Neither a private connection nor the public internet is automatically better for every Australian office. A site-to-site VPN can securely connect office networks over ordinary internet links; a dedicated or managed private service may suit a business whose measured requirements or service commitments call for particular bandwidth, latency, availability or routing. Compare address-specific service options, performance, recovery arrangements, security responsibilities and total quoted costs before choosing.
What “private network” means in this comparison
The phrase can describe two different designs. A provider may supply a dedicated or managed private communications service between sites. Alternatively, a business may use a site-to-site VPN: encrypted tunnels join office networks while the public internet carries the traffic. The Australian Signals Directorate and Australian Cyber Security Centre (ASD/ACSC) describes point-to-point VPNs as a way to connect business or system networks, including corporate offices, over an untrusted network. A VPN over the internet is therefore logically private connectivity, not the same thing as a dedicated private circuit. ASD/ACSC gateway technology guides
Ask each provider to identify the physical transport, routing, encryption, service boundaries and responsibility for faults. The word “private” alone does not establish how traffic is carried, what is protected or what performance is guaranteed.
How to compare the options
Judge each design against the needs of every office and important application, using service terms and measurements rather than assumptions.

Application performance
Measure throughput, latency, jitter and packet loss during representative use, including busy periods. Cloud and SaaS workloads may behave differently from traffic flowing between two offices, so test the actual applications and routes that matter. ASD/ACSC recommends monitoring latency, jitter, packet loss, throughput and availability for cloud services and checking results against service-level targets. ASD/ACSC networking guidance
Availability and recovery
Ask what availability the provider commits to, how faults are detected and escalated, and what restoration process applies. If a backup connection is part of the design, verify that it can carry essential work when the primary link fails. A second link does not provide useful resilience if it shares a critical failure point or lacks sufficient capacity. Security and operational responsibility
A VPN protects data in transit; it does not by itself secure compromised computers, determine which users should access which resources, or keep a connection available. ASD/ACSC’s guidance states: “VPN controls provide data in transit protections.” Remote access also needs appropriate user and machine authentication, authorization and encryption, alongside endpoint and data-use controls. The gateway guide recommends multi-factor authentication and discusses role-based access, device posture and certificate revocation. Set out who administers and patches routers, firewalls and VPN gateways; manages certificates, access rules and logs; and responds to incidents. Australian Government Information Security Manual (ISM) guidance says gateways should allow only explicitly authorised data flows and recommends inspecting and filtering traffic. It also says network management interfaces should not be exposed directly to the internet and recommends encrypting data communicated over network infrastructure. Place externally accessible services in a DMZ where appropriate. “Private” is not synonymous with “safe.” The ASD/ACSC infrastructure warning, first published and last updated 15 October 2025, notes that exposed network devices and unpatched VPNs can provide an entry path into organisational networks. Location, fit and cost
Check availability at each office’s street address, installation lead time, bandwidth choices, geographic constraints and how the service routes traffic to cloud platforms and SaaS applications. The cited guidance does not establish which providers cover a particular Australian address, so obtain address-specific quotes.

Compare the full cost on a like-for-like basis: installation, recurring service charges, equipment, managed support, backup links and the internal effort required to operate the network. No current official Australia-wide price comparison establishes that one option is generally cheaper. Get written quotes with the same site list, capacity assumptions, service hours and recovery requirements.

Start with internet and a site-to-site VPN
If important work is internet- and cloud-based, test whether business internet at each site, correctly configured gateways and a site-to-site VPN meet measured performance, security and recovery requirements. This approach still depends on the underlying internet services for transport and availability; the encrypted tunnel does not replace those connections.

Assess private or managed connectivity against a defined need
Consider a dedicated or managed private service when measured requirements, a provider’s service commitments, inter-site routing needs or other specific service characteristics justify it. Compare the actual offer and responsibilities with an internet-based design rather than assuming a private label guarantees better performance or security.
Consider a hybrid arrangement when traffic needs differ
A business may use internet connections for ordinary cloud traffic and a private or separately protected path for selected traffic, with an independently resilient backup. This is one possible architecture, not a default recommendation. Validate the routing, failover behaviour and service terms against the applications and sites involved.

A practical quote-and-monitor checklist
- List sites and workloads. Identify every office, essential application, expected traffic pattern and the effect of losing a link.
- Ask providers to define the service. Record transport, routing, encryption, boundaries, address availability, installation lead time and who owns each fault and security task.
- Request comparable commitments and costs. Use the same required capacity, support hours, recovery expectations and backup assumptions in each quote; itemise setup, recurring, equipment and managed-service charges.
- Measure representative performance. Establish baseline throughput, latency, jitter, packet loss and availability during normal and busy periods, and compare results with application needs and any contracted targets.
- Test resilience and operations. Confirm that essential work can continue on the backup path, and verify gateway administration, patching, access controls, monitoring and incident response.
