Cloud GPUs are usually easier to scale for uncertain, bursty, or short-lived AI workloads; on-premises GPUs may make sense when demand is steady enough to justify owning and operating the equipment. Neither option is automatically cheaper. Compare equivalent systems and workloads, then include the full cloud bill or the full cost of owning and running hardware—not just an hourly rate versus a server purchase price.

Cost uncertainty Rates, GPU availability, and region or zone conditions can change; usage, storage, egress, and support affect the bill. Large initial outlay and recurring operating costs; economics depend on utilization, facility costs, and refresh or resale assumptions.

How to compare the real costs

Start with equivalent GPU models and counts, memory, CPU and RAM, storage, network needs, and workload duration. Then compare the cloud cost for the expected usage with the fully loaded ownership cost over the same period. A cloud GPU hourly rate is not directly comparable with a server purchase price.

Cloud: include the whole service bill

Count the complete VM or accelerator-optimized machine rate, GPU count and generation, persistent or local storage, data transfer or egress, support, software licensing, and any required reservation or commitment. In Google Cloud, GPUs attached to accelerator-optimized machine types are priced as part of those machine types; other GPUs may be priced separately. Its pricing calculator is intended to estimate full instance costs. Prices and GPU availability vary by region and zone, so check the target location and configuration in Google Cloud GPU pricing documentation.

Google Cloud’s pricing documentation, accessed October 7, 2026, publishes Spot discounts of 60–91% against corresponding on-demand prices for most machine types and GPUs. That range is not a guaranteed discount for every SKU or region; Spot is also preemptible rather than guaranteed capacity.

On-premises: account for acquisition and operation

Include hardware acquisition or financing, installation, annual maintenance, electricity, cooling, rack or colocation, networking and storage, software licenses, operations staffing, spare parts, and assumptions about refresh timing or resale value. These costs continue to matter even when a GPU is not running an AI job.

Lenovo Press’s 2026 TCO report uses annual maintenance at 12% of system cost, electricity at $0.12/kWh, and cooling at $0.18/kWh for air-cooled systems or $0.09/kWh for liquid-cooled systems. These are assumptions in Lenovo’s model, not universal market prices. Its example colocation charges are also model-specific; use costs applicable to your own location and facility.

What Lenovo’s example does—and does not—show

Lenovo Press’s 2026 report lists $114.65 per hour on demand and $50.33 per hour at a three-year reserved rate for an Azure ND96isr H200 v5. The report states that its cloud prices were as of July 15, 2026. It also gives $397,801.60 as the price of a comparable eight-H200 Lenovo ThinkSystem configuration, with the system price stated as of June 15, 2026. These are dated inputs from a vendor-authored model, not universal prices or a neutral verdict about which option costs less.

The report excludes cloud storage, egress, and support plans from its cloud calculation. Its example therefore is not a fully loaded comparison for another buyer. Add those costs where relevant, check current regional prices, and match the exact configurations and usage assumptions before drawing a conclusion.

Which workloads fit each option?

Cloud is useful for variable or short-lived demand

Cloud consumption choices can suit development, experiments, short-lived jobs, demand spikes, and workloads that exceed existing capacity. Google Cloud describes on-demand VMs as pay-as-you-go for general GPU workloads without a specified duration. Spot is aimed at fault-tolerant, short-duration work that can withstand preemption. Standard reservations are intended for critical general GPU workloads requiring very high capacity assurance; clustered GPU capacity has separate reservation options for large-scale training and other tightly coupled jobs.

These are provider-specific workload categories, not rules for every AI system. Google Cloud classifies general GPUs for small-scale inference, development, and smaller-scale training. It describes clustered GPUs for large-scale tightly coupled training and large-scale inference, reinforcement learning, and reasoning workloads requiring high capacity assurance and dense placement to minimize network latency.

On-premises can suit steady, predictable workloads

Ownership is worth evaluating when GPU demand is sustained and predictable, suitable hardware is available, and the organization can provide the required power, cooling, networking, storage, and facility operations. It gives the organization direct operational control, while putting utilization risk, maintenance, and refresh planning on the organization.

There is no universal utilization percentage at which buying becomes cheaper than renting. The answer depends on the system configuration, actual use, financing and depreciation, facilities, staffing, software, cloud terms, and hardware lifecycle assumptions.

A mixed approach can cover both baseline and bursts

Some organizations may keep predictable baseline work on owned systems and use cloud capacity for testing, spikes, or exceptional demand. This is a planning pattern to evaluate, not a guaranteed cost-saving formula: it depends on how well the workloads can move between environments and the costs of data movement, operations, and maintaining both setups.

Availability, reliability, and data handling

Cloud GPU availability varies by region and zone. Before committing to an architecture, verify that the needed GPU type and capacity are available where the workload must run, and account for data location, latency, and data movement.

Google Cloud states that “Compute Engine always stops instances with attached GPUs when it performs maintenance events on the host server.” It also warns that Local SSD data attached to GPU instances cannot be recovered if Compute Engine restarts the instance for host maintenance. For relevant configurations, plan checkpointing, persistent storage, and recovery around the chosen instance and storage type. See Google Cloud’s documentation about GPU instances.

Spot VMs are best-effort and preemptible, so jobs placed on them need to tolerate interruption. They are not equivalent to capacity with a high-assurance reservation. Review the provider’s current options and conditions in Google Cloud GPU reservation documentation.

Software and licensing belong in the comparison

GPU hardware alone does not determine whether the complete AI stack is ready to run. Check driver and runtime support, the software distribution, and license terms for the exact deployment method. NVIDIA documents NVIDIA AI Enterprise deployments on AWS, Google Cloud, Microsoft Azure, OCI, Alibaba Cloud, and Tencent Cloud, but license inclusion depends on how the service is obtained. Some VM images include licensing; standard instances and several deployment methods do not. Confirm inclusion rather than assuming a cloud instance or an on-premises server automatically provides the license. See NVIDIA’s cloud deployment guide.

A practical decision checklist

  1. Define the workload. Record GPU model and count, memory needs, job duration, expected utilization, interruption tolerance, and whether jobs are tightly coupled.
  2. Price equivalent configurations. Include CPU, memory, storage, network, software, and support alongside GPU capacity.
  3. Model both cost horizons. For cloud, estimate the full bill over realistic usage, including storage, egress, support, and any reservation or commitment. For ownership, include acquisition, financing or depreciation, maintenance, power, cooling, facilities, staffing, and refresh or resale assumptions.
  4. Verify capacity and operations. Check regional and zonal GPU availability, reservation conditions, power and cooling readiness, and who will maintain each environment.
  5. Test failure and recovery assumptions. Decide how jobs resume after interruption, host maintenance, or preemption, and where durable checkpoints and data live.
  6. Check software terms. Validate compatible drivers and runtimes and confirm whether the required licenses are included in the selected cloud service or server deployment.
