Rare earth elements are a group of 17 chemically similar elements used for properties that are hard to match in specialized materials. They help make powerful permanent magnets, phosphors, batteries and catalysts used across transport, energy, electronics, health care and defense. They are called “critical” not because they are uniformly scarce, but because some uses are important and supply chains—especially separation, refining and magnet manufacturing—are concentrated and difficult to replace quickly.

What are rare earth elements?

“Rare earth elements” (REEs) is the collective name for 17 elements: the 15 lanthanides, plus scandium and yttrium. The elements share chemical characteristics, but their physical and magnetic properties differ. That means the group is not one interchangeable material: particular elements are selected for particular jobs. The U.S. Department of Energy provides the 17-element definition in its Rare Earth Elements overview.

The name can mislead. Rare earths are relatively plentiful in Earth’s crust, according to the International Energy Agency (IEA), but deposits with economically viable concentrations are uncommon, and the elements are seldom found in pure form. Because they are chemically similar, separating them from one another in mixed material is also technically challenging. The IEA explains this distinction in its 2026 executive summary.

What are rare earth elements used for?

Rare earths contribute specialized characteristics to several kinds of materials, including permanent magnets, phosphors, batteries and catalysts. A given product may use only one or a few elements—or none at all—and the exact materials depend on its design. The group’s uses range from everyday electronics to industrial and strategic equipment.

  • Electronics and displays: USGS examples include smartphones, digital cameras, computer hard disks, fluorescent and LED lights, flat-screen televisions, monitors and other electronic displays.
  • Transport and industry: Rare-earth magnets are used in electric vehicles and industrial motors; applications also include other transport technologies.
  • Energy: Rare earths are used in wind turbines and power-generation equipment.
  • Health care, aerospace and defense: These are among the application areas identified by the DOE and IEA, alongside petroleum refining and consumer electronics.
  • AI data centres: The IEA includes them among emerging demand areas, in part through the equipment and infrastructure needed to operate them.

These examples describe the range of applications, not a claim that every device contains every rare earth. The USGS overview of rare earths in modern technologies gives examples of consumer products; the IEA’s 2026 summary also identifies applications in energy, industry and strategic sectors.

Why permanent magnets matter so much

Permanent magnets are the most strategically important and fastest-growing rare-earth application described by the IEA. In particular, high-performance neodymium-iron-boron (NdFeB) magnets are used in electric vehicles, wind turbines, industrial motors and other technologies.

NdFeB magnets are composed primarily of neodymium and praseodymium. Dysprosium or terbium may also be added to improve performance. These elements are not raw magnets: they are processed into materials and components through multiple supply-chain steps. A small consumer magnet set can demonstrate how a permanent magnet behaves, but it is not a sample of raw rare earth elements and does not represent the group’s other applications.

Why are rare earth elements considered critical?

“Critical” describes a combination of importance and supply risk. The USGS says its 2025 Critical Minerals List assesses minerals for importance to economic or national security, vulnerability to disruption and essential function in manufacturing. A material can therefore be critical even if it is not geologically scarce: the question is whether important uses could be disrupted if supply cannot be replaced or rerouted readily.

For rare earths, vulnerability is linked to a long chain of specialized steps. Mining ore is only the beginning; it must be concentrated and chemically upgraded, separated into individual oxides, refined into metals, made into alloys and ultimately manufactured into finished magnets or other components. A country may mine ore without controlling the later stages that convert it into technology-ready material.

Where is the rare-earth supply chain concentrated?

The IEA’s 2026 report distinguishes magnet rare earths from the broader rare-earth group and separates the chain’s stages. For magnet rare earths in 2024, it reports the following shares:

The IEA also reports that China’s share of sintered permanent magnet production rose from around 50% in 2005 to 94% in 2024. These are stage-specific figures for magnet-related supply chains—not shares of every rare-earth product or of all mineral production. Their main implication is that processing and component manufacturing can be more concentrated than mining alone suggests.

How export controls exposed supply risk

Policy changes show how concentration can affect buyers. According to the IEA’s 2026 account, China introduced export controls in April 2025 covering seven heavy rare earth elements, related compounds and magnets. Export volumes fell sharply in April and May; some automakers had difficulty sourcing magnets, leading to reduced utilization or temporary production halts.

The IEA says broader controls announced in October 2025 were suspended for a year in November 2025. In January 2026, China tightened export controls on dual-use goods destined for Japan. The report treats that later action as evidence that underlying supply-security risks remained, even as the status of particular measures changed. Export-control rules are time-sensitive; the dates and policy status here reflect the IEA’s 2026 account.

Can recycling reduce dependence on new supply?

Yes, but it is a contribution to resilience rather than a near-term substitute for mining and processing capacity. The IEA estimates recycling could reduce reliance on primary supply by up to 35% by 2050. That is a potential reduction, not a guaranteed outcome or an immediate supply increase.

Manufacturing scrap currently provides the majority of secondary rare-earth supply. End-of-life electric-vehicle motors, wind turbines and electronic waste are growing potential sources, but recovering materials from products requires collection and processing systems. Recycling complements—not eliminates—the need for primary supply, separation, refining and magnet manufacturing capacity.

What are the environmental trade-offs?

Environmental effects depend on the deposit, extraction method and quality of controls; they are not identical at every mine or processing plant. The IEA identifies risks that can arise when operations are poorly managed, including acidic leachate and radioactive tailings associated with in-situ leaching, and air emissions, toxic sludge and community health impacts from chemical processing.

Some rare-earth ores occur alongside thorium and uranium. Those elements can become concentrated in processing residues and tailings, so responsible handling and oversight matter. Expanding supply therefore involves more than finding ore: it also requires managing waste and pollution risks throughout extraction and processing.

What could make supply more resilient?

Reducing the risk of disruption can involve several distinct approaches rather than one substitute for rare earths. The IEA identifies reducing heavy rare-earth use, substituting among heavy rare earths, developing alternative technologies and expanding recycling as separate options. Their usefulness depends on the performance requirements of the application and whether manufacturers can qualify a different design or source.

Supply resilience also depends on developing capacity across the chain, not just opening mines. Separation, refining, alloying and magnet production all turn mined material into usable components; weakness or concentration at any of these stages can constrain the final product.
