After the U.S. State Department stopped publicly transmitting air-quality readings from embassies and consulates on March 4, 2025, pollution measures rose in the affected cities, a 2026 study found. The monitors were reportedly to keep running; what stopped was the public data feed, not necessarily the measurement itself.

What stopped in March 2025?

The State Department said its Air Quality Monitoring Program could no longer transmit pollution data from U.S. embassies and consulates because of budget constraints. The halt took effect March 4, 2025. The Associated Press reported the next day that diplomatic posts had been told to keep the monitors running, so the change was to public reporting rather than a confirmed removal of every device.

The available reporting does not establish whether all monitors have remained operational or whether public transmission has since resumed. It is therefore more precise to describe the event as a halt in reporting than to say that every embassy monitor was shut down.

The Washington Post reported that the program covered more than 80 embassy and consular sites when the halt began. That figure is for March 2025; it is different from the count of cities and countries reached by the program several years earlier.

Did pollution rise after reporting stopped?

Yes, pollution measures rose in the 46 cities examined in a study by Zoey Yiyuan Zhou, Fanyu Wang, Allen H. Huang, and Douglas Almond, published online in Proceedings of the National Academy of Sciences (PNAS) on September 14, 2026. The authors report a prompt increase of 24% to 33% in their satellite-derived local pollution measure after embassy reporting stopped.

The Washington Post’s September 15, 2026, account of the study says the measure around affected cities was about 33% higher by September 2025. It had receded from that peak by November but was still about 24% above its pre-shutdown level.

The authors compared affected cities with matched cities in the same countries and found no systematic trends suggesting the groups were already diverging before the halt. That strengthens the case that losing the reporting mattered, but it does not show that the halt alone caused every change in every city. Other local conditions can affect pollution, and the study was not designed to isolate every city-specific explanation.

What does the 24% to 33% increase measure?

It is a change in satellite-derived aerosol optical depth (AOD), not a direct measurement from a ground-level PM2.5 monitor in every city. AOD estimates particles in the atmosphere and is correlated with surface PM2.5, but the two measures are not interchangeable.

To give the satellite signal a familiar concentration scale, the authors calibrated it against embassy PM2.5 readings collected before the reporting halt. Their preferred, conservative translation was an increase of about 1.9 micrograms per cubic meter (µg/m³) in PM2.5-equivalent pollution. Alternative calibration approaches produced estimates from 1.5 to 16.3 µg/m³. That wide range is why the percentage change in AOD should not be presented as a uniform ground-level PM2.5 increase.

Where were the reported effects strongest?

The study found larger and more persistent changes in places where domestic alternatives to U.S. embassy data were poor. Its regional averages pointed to larger increases in Southeast Asia, sub-Saharan Africa, and South Asia. There were few sites in each region, however, and the study was not designed to establish a separate effect for every country or city.

The result is consistent with the idea that losing an independent data source matters most when residents have few comparable readings available. It should not be read as a ranking of all cities or as proof that every local monitoring gap produces the same pollution response.

Why can a public reading matter if it does not clean the air itself?

A monitor supplies information; it does not directly remove pollution. But public readings can make pollution visible when local monitoring is sparse, help residents and researchers assess official claims, and make air quality more salient to decision-makers and the public. The studies do not establish which of these mechanisms explains a particular city’s result.

A separate 2022 PNAS study by Jha and La Nauze examined monitor installations, not the later reporting halt. It covered 466 cities in 136 non-OECD countries and reported that 50 cities in 36 countries had received embassy monitors by 2020. The study estimated that installation was associated with a 2–4 µg/m³ reduction in fine particulate concentrations and found increased Google searches for “air quality” and related terms after a monitor appeared.

The 2022 paper also estimated an annual monetized mortality benefit of $127 million for the median city in 2019. That is a model-based estimate from the earlier study, not a realized cash saving or a result of the shutdown analysis. The 2026 authors did not perform a full cost-benefit analysis of the embassy program.

What can you use when official air-quality data is missing?

No single alternative gives the same combination of location, measurement, independence, and public access. Treat each reading according to how it was collected and where it applies.

  • Check the timestamp and location before comparing readings; an old or distant reading may not describe current conditions where you are.
  • Check whether the value is PM2.5, AOD, or an index derived from measurements. These are not the same kind of number.
  • If you use a household sensor, consider whether it is indoors or outdoors and how close it is to the place you want to understand.
  • When sources disagree, compare their locations, times, and measurement types rather than assuming one number is universally representative.

In its 2026 paper, the study team described AirGradient as a low-cost indoor and outdoor network operated by household and community users. Such sensors can add local observations, but they do not provide the same coverage or role as a broad public monitoring network.
