Set mandatory safety, security, legal, and mission gates first; then compare candidates using evidence from the conditions in which they would actually be used. For defense applications, include accountability, human control, traceability, and cybersecurity. For aircraft and safety-related aerospace work, place the evaluation inside the applicable aviation assurance and certification process.
Start with the use case, not the product
Before comparing vendors, write down what the AI system is meant to do and where its authority begins and ends. An evaluation for an offline analysis tool is not automatically relevant to an operational decision aid or an on-aircraft system. The same model can present different risks when the users, data, interfaces, autonomy, or consequences change.
Capture these details in a short intended-use statement:
- Task and user: What decision or activity does the system support, and who uses or acts on its output?
- Operating conditions: Where and when will it run? Include realistic workload, connectivity, environmental conditions, and foreseeable out-of-domain inputs.
- Data and interfaces: Identify input and output data, sensitivity or classification, connected systems, and dependencies on external services.
- Autonomy and authority: State whether the system advises, recommends, or acts, and identify who can approve, override, or stop it.
- Failure consequences: Describe what happens if the tool is wrong, unavailable, delayed, compromised, or behaves unpredictably.
- Approval context: Identify the responsible decision maker and the authorities, contractual requirements, safety processes, and security reviews that apply.
This scope determines which evidence is relevant and which failures must be treated as disqualifying rather than as small reductions in a score.

Set mandatory gates before weighted comparisons
Define pass/fail requirements separately from preferences. A candidate that fails a required security control or has an unacceptable safety failure mode should not be rescued by strong performance elsewhere. Do not import a universal accuracy threshold: set measures and limits for the mission, data, users, and consequences involved.
For each requirement, record the measure, test conditions, evidence source, acceptance authority, and response if the requirement is not met. Depending on the use, requirements may cover:
- Mission performance, including error types that matter more than an aggregate accuracy figure.
- Robustness to expected variation, unusual inputs, degraded conditions, and distribution shifts.
- Latency, availability, and behavior when data, compute, or connections are missing.
- Safety constraints, human review, override, stop conditions, and recovery behavior.
- Cybersecurity, resilience, access control, and protection of sensitive data.
- Interoperability with the intended system and compatibility with operational procedures.
Keep an explicit list of unacceptable outcomes and define who has authority to reject a candidate or halt a test. Weighted preferences can then distinguish candidates that have already cleared every mandatory gate.
Use a lifecycle risk framework to organize the work
The NIST AI Risk Management Framework (AI RMF) provides a useful organizing structure: Govern, Map, Measure, and Manage. NIST released AI RMF 1.0 on January 26, 2023, and says the framework is under revision. NIST describes it as voluntary and lifecycle-oriented; it is not itself an authority to operate or a product certification.

In practice, use the functions to make sure the evaluation does not stop at a one-time model test:
- Govern: Assign responsibility, decision rights, documentation requirements, and escalation paths.
- Map: Document the use context, affected parties, operating assumptions, and consequences of failure.
- Measure: Test against the mission-specific requirements and preserve results, limitations, and uncertainty.
- Manage: Decide whether risks are acceptable, apply mitigations, monitor use, and reassess when conditions change.
NIST’s AI RMF Core states: “Risk management should be continuous, timely, and performed throughout the AI system lifecycle dimensions.”
Request evidence that matches the intended use
Ask the supplier for evidence tied to the specific system version and proposed use, not just general product claims. The strength of evidence should match the consequences of failure; independently assess important claims when the stakes warrant it.
- Intended use and limits: Obtain the documented use boundaries, assumptions, known limitations, and conditions the supplier says are unsupported.
- Data and model provenance: Ask what data and model components were used, how their origin and handling are documented, and what traceability is available for relevant outputs.
- Validation methods: Review test methods, data representativeness, performance by relevant condition, and how uncertainty or failures are reported.
- Adversarial and security findings: Request relevant red-team, vulnerability, and security assessment results, along with remediation status and any limits on what was tested.
- Integration results: Obtain evidence from the intended interfaces and dependencies, including failures caused by the broader system rather than the model alone.
- Human control: Verify that operator review, override, and shutdown work in practice, and that users can recognize when the system is outside its stated limits.
- Lifecycle controls: Ask how incidents, monitoring, updates, model changes, and rollback are handled, including what changes trigger revalidation.
A vendor report can inform an evaluation, but it does not substitute for assessing whether its test conditions represent the intended mission.

Test the complete system under realistic conditions
Evaluate the deployed configuration, not only a model endpoint or demonstration. The system includes interfaces, data pipelines, users, procedures, security controls, and dependencies; each can change the result or create a new failure mode.
- Build representative scenarios. Include normal operations, expected edge cases, degraded or missing inputs, unusual but plausible conditions, and scenarios linked to unacceptable outcomes.
- Test each requirement. Record outcomes against the predeclared measures and gates. Keep failures visible instead of collapsing them into an average.
- Exercise human-system interaction. Check whether users can interpret outputs, detect uncertainty or unexpected behavior, and intervene in time under realistic workload.
- Test integration and security. Assess reliability, interoperability, compatibility, cybersecurity, and the behavior of connected components and procedures.
- Document limits and recovery. Record where the tool fails, what the operator sees, how the system fails safely or recovers, and what actions remain available.
- Review results independently where warranted. Ensure that the people accepting risk can inspect the methods, evidence, and unresolved limitations.
DoD’s test-and-evaluation strategy distinguishes system integration evaluation from operational evaluation. Integration evaluation examines the AI in its broader system-of-systems context, including functionality, reliability, interoperability, compatibility, and security. Operational evaluation examines performance in real-world scenarios, including effectiveness, suitability, and survivability. These are complementary evidence layers, not alternatives.
Apply defense-specific accountability and control checks
For defense use, examine whether responsibility remains clear throughout design, acquisition, operation, sustainment, and disposal. The Department of Defense’s responsible AI principles emphasize responsible human judgment, equity, traceability, reliability, and governability. They inform due diligence but do not themselves authorize a system.
For the proposed use, verify that:
- Use boundaries are explicit and aligned with the actual task and operating conditions.
- Relevant provenance, methods, limitations, and test evidence can be traced and reviewed.
- There is a workable way to detect unexpected behavior and avoid or contain unintended outcomes.
- Authorized personnel can disengage or deactivate the system when it behaves unexpectedly.
- Cybersecurity review covers acquisition and development as well as use, sustainment, monitoring, and disposal.
DoD’s responsible AI principles state: “The department’s AI capabilities will have explicit, well-defined uses, and the safety, security and effectiveness of such capabilities will be subject to testing and assurance within those defined uses across their entire life cycles.”

Place aerospace AI in the applicable assurance and certification process
For aircraft and other safety-related aviation applications, a general AI framework or benchmark is not aircraft approval. Work with the responsible authority to establish the applicable certification basis, standards revisions, and project-specific means of compliance. FAA materials describe development assurance as a common approach and associate its rigor with system and equipment risk. The FAA identifies DO-178C/ED-12C, DO-254/ED-80, and aspects of ARP-4754A in its current development-assurance context; confirm applicability and current revisions for the project.
The FAA’s AI safety-assurance roadmap covers aviation applications ranging from offline tools to process control and on-aircraft autonomy. It distinguishes “learned” static AI from “learning” AI that adapts in operation, calls for an incremental approach, and frames work around both safety of AI and AI for safety. The roadmap identifies open research needs, so treat it as guidance on the assurance challenge—not a universal product certification checklist. The FAA states: “Prior to its utilization in aviation, this technology must demonstrate its safety.”

After mandatory gates are defined, use a scorecard to compare candidates on relevant dimensions. The categories below synthesize considerations in NIST’s AI RMF, DoD materials, and the DoD test-and-evaluation strategy; they are not a published universal scoring formula. Weight only the dimensions that matter to the use case, and retain the underlying evidence beside each rating.

For each candidate, preserve separate results for hard gates and weighted criteria. A high weighted total should never obscure a failed mandatory requirement.

Plan deployment, monitoring, and reassessment
Acceptance is not the end of evaluation. Before deployment, assign owners and define how the system will be monitored, how users will be trained, and how incidents will be escalated and investigated. Establish the approval process for retraining, model or software updates, changes to interfaces, and rollback to a known acceptable configuration.
Reopen the evaluation when the model, data, mission, system interfaces, users, or operating conditions materially change. Set reassessment intervals appropriate to the risk and use; there is no single interval established here for every defense or aerospace application.
The appropriate approval path depends on jurisdiction, mission, system safety classification, data, contract, and certification basis. A general evaluation framework cannot replace project-specific security review, legal or acquisition advice, authority decisions, or aircraft certification work.
