Neither credential guarantees entry to every event, a briefing-room seat, or a place in a press pool. Those are separate access and assignment decisions.
Independent journalists and creators of news-related content were invited to apply in a January 2025 White House announcement. Applying is not the same as qualifying or receiving access: applicants remain subject to review and Secret Service requirements.
What does White House press access include?
“Press access” can refer to several different things: permission to enter press areas, permission to enter the secure White House complex, a seat in the briefing room, or selection for a rotating press pool. A credential addresses only some of those questions. Security controls and event arrangements can affect entry, and seat or pool assignments are handled separately.
That distinction matters when evaluating what a credential provides. A hard pass is associated with regular access, whereas a day pass is a temporary route. Neither should be treated as a guarantee of access to every event or a particular reporting position.

How do journalists get a White House hard pass?
Regular White House correspondents may apply for a hard pass through the White House Press Office. The White House Correspondents’ Association (WHCA) says applicants undergo a background screening by the U.S. Secret Service.
- Apply through the White House Press Office. This is the application route identified for regular correspondents. The sources described here do not establish a complete current checklist, processing time, or approval rate.
- Meet the applicable accreditation requirements. In its April 8, 2025 opinion in a challenge to the policy, the U.S. Court of Appeals for the D.C. Circuit described the then-challenged policy as requiring accreditation by a congressional or Supreme Court press gallery. That is a description of the policy at issue in that case, not a complete statement of current application instructions.
- Complete Secret Service screening and await review. A background screening is part of the access process described by the WHCA. Passing a screening or submitting an application does not itself guarantee approval.
The available information does not establish how long an application takes, how many applications are approved, or a success rate. Applicants should rely on current instructions from the White House Press Office rather than assume that a past policy description supplies every present-day requirement.

Can independent journalists get a White House press pass?
Yes, independent journalists and some other news-content creators were given an application route. On January 29, 2025, Press Secretary Karoline Leavitt announced that independent journalists, podcasters, social media influencers, and content creators producing news-related content could apply. She said the White House would review applications and issue credentials to applicants who met its criteria and passed U.S. Secret Service requirements to enter the complex.
The announcement opened a route to apply; it did not promise credentials to every applicant, define a guaranteed review time, or promise daily access, briefing-room seating, or pool assignments. The same review and security distinctions that apply to other access requests remain important.

Can reporters without a hard pass enter the White House?
They may seek a day pass for a particular day, but access is not automatic. The D.C. Circuit’s April 2025 opinion described the policy then under review as allowing reporters without hard passes to use a “day pass,” with a form to be resubmitted for each day they planned to access the Press Area.
That language records the court’s description of the policy in the case; it should not be read as a current application form, a promise that day passes are available, or a guarantee of entry. The sources described here do not establish the present operational instructions for requesting one.

How do hard passes, day passes, seats, and pool access differ?
| Access or assignment | What it is for | What the available sources establish |
|---|---|---|
| Hard pass | Regular press access | Regular correspondents may apply through the White House Press Office; the WHCA identifies Secret Service background screening as part of the process. Current processing time and approval rate are not stated. |
| Day pass | Temporary access on a particular day | The D.C. Circuit described a day-specific route in its April 2025 account of the policy under review. Current availability and instructions are not stated. |
| Briefing-room seat | A place in the briefing room | The WHCA says its board has assigned briefing-room seats since the Reagan administration. A credential does not establish entitlement to a particular seat. |
| Press-pool participation | Coverage by a smaller rotating group when space is limited | Pool participation is distinct from credentialing. The sources described here do not state a current selection schedule or criteria. |
For any particular event, entry can also depend on security measures and the event’s arrangements. A press credential should not be treated as a universal pass to every controlled area or event.

On April 8, 2025, the D.C. Circuit rejected Simon Ateba’s facial challenge to the hard-pass policy. That ruling concerned the challenge before the court. It is not a blanket resolution of every later dispute over White House press access or every possible application of the policy.

A separate access dispute was reported in September 2026. On September 24, a report said a federal judge had issued temporary relief requiring access to White House grounds to be restored for CNN, MS NOW, and Politico for 14 days after the White House said the outlets had been removed. The reported order was temporary, not a final resolution. The available account does not establish whether later proceedings extended, changed, or ended that relief, so it does not establish the outlets’ access status as of October 7, 2026.
