An AI governance framework is working when it demonstrably improves how your organization identifies, evaluates, and manages AI risks—not simply because it has been adopted or its checklist is complete. Assess it by comparing evidence from a defined baseline with later reviews: are responsibilities clear, risk measures appropriate, monitoring active, and material findings leading to decisions and follow-up?
What counts as evidence that governance is working?
Look for repeatable changes in organizational practice and risk management. The U.S. National Institute of Standards and Technology (NIST) encourages users of its AI Risk Management Framework (AI RMF) to periodically evaluate whether it has improved their ability to manage risk, including through policies, processes, practices, implementation plans, indicators, measurements, and expected outcomes. That evaluation should reflect the organization’s context and priorities; NIST does not set one universal success threshold.
A policy document, framework adoption, completed checklist, or certification can be evidence of activity, but none alone establishes that risks are being managed effectively. The stronger test is whether the framework shapes decisions across the AI lifecycle and whether evidence of a problem leads to an accountable response.
How to assess the framework in practice

Set the scope and record a baseline
Specify which AI systems, business units, lifecycle stages, and risk priorities are in scope. Record the current state of policies, system inventories, assigned responsibilities, controls, and known issues. That baseline gives later reviews a comparison point and helps distinguish actual change from a general impression of progress.

NIST AI RMF 1.0 organizes its core into Govern, Map, Measure, and Manage functions. Governance is cross-cutting: it should inform how risks are identified, measured, and managed throughout the lifecycle, rather than sit apart as a policy document. NIST describes the framework’s subcategories as outcomes and actions, not a universally ordered checklist. See the NIST AI RMF Core.

Check whether governance is operating
Inspect whether policies and procedures are implemented in day-to-day work. Confirm that roles, decision rights, and communication lines are documented, and that an AI system inventory is maintained and resourced in proportion to risk priorities. Look for planned periodic reviews with named owners and a defined cadence.

Then trace a governance decision into risk mapping, measurement, or management. If the governance function does not shape those activities, the framework may exist on paper without being integrated into operating practice.

Test whether measurements fit the risks
For each important risk, ask whether the chosen metric or assessment method actually relates to it under the system’s deployment conditions. Quantitative, qualitative, or mixed methods may be appropriate; a metric is not useful simply because it produces a number.

- Check that test sets, methods, assumptions, and relevant deployment conditions are documented.
- Review whether the measures and controls remain suitable as systems, users, or contexts change.
- Record measurement limits and risks that cannot currently be measured instead of treating missing data as evidence of safety.

Review evidence from testing and use
Look for testing before deployment and regular testing or monitoring while systems operate. Depending on the system and context, relevant dimensions may include validity and reliability, safety, security and resilience, transparency and accountability, privacy, fairness and bias, and environmental impacts.
Examine incidents, errors, and performance changes alongside the organization’s response. A monitoring process is more informative when it can detect a meaningful change, route it to a responsible decision-maker, and trigger an appropriate action.

Check who can challenge decisions
Determine whether reviews include perspectives suited to the risk: internal experts who are not front-line developers, independent assessors where appropriate, domain experts, users, and affected communities. Assess whether end users and impacted communities can report problems or appeal outcomes, and whether their feedback can change metrics, controls, or decisions.

Trace findings through to action
For each material finding, follow the evidence through the decision, accountable owner, action taken, and follow-up measurement. Check whether controls were updated or the system was mitigated, recalibrated, or removed when the evidence warranted it. Record both improvements and declines, including contextual changes that may help explain them.

Repeat the evaluation and respond to change
Compare each review with the baseline and prior reviews. Use a planned cadence, supplemented by event-driven reviews when relevant changes or emerging risks warrant them. Report uncertainty and unmeasured risks, then adjust the framework’s measures or controls where needed. NIST calls for periodic evaluation of AI RMF effectiveness but does not prescribe a universal schedule.
How to compare frameworks without treating labels as proof
If you are assessing an existing program against NIST AI RMF or ISO/IEC 42001:2023, compare how well each approach works in your organization—not which label appears more authoritative. NIST describes its AI RMF as voluntary. ISO presents ISO/IEC 42001:2023 as a structured AI management system standard for managing AI risks and opportunities. Neither description establishes that one approach is universally superior or that certification alone proves effective risk management.

NIST’s AI Resource Center provides operationalization resources and notes that AI RMF 1.0 is being revised. Check the NIST AI Resource Center for current materials when selecting or implementing the framework. ISO’s description of its standard is available at ISO/IEC 42001:2023.
