Countries build strategic petroleum reserves by setting rules for how much emergency oil to hold, deciding who owns or manages it, arranging storage and access, and establishing how stocks will be monitored and released. The result may be government-owned crude, industry-held fuel required by law, or a combination—not necessarily one government stockpile.
What a strategic petroleum reserve is for
An emergency oil reserve is a buffer intended to help a country respond to a severe supply disruption. Releasing stocks can add oil to the market and limit the economic effects of a sudden shortage. It is one tool among several: responses can also include demand restraint, fuel substitution, spare production capacity, and temporary changes to fuel specifications.
The International Energy Agency (IEA) coordinates emergency preparedness among its members. Its stockholding framework dates to 1974, when founding members adopted a binding obligation following the first oil crisis. How many days of oil must a country keep in reserve?
IEA members must ensure oil stocks equivalent to at least 90 days of net imports. This is an IEA-member obligation, not a universal rule for every country; net exporters are not subject to the same minimum stock obligation. The measure is based on the previous calendar year’s average daily net imports and follows defined accounting rules. It is not simply 90 days of domestic consumption, nor does it require 90 days of government-owned crude. Refined products can count after conversion to crude-oil equivalent; the method makes specified adjustments, including exclusions for naphtha and international marine bunkers. The calculation therefore depends on what stocks qualify and how they are accounted for.
Countries outside the IEA may use different rules or targets. In its 2026 overview, the IEA reports that requirements among countries with stockholding and emergency-response legislation range from 16 to 90 days of net imports. That range describes the policies reported in the overview, not a single worldwide standard or a country-by-country inventory. IEA: State of Energy Policy 2026

Who owns a country’s emergency oil stocks?
The IEA identifies three main stockholding approaches: government stocks, agency stocks, and industry stocks. Countries may use one approach or combine several. A days-of-cover figure is only comparable when it is clear which categories of stock are included.

Where countries store reserves—and when oil abroad can count
Stocks may consist of crude oil, refined products, or both, depending on the country’s system. Storage can be domestic, and in certain circumstances qualifying stocks held abroad can count toward an obligation. The IEA describes arrangements such as logistical storage in another country—for example, near a neighboring port connected by pipeline—and bilateral agreements that guarantee access during a crisis. These can be useful where domestic storage is limited or a major demand center sits near an international border.
Counting oil held abroad depends on the applicable rules and the reliability of access. A country needs an arrangement that makes the stocks available in an emergency; the physical location alone does not establish that they qualify.

How countries maintain and release reserves
Maintaining a reserve is an ongoing governance and operations task, not just a matter of constructing tanks or caverns. A functioning system needs a clear definition of qualifying stocks, a way to track holdings against the applicable obligation, assurance that stocks can be accessed, and a designated authority for authorizing release. The IEA periodically reviews members’ stockholding structures and emergency policies through peer review. IEA: Oil security and emergency response
During a severe disruption, IEA members can decide on collective action to release stocks to the market. A release adds supply and is coordinated as part of a broader response rather than serving as the only available measure. National release authority and procedures depend on each country’s arrangements.

Example: the United States Strategic Petroleum Reserve
The U.S. Department of Energy describes the Strategic Petroleum Reserve (SPR) as a government-held emergency crude oil reserve, established primarily to reduce the impact of petroleum supply disruptions and carry out U.S. obligations under the international energy program. DOE lists an authorized storage capacity of 714 million barrels, accessed in 2026. How to compare national reserve systems
Barrel totals alone can give a misleading picture. A useful comparison identifies what is counted, how much the country is expected to hold, and whether the stocks can be mobilized during a disruption.
- Ownership: Is the reserve held by government, a specialized agency, obligated companies, or a mix?
- Stock type: Does the system count crude, refined products, or both?
- Coverage measure: Is the figure expressed in days of net imports, days of consumption, barrels, or storage capacity? These measures are not interchangeable.
- Location and access: Are stocks domestic or held abroad under arrangements that secure access during an emergency?
- Governance: Which law or obligation sets the requirement, who monitors it, and who can authorize a release?
- Emergency response: What is the national release process, and how does the country participate in collective action?
The IEA’s 2026 overview says 60 countries have emergency measures in law for oil and natural-gas supply disruptions. It also reports that countries with stockholding and emergency-response legislation account for 95% of global oil imports. These are policy figures from that overview, not a live inventory of the barrels held by individual countries. IEA: State of Energy Policy 2026
