outputs.
NIST’s ARIA Evaluation Planning Manual, published September 18, 2026, describes an evaluation approach that combines model testing, red teaming, and user testing. That combination is useful because a model’s answers on a fixed set of tasks do not, by themselves, reveal how the tool behaves with real users or under pressure.
Measure accuracy as task-specific quality
“Accuracy” needs a definition that matches the work. For a task with a verifiable answer, it might mean the proportion of outputs that meet the agreed correctness criteria. For a task with several acceptable results, a rubric can score completeness, factual support, usefulness, and adherence to requirements. In either case, define error categories and severity in advance; a harmless formatting issue should not count the same as a consequential factual mistake.
Report both a quality score and an error log. The score makes candidates easier to compare, while the log shows what the score conceals: recurring mistakes, failures on particular inputs, or cases that require specialist review.

Be cautious about treating a public benchmark as a forecast. A benchmark measures performance on its own items; it does not establish performance on all future examples from a similar task population. NIST’s 2026 paper, Expanding the AI Evaluation Toolbox with Statistical Models, analyzed 22 API-access frontier language models on three popular benchmarks and discusses the distinction between fixed-benchmark and generalized accuracy, including statistical uncertainty. That is the scope of the paper’s analysis, not a census of every current AI tool or a guarantee about a particular organization’s tasks.
Measure time saved across the complete workflow
Compare the time needed to produce equivalent, acceptable finished work—not just the time until the AI produces a first draft. Include setup, prompting, waiting, checking, editing, correcting errors, and rework. If the AI produces an answer quickly but a person must spend longer verifying or repairing it, the relevant measure is the full workflow.
For each task, record the baseline time without AI and the AI-assisted time through completion. Then report minutes per acceptable completed task, alongside the quality result. Keep the task definition and completion standard the same for both workflows; otherwise, apparent time savings may simply reflect less work or lower quality.

Published productivity findings can help frame expectations, but they are not a substitute for this measurement. The OECD’s Generative AI and the SME Workforce (November 2025) summarizes average time savings across work hours of 2.8% among users in AI-exposed occupations in a Danish survey and 5.4% in a U.S. survey of generative AI use. These are results from different studies and populations, not a head-to-head comparison or a prediction for a specific tool trial. The report notes that AI was used for only some tasks and workdays.
The same OECD report discusses task-specific studies that found performance gains of 14% among customer service agents, nearly 40% among business consultants, and more than 50% among software programmers. Those figures apply to the studies’ particular tasks and settings, not to whole occupations or organizations. Task-level gains may not translate directly into broad work-hour savings or company-wide earnings.

Compare costs over the same period, task volume, and scope. Subscription or usage charges are only part of the total. Include relevant setup and integration, administration, human review, correction, and the cost of failures or escalations. This accounting framework is a practical way to compare options; it is not a formula prescribed by NIST or the OECD.

A useful output is the total cost per acceptable completed task. Count only tasks that meet the quality standard, and include the human time and other costs required to get them there. A tool with a lower fee can cost more per successful task if it needs substantial review or rework; a more expensive option may be economical if it reliably reduces those costs.
Vendor prices, included features, usage limits, and model versions change. Request current quotes and confirm the limits and features that apply to your intended use rather than relying on an old price comparison. Also account for privacy, security, reliability, and the consequences of errors: the lowest dollar cost does not automatically make a tool the safest or best fit.

Use the same task set and accounting period for all candidates. A scorecard keeps the dimensions visible without collapsing them into a single number that may hide important trade-offs.

When you report a result, state the tasks, users, date, metric, and uncertainty alongside it. That makes clear what was measured and prevents a narrow trial result from being mistaken for a general promise.
Pilot in the intended workflow before scaling
A controlled test helps compare outputs; a pilot shows whether the tool fits the real workflow. Let intended users try it with appropriate tasks and review procedures. Monitor quality, errors, actual usage, costs, and escalations, and compare the results with the baseline.
NIST’s ARIA program describes its aim as moving beyond an emphasis on system performance and accuracy to measurements of technical and contextual robustness. Its ARIA program description explains why contextual evaluation matters, while the GenAI evaluation program provides NIST’s broader program context. The OECD’s The Effects of Generative AI on Productivity, Innovation and Entrepreneurship (June 20, 2025) likewise discusses variation in usefulness by task and user experience, and uncertainty in translating efficiency into company outcomes.
Revisit the comparison when the workflow, model version, terms, or user population changes. A result from one tool version or one group of users should not be treated as permanent evidence for a different setup.
