The menus differ, and the right fix depends on whether an attachment will not preview, will not save, is blocked by Outlook, or has already downloaded and is being stopped by Windows. For a SharePoint or OneDrive document link that opens blank in classic Outlook, try opening it in a browser or from SharePoint.
Start by identifying the failure
Before changing settings, check what kind of item you received and where the process stops. A regular file attachment, an Office document link stored in SharePoint or OneDrive, and a file that Windows has already downloaded can fail for different reasons.

Microsoft’s [Outlook for Windows troubleshooting guide] covers Outlook for Microsoft 365, Outlook 2024, Outlook 2021, and new Outlook for Windows. If an attachment will not preview or open
New Outlook or Outlook on the web
Select or double-click the attachment. You can also open its drop-down menu and choose Preview or the option for that file type. Depending on your account and the file type, Outlook may show a preview or open the file in an associated app such as Word, Excel, or PowerPoint.

Classic Outlook
Double-click the attachment to open it. To preview it, right-click the attachment and select Preview. If opening works but previewing does not, classic Outlook’s Trust Center can disable previewers globally or for a particular previewer. Check whether the relevant previewer is disabled rather than treating a preview-only failure as a download problem.
Unsupported file types
Outlook does not preview or edit every file format in a browser. Download the file and open it with a suitable application if its type is not supported for preview or browser editing.

If an attachment will not download or save
New Outlook
- Open the attachment’s drop-down menu.
- Choose Download and select a destination folder, or choose Save to OneDrive.
- To save every attachment on one message, choose Download all. You can also drag an attachment from the message to the desktop.
Classic Outlook
- Open the drop-down menu beside the attachment.
- Choose Save As to save one file, or Save All Attachments to save the message’s attachments together.
- Choose a destination. Documents is the default save folder, but you can select a different folder.
Outlook on the web or Outlook.com
- Select the message and open the attachment’s More actions menu.
- Choose Download, Save to OneDrive, or Download all, as appropriate.
If the menu labels or options in these steps do not match what you see, confirm whether you are in new Outlook, classic Outlook, Outlook on the web, or Outlook.com before following another client’s instructions.
If Outlook says the attachment is unsafe or blocked
Outlook blocks certain file types because they can carry viruses. Microsoft Support explains: “Outlook blocks numerous file types that have the potential to spread computer viruses.” Exchange administrators can unblock certain types, but a work or school account may be subject to an organization’s policy. If you believe that policy is blocking a file you need, contact your administrator rather than trying to work around it.

Do not disable protection or edit the registry just to open an attachment. Microsoft advises caution with files from unknown senders; if you are unsure whether a message or attachment is genuine, confirm with the sender through a trusted channel. See Microsoft’s [Blocked File Types in Outlook] guidance.
If the file downloaded but Windows will not open it
A warning that appears after the file has reached your device is different from Outlook refusing to download it. Windows Attachment Manager may use information about where a file came from—sometimes called Mark of the Web—to warn about it or prevent it from opening automatically.

- Check that you recognize the sender and expected the file. If in doubt, confirm with the sender using a trusted contact method.
- Scan the file with Microsoft Defender Antivirus or other antivirus software.
- Check that the file type matches what the sender said they sent.
- If you trust the file and Windows still blocks it, open the file’s Properties and check whether an Unblock option is available. Use it only for a file from a source you trust.
Organizational policies can also affect how downloaded files are handled. Microsoft explains these warnings in its [Information about the Attachment Manager in Microsoft Windows] guide.

A message may contain a link to an Office document in SharePoint or OneDrive rather than a file attached to the email. Microsoft’s known-issue page for classic Outlook said these shared document links might open blank or show a corrupted-file error. The page was last updated May 1, 2026, and listed a service-side fix rollout scheduled for May 4, 2026; it cautioned that rollout could take time and that restarting the client might be needed. That dated notice does not establish that the incident is still ongoing.

For a link showing this behavior, Microsoft’s listed workarounds are:
- Open the document in the desktop app.
- Right-click the link and choose to open it with a browser.
- Copy the link and paste it into a browser.
- Open the file from SharePoint.
- Use Outlook on the web.

For a specific Protected View hang in Outlook for Microsoft 365
Microsoft separately documented an issue in which Office file links and attachments appeared to open in Protected View but did not. Its page, last updated November 29, 2023, marks the issue fixed and attributes it to outdated Intel graphics drivers. The guidance applied to that specific symptom: install Intel graphics driver 31.0.101.4887 or newer, or roll back to a version older than 31.0.101.4824. These driver versions are not general fixes for unrelated attachment failures.
Check Microsoft’s [Protected View issue notice] before applying that historical guidance, especially if your error or Outlook version differs.
