Rare-earth mining and recycling are complementary sources of supply, not substitutes. Recycling can reduce the amount of newly mined material needed and may ease some environmental pressures, but it cannot yet replace investment in mines, separation and refining, or magnet manufacturing. Neither route is automatically cheaper or cleaner: the result depends on which elements are recovered, the feedstock, processing route, location, and what impacts are counted.
How mining and recycling compare
Rare earths are a group of 17 elements used in products including permanent magnets for electronics, vehicles, and other equipment. Comparing their supply routes means looking beyond the point where material is extracted or collected. Both mined and recycled material may need separation, purification, metallisation, and conversion into alloys or magnets before it can serve a manufacturer.

The table describes the routes’ typical cost and impact categories, not a universal ranking or a cost-per-kilogram estimate. The cited sources do not establish a single, current, source-backed cost comparison that applies across rare-earth elements and routes.
Which route costs less?
There is no reliable blanket answer. A mine’s economics depend on the deposit, ore grade and mineralogy, the elements present, co-products, location, commodity prices, and the processing required to make saleable material. A recycling project depends on what its feedstock contains, how concentrated it is, whether products must be collected and dismantled, recovery yield, separation difficulty, and the purity buyers require.

Why separation matters in both routes
Rare-earth materials often contain several elements that must be separated to produce the specification a customer needs. That processing step can be difficult and costly, including for recycling. The DOE’s 2017 Rare Earth Recycling report identifies difficult separation as a substantial recycling cost and notes that simpler chemistry could improve economics. A high recovery figure alone would not establish that a route is commercially attractive if the resulting material needs costly purification.
Compare the full cost stack
- For mining: include exploration and capital, extraction and beneficiation, separation, residue management, and transport.
- For recycling: include collection, sorting, dismantling or other preprocessing, separation and purification, and residue handling.
- For either route: account for the material’s element mix and purity, location, energy and chemical inputs, available infrastructure, and the value of any co-produced elements.
Comparisons should use the same product specification and supply-chain stage. Comparing ore at a mine gate with purified recycled material, for example, would not be an apples-to-apples cost comparison.

Which route has less environmental impact?
Mining and processing can affect land and require water, chemicals, and management of tailings or other residues. The scale and type of risk vary by deposit and extraction route. The IEA notes that some rare-earth ores occur with thorium and uranium, which can concentrate in tailings and process residues; that is a condition to assess for relevant deposits, not a description of every mine.
Recycling can reduce the need for primary extraction and refining, potentially limiting associated environmental and social impacts. It can also keep end-use materials out of landfill. Those potential benefits do not prove that every recycling pathway has lower impacts in every category: collection and transport, process energy and chemicals, recovery yield, waste treatment, and the primary production displaced all affect the result.

What the rock-to-metal ratio does—and does not—show
A 2023 USGS study calculated a global average total rare-earth rock-to-metal ratio of 9.8 × 10² from 2018 production data, covering 21 operations or regions. The reported range was 1.6 × 10¹ to 3.6 × 10³. This ratio indicates how much ore and waste rock is moved per unit of metal output; it is not a complete environmental footprint and should not be used by itself to declare mining cleaner or dirtier than recycling.
The sources cited here do not provide a consistent, current, head-to-head life-cycle assessment covering all rare-earth elements and recycling and mining routes. A defensible environmental comparison therefore needs a specified element, feedstock, process, geography, and life-cycle boundary.

How recycling affects rare-earth supply
Recycling gives manufacturers and importing countries another potential source of material and can reduce reliance on newly mined supply. In practice, a large share of the recycling feedstock discussed by the IEA comes from manufacturing scrap. Recovering rare earths from products at end of life is more constrained by collection and the economics of sorting and separation.
The IEA’s 2024 report says end-of-life permanent-magnet collection is below 15%. The figure describes collection, not the share of rare earths successfully recycled: collected material must still be processed, and collection rates can vary by product and system.

In its Rare Earth Elements — Executive summary, accessed on October 7, 2026, the IEA projects that recycling could reduce primary rare-earth supply needs by up to 35% by 2050. This is a modeled projection, not an achieved reduction or a guarantee. It describes potential reduction in primary supply needs, not the elimination of mining.
Look past the mine
Rare-earth supply depends on a chain of stages: extraction, separation and refining, metallisation, alloy production, and magnet manufacturing. Capacity can be uneven across those stages, so adding mine output does not by itself resolve a shortage of separated material or finished magnets. The IEA’s analysis also describes differences in project costs outside the leading producer, including the effects of scale, input prices, permitting, and environmental requirements. Those observations concern the analysis’s stated context and should not be generalized into a cost estimate for every project or country.
How to evaluate a specific mining or recycling claim
When comparing a particular project, product, or policy, check whether both routes are being evaluated on the same basis:
- Identify the elements and product. Find out which rare earths are recovered, at what purity, and whether the comparison concerns ore, separated oxides, metal, alloy, or finished magnets.
- Check the feedstock. Ore mineralogy and concentration matter for mining; composition, condition, and concentration matter for scrap and discarded products.
- Include collection and preprocessing. Recycling figures may omit the work needed to collect, sort, dismantle, or prepare products.
- Ask about yield and separation. Recovery yield is not the same as saleable output if additional separation and purification are required.
- Count inputs and residues. Compare energy, water, chemicals, tailings or process residues, and how waste is treated.
- Match geography and scale. Labor, infrastructure, transport, regulation, permitting, and project scale affect both economics and environmental outcomes.
- Set the life-cycle boundary. Establish which stages are included and which primary production the recycled material actually displaces.
Bottom line
Mining supplies primary material; recycling can add secondary supply and reduce the primary material needed. Their costs and impacts depend on the specific elements, feedstocks, processes, and supply-chain stages being compared. For resilience, the relevant question is not simply how much rare earth is mined or recycled, but whether reliable capacity exists from extraction and recovery through separation, refining, and magnet production.
