An energy provider’s disaster recovery plan should explain how it will keep essential services operating, make decisions during a disruption, coordinate with partners, and restore service safely. It should cover people, operating processes, physical assets, cyber and communications systems, and dependencies such as fuel and transportation—not just IT—and be tailored to the provider’s services, hazards, assets, and jurisdiction.

What is an energy provider disaster recovery plan for?

It is an operational framework for preparing for disruption, managing the response, and moving from immediate stabilization into restoration and longer-term recovery. DOE’s Energy Emergency Response Playbook for States and Territories offers a customizable way to think about response activities; it is a starting point, not a universal utility template or a substitute for requirements that apply to a particular provider.

Use an all-hazards approach, then tailor scenarios to the provider’s own risk assessment. DOE identifies natural disasters, physical and cyber attacks, and human-caused events as disruption classes. Its Office of Cybersecurity, Energy Security, and Emergency Response (CESER) also identifies economic and geopolitical threats. A scenario list should reflect which of these could affect the provider’s services, facilities, workforce, suppliers, or operating area.

The plan should address consequences, not just incident labels. For each plausible disruption, consider which services could be interrupted, who or what depends on them, and what could prevent or delay restoration. DOE’s energy security planning resources describe planning across the energy landscape, including people, processes, infrastructure, and resilience strategy.

What sections should the plan contain?

1. Purpose, scope, and activation

State which services, facilities, locations, and organizational functions the plan covers. Define what conditions trigger activation, who has authority to activate it, who can act if that person is unavailable, and how responsibilities change as the incident moves from response to restoration and recovery. Make clear how this plan relates to other continuity, emergency, safety, cybersecurity, and incident-management arrangements the provider uses.

2. Risk and consequence assessment

List the provider’s relevant disruption scenarios, including natural hazards, physical threats, cyber incidents that affect information systems or operational technology, human-caused events, and applicable supply, economic, or geopolitical disruptions. DOE identifies these as threat classes; it does not provide a hazard register suitable for every provider.

For each scenario, record the services, assets, operating areas, customers, and dependencies that may be affected. Note uncertainties and assumptions so responders can update the assessment as incident information changes. This turns a broad hazard list into a basis for decisions about priorities and resources.

3. Critical services, assets, and interdependencies

Identify the energy services and functions that need priority attention, the assets and processes that support them, and the consequences if they are unavailable. Include relevant dependencies on communications, transportation, fuel, other energy infrastructure, government coordination, and other sectors. A disruption can affect more than the provider’s own operations: energy services support consumers and other essential activities, while the provider may rely on services outside its direct control.

For each priority service, record the dependencies that could constrain safe restoration and the partners who can help address them. DOE’s energy-sector planning materials emphasize incorporating interdependencies into planning and coordinating across organizations.

4. Roles, authority, and coordination

Name the internal incident lead and the operational, technical, safety, security, logistics, and communications roles needed for the provider’s response. Identify alternates, delegated authority, and how decisions are escalated when the usual decision-maker or chain of command is unavailable.

Set out how the provider will coordinate and exchange information with relevant state, local, tribal, territorial, and federal agencies, other energy providers, industry partners, and mutual-assistance organizations. The actual contact tree depends on the provider and jurisdiction. DOE’s response and recovery descriptions include coordination with affected states, FEMA, utilities, and federal partners; DOE’s sector planning goals also emphasize clear partner roles.

5. Incident information and communications

Describe how teams will collect, validate, protect, and share incident information, and how leaders will maintain a common operating picture. Identify the communication channels used for internal decisions and partner coordination, plus tested backup methods for situations in which ordinary systems are unavailable or unreliable.

Specify what information must be shared, with whom, and through which available channels. DOE’s playbook treats information gathering and sharing as core response functions, and CESER describes energy-sector situational awareness as part of its work. The provider must determine and test the communications arrangements that fit its own systems and partners.

6. Safe restoration and recovery procedures

Describe how the provider will assess damage and operational impacts, set restoration priorities, request technical support, and return affected systems to service. The plan should establish how safety and security concerns are considered in restoration decisions, how unmet needs are escalated, and how progress and changing constraints are communicated to decision-makers and partners.

Include arrangements for coordinating temporary emergency power when prolonged restoration makes it relevant. DOE CESER also describes mobilizing mutual assistance, equipment, and materials when local resources are exhausted. These are planning categories, not a universal engineering sequence: the specific work and authorization required to restore an asset depend on the provider and the incident.

7. Workforce, supplies, and continuity arrangements

Document how the provider will maintain workforce coverage, identify alternates for key functions, and address access or logistics constraints. Identify critical suppliers, equipment, and materials; mutual-aid arrangements; and temporary operating arrangements the provider may rely on. Detail staffing levels, inventories, and procurement decisions using the provider’s own analysis rather than a generic template.

How should a provider set restoration priorities?

Use a consistent decision process rather than relying only on the order in which damage is reported. Compare candidate actions against:

  • Service criticality and public consequence: which services and dependent consumers or sectors face the greatest consequences if restoration is delayed?
  • Dependencies and restoration constraints: what other assets, services, approvals, or partners must be available for work to proceed?
  • Safety and security: what risks must be addressed before crews or systems can return to operation?
  • Resources and logistics: are workforce, equipment, materials, access, and technical support available locally, or must the provider escalate or request assistance?
  • Coordination needs: which actions require alignment with other providers, agencies, or mutual-assistance partners?

These are practical planning axes synthesized from DOE guidance, not a DOE scoring formula. The plan should identify who makes priority decisions, what information informs them, and how priorities are reassessed as conditions change.

How should the provider test and maintain the plan?

Exercise realistic scenarios

Use exercises to test decision-making, roles, information sharing, interagency coordination, interdependencies, and restoration logistics—not simply whether participants can find the document. Choose scenarios relevant to the provider’s risk assessment and include the people and partners whose actions the plan depends on.

DOE CESER says exercises can validate shared capabilities, identify gaps, and produce actionable improvements. DOE’s emergency-response page states: “Robust exercises are crucial to ensure industry and government are better prepared to work as a team during real world emergencies.” CESER’s Exercises and Training resources describe exercises as a way to improve plans; its June 22, 2026 update on oil and natural gas subsector exercises describes activity involving operators and partners. The cited guidance does not establish one exercise schedule for all providers.

Turn findings into updates

After an exercise or incident, capture the gaps and decisions that exposed them, assign corrective actions to accountable roles, and track whether those actions are completed. Review the plan when services, systems, threats, contacts, partner arrangements, or lessons change. A plan that has not been checked against current operations may no longer describe how the provider can actually respond.

Does one generic plan meet every provider’s requirements?

No. Applicable obligations depend on the provider’s subsector, location, assets, regulatory status, and jurisdiction. The DOE resources discussed here support operational planning, but they do not establish that a generic plan satisfies every organization’s legal or regulatory requirements. Verify applicable requirements with the relevant regulator and jurisdiction, then use the plan to translate those obligations and the provider’s risk assessment into clear responsibilities and actions.
