Low-carbon cement is a broad label for cement made with lower emissions under a defined comparison method; one common approach is reducing the amount of clinker. Carbon-captured cement describes cement made at a facility that captures some CO₂ produced during manufacturing. The strategies can be combined, but capture alone does not show where the CO₂ goes or establish the product’s full lifecycle emissions.
What is the difference?

In short, “low-carbon” describes a claimed result, while “carbon-captured” identifies one way a plant may reduce emissions. Neither term alone is enough to compare products reliably.
How can cement emissions be reduced?
Reduce the clinker share
Clinker is the principal ingredient in Portland cement. Blended cements replace some of it with other cementitious materials, reducing the clinker share. The American Cement Association describes blended cement as one route toward more sustainable concrete construction: Blended Cements and Sustainability of Concrete Construction.
“Low-carbon cement” does not name one fixed formulation or a universal threshold. The American Cement Association notes that the meaning of “low carbon” is becoming subjective. The U.S. Low-Carbon Cement Protocol is a specific accounting protocol for reductions associated with supplementary or alternative cementitious materials; it is not a universal product definition.

Capture CO₂ at the cement plant
Carbon capture separates some CO₂ generated during cement manufacture. ISO/TR 27922:2021 reviews cement-industry capture technologies, their characteristics, maturity, and boundaries. Its scope is capture technology—not the subsequent transport, storage, or use of the CO₂. Read the ISO technical report for its stated scope.
That distinction matters because a capture claim does not tell you what happens next. The captured CO₂ may be stored or used, and the route affects how the full climate impact should be assessed. Combine the approaches
A plant can reduce clinker-related emissions and capture some remaining process emissions. A U.S. Department of Energy notice describes a proposed project to turn captured cement-kiln flue-gas CO₂ into amorphous calcium carbonate for use as a supplementary cementitious material in blended cement. It illustrates how the approaches could connect; it is not evidence that this is a broadly available commercial product. See the project notice.
How to compare cement carbon claims
- Find the product-specific environmental product declaration (EPD). Check its declared global-warming impact, reporting method, and system boundary. An EPD provides product-specific environmental information; a label by itself does not.
- Compare matching boundaries and rules. Do not treat two emissions figures as equivalent if they cover different lifecycle stages or use different product category rules. The American Cement Association describes North American cement PCR v4.0 as cradle-to-gate, covering manufacturing rather than all downstream impacts. The association reports that this version was published July 2, 2025. See its EPD and environmental-impact guidance.
- For a capture claim, establish what happens to the CO₂. Ask whether it is transported, stored, or used, and look for documentation of the relevant steps. Capture is not the same claim as permanent storage or net-zero emissions.
- Check the cement against project specifications. Confirm that the product meets the required performance criteria. The Portland Cement Association’s voluntary guidance emphasizes strength, durability, resilience, and upstream and downstream effects when developing lower-carbon concrete protocols. - Use the rules that apply to your location and decision. The cited cement PCR is North American, and the Low-Carbon Cement Protocol is a U.S. program. Verify current regional requirements for procurement or compliance rather than assuming one protocol applies everywhere.
What the labels can—and cannot—tell you
- “Low-carbon” is not a standardized recipe or universal cutoff. Ask what the product is being compared with and which method and boundary support the claim.
- “Carbon-captured” is not a complete lifecycle result. Identify the captured CO₂’s destination and how downstream handling is accounted for.
- Neither label guarantees suitability for every application. Environmental claims do not replace project performance requirements.
Current market-wide availability and comparable prices for carbon-captured cement are not established by the cited technical report or proposed-project notice. Evaluate a specific supplier’s current product documentation rather than inferring availability or cost from the label.
