Prevent an AI pilot from stalling by treating production as a readiness decision, not the automatic next step after a successful demo. Before the pilot begins, define the business problem and success criteria; then test real workflow, data, integration, risk controls, and operating support. Scale only when the evidence meets agreed thresholds. If it does not, refine the pilot, stop, or use a simpler solution.

Understand what each stage is meant to prove

The Australian Government describes a progression from proof of concept (PoC), to pilot, to production. Each stage answers a different question; success at one stage does not establish readiness for the next. Its overview of AI proof of concept to scale says, “Each of these stages involves systematic evaluation to ensure readiness for business integration.”

  • Proof of concept: Tests whether the proposed approach is technically feasible. A working prototype is evidence about feasibility, not proof of business value or operational readiness.
  • Pilot: Tests value, usability, and readiness in a limited real-world setting. It should expose workflow, user, data, and operational issues that a demonstration may not reveal.
  • Production: An integrated operational service, with governed data, defined ownership, monitoring, support, and plans for continuity and maintenance.

The Australian guidance provides stage definitions and practical recommendations, not comparative outcome data proving that any one practice prevents pilots from failing. It does not establish a universal AI-pilot failure rate.

Define the problem and the decision rule first

Start with the workflow problem, the people affected, and the outcome the organization wants. Select a model or platform only after clarifying what needs to improve. A pilot can have strong technical results and still fail to justify deployment if it does not improve the work in a meaningful, measurable way.

Agree on evidence before the pilot

Set a small number of measurable success criteria and safety criteria before testing. Establish a baseline where practical, and distinguish technical measures from business and user measures. For example, technical quality may show that a system performs a task acceptably on test cases; user feedback and operational impact help determine whether the solution fits the work. Choose measures appropriate to the use case rather than relying on model performance alone.

GSA’s AI Guide for Government: Starting an AI project recommends quantified KPIs before a longer-term production commitment. Its page frames the move to production around three considerations, but the specific thresholds still need to be set for the project and operating context.

Name the decision-maker and budget path

Identify the person or team empowered to decide whether to scale, refine, or stop. Confirm that the work has an accountable sponsor and a plausible funding path for implementation and ongoing operation. Government guidance recommends aligning the work with strategy, measurable outcomes, sponsorship, and budget. A pilot without a decision owner can drift even when its results are clear.

Design the pilot to test production conditions

State explicitly what the pilot represents and what it does not. Demonstrations and pilots may rely on limited or mocked data and integrations. Production can introduce live data, more users, different workloads, stricter access controls, and dependencies on enterprise systems. A pilot that avoids these differences may show feasibility without testing readiness.

Use realistic data and workflow safely

Test with real or near-live data only when the necessary permissions and safeguards are in place. Document the source systems, data access, quality, lineage, and governance requirements. Include the users and workflow the service is meant to support, and note any process changes required for deployment. Evaluate usability and business impact alongside technical quality.

Compare options against the actual need

Compare models or architectures against the requirements of the work, not just capability demonstrations. Relevant dimensions include:

  • Risk tolerance, human oversight, and compliance requirements

These are comparison dimensions, not a universal scoring formula. Weight them according to the use case, applicable rules, and organizational risk tolerance.

Set operational requirements before declaring success

Agree on what production must deliver and how the service will be managed before the pilot ends. Define expected volumes and throughput, latency, availability, security, resilience, and integration requirements. Specify how performance and incidents will be monitored, who will respond, and how continuity and disaster recovery will work.

The Australian Government’s AI transition stages and dimensions guidance calls for performance and load testing, observability, incident response, continuity, and disaster recovery. Microsoft’s AI implementation strategy offers vendor guidance that specifically recommends setting performance targets, availability expectations, resilience plans, and throughput estimates. Treat this as implementation guidance, not independent evidence of measured effects.

Turn these requirements into a readiness checklist with an owner and a way to verify each item. If the pilot cannot test an operational condition safely, record the gap and define how it will be resolved before launch rather than treating it as passed.

Assign an operating owner and plan for adoption

Production requires someone to own the service after the pilot team moves on. Decide which team handles daily operation, maintenance, evaluation, updates, user support, and risk decisions. Clarify how responsibilities transfer from the pilot team to business-as-usual operations, and who has authority to pause the system or change its use.

Plan for the people who will use and support the service. Include training, change management, and procedures for quality review and human oversight where required. GSA identifies ownership, implementation planning, workforce capability, and sunset evaluation as production-transition considerations. The Australian guidance also includes transition and sustainment planning. Budget for ongoing work rather than treating the pilot’s initial funding as the full cost of delivery.

Make a gated scale, refine, or stop decision

At the review gate, compare pilot results with the outcome, safety, and operational criteria agreed in advance. Scale only when the evidence supports both the expected value and the organization’s readiness to operate the service. Consider whether the ongoing costs and controls are justified by the outcome.

  • Scale: The pilot meets the pre-agreed criteria, and the operating team, controls, integration, funding, and support are ready.
  • Refine: A specific gap appears fixable. Assign an owner, define the work and deadline, and decide what evidence will close the gap before another review.
  • Stop or choose another approach: The use case does not meet its outcome or safety criteria, or the cost and complexity are not justified. Consider process redesign, workflow optimization, or a rules-based system if it can solve the problem more simply.

Document the decision, handover, funding, lessons learned, and decommissioning plan. A sunset or exit path is part of responsible production planning, not an admission that the pilot was wasted.

Readiness questions to resolve before deployment

  • Is the workflow problem specific, and is the intended business outcome measurable?
  • Were success and safety criteria agreed before testing, with an identified decision owner?
  • Did the pilot test realistic users, data, permissions, workload, and workflow under appropriate safeguards?
  • Are integration, performance, availability, security, monitoring, incident response, and continuity requirements defined and verified?
  • Is there an accountable operating team, with the skills, training, funding, and authority to maintain and support the service?
  • Is there a clear route to refine or stop, including an exit or sunset plan?
