The United States is highly exposed to China in rare earths, but there is no single current percentage that captures the whole relationship. The U.S. mines rare earths, yet it remains reliant on imports of rare-earth compounds and metals; China is also the world’s dominant miner. The latest figures available here put U.S. import reliance at 80% in 2024 and estimate China’s contribution to U.S. consumption at 56% on average in 2020–2023. Those figures describe different things and must not be combined into a 2025 estimate.

What do the available figures say about U.S. dependence?

U.S. Geological Survey (USGS) figures show substantial domestic mining alongside considerable import exposure. The percentages below have different reference periods and denominators, so they are not interchangeable.

There is no comparable 2025 estimate here for the share of U.S. consumption originating in China. The available estimates stop at a 2020–2023 average and a separate 2023 figure; projecting either forward would imply more certainty than the data support.

Why are import reliance and China reliance different?

Import reliance measures how much of U.S. apparent consumption depends on imports overall. China-origin share estimates how much is supplied from China. The 80% import-reliance figure does not mean that 80% of U.S. rare earths came from China. The China-origin estimates have their own years and methods, and may not be directly comparable to the import-reliance statistic.

Supply can also be described in different ways: direct shipments from China, material of Chinese origin routed through another country, or output at a particular production stage. Those are distinct measures. A percentage is meaningful only when its product form, year, denominator, and supply-chain stage are clear.

What does U.S. mining capacity tell us—and what does it not?

The United States is not without rare-earth mining: USGS estimated 51,000 metric tons of U.S. mine production in 2025. But mined ore is only the first stage of a supply chain. It must be separated into individual rare-earth materials and further processed; some applications also require metals, alloys, and finished permanent magnets.

Mine-output figures therefore cannot establish how much of the downstream U.S. supply chain is domestic or how much depends on China. The available figures do not provide a complete, comparable current capacity breakdown for separation, refining, alloy and metal production, and magnet manufacturing. That distinction matters when interpreting claims about self-sufficiency: domestic extraction alone does not prove that U.S. manufacturers can obtain every required material or component without imports.

How dominant is China in global production?

China’s estimated 270,000 metric tons of mine production in 2025 was about 69% of the estimated 390,000 metric tons produced worldwide that year. This establishes China’s dominance at the mining stage. It does not mean China supplied 69% of U.S. consumption, nor does it quantify China’s share of global processing or finished magnet production.

The reserve estimates also show a large difference in known resource endowment, but reserves are not a short-term supply forecast. Bringing reserves into production depends on more than the amount in the ground, including the ability to mine and process material into products buyers can use.

Why does rare-earth supply matter to technology?

Rare earths are used in products and systems including smartphones, hard drives, and advanced defense systems, according to USGS. Their importance comes not just from mining, but from having the appropriate materials and components available at the stages where manufacturers need them. A supply interruption can therefore matter even when ore is mined outside China, if a later processing or manufacturing step remains concentrated elsewhere.

How should readers interpret claims about “dependence on China”?

  • Check the year. An import-reliance figure for 2024 and a China-origin estimate averaged over 2020–2023 do not describe the same period.
  • Check the denominator. Import reliance, direct imports from China, and a China-origin share of apparent consumption answer different questions.
  • Check the supply-chain stage. Mine output is not the same as separated materials, metals, alloys, or finished magnets.
  • Do not infer a current bilateral share from older estimates. The figures available here do not establish China’s share of U.S. rare-earth consumption in 2025.

USGS’s figures support a clear conclusion: the U.S. has meaningful mine production but remains import-reliant, while China dominates global rare-earth mining. The precise degree of U.S. dependence on China varies according to the year, product, and supply-chain stage being measured.
