Citrix reports observed exploitation of two NetScaler vulnerabilities, CVE-2026-88771 and CVE-2026-88772, on unmitigated deployments. For organizations, the priority is to identify customer-managed NetScaler ADC and Gateway instances, check their configuration and software track, and install the applicable fixed release. If an appliance may already have been accessed, patching alone does not establish that the intrusion has been contained or removed.

What is being exploited—and under what conditions?

Citrix’s September 27, 2026 security bulletin covers eight NetScaler vulnerabilities. It says exploitation of CVE-2026-88771 and CVE-2026-88772 has been observed on unmitigated deployments. The two flaws have different configuration preconditions:

These conditions make an inventory of appliances, software tracks, and relevant configurations more useful than relying on a general severity label alone. A reported vulnerability does not mean every NetScaler instance has been compromised.

What does the observed campaign tell organizations?

Mandiant and Google Threat Intelligence Group (GTIG) describe an active campaign involving CVE-2026-88772. They also report that vendor disclosures identify active exploitation of CVE-2026-88771; those are distinct attributions, not evidence that the campaign report itself documents exploitation of both flaws in the same way.

For CVE-2026-88772, GTIG says exploitation bypasses authentication and causes an unhandled termination of the NetScaler Packet Processing Engine (NSPPE), enabling initial root-level access. GTIG’s analysis suggests malformed or fragmented DTLS record headers may cause memory-boundary corruption, but GTIG says it does not possess exploit code. Treat that mechanism as the group’s analysis, not as independently confirmed exploit mechanics.

The observed toolkit included PHP web shells, including WHIPSHOT, and a Python tunneler named SLAPSHOT. Mandiant says the tunneler was used for internal reconnaissance and credential theft in at least one intrusion. Because an internet-facing edge appliance can provide a route into an organization’s internal network, a suspected appliance compromise warrants investigation beyond the appliance itself.

Mandiant says the campaign likely affected organizations in North America and Europe in government, financial services, technology, education, and legal and professional services. That describes the observed campaign; it does not measure all NetScaler customers’ risk or establish that organizations in those sectors have been compromised.

Which deployments and services are in scope?

Citrix’s bulletin applies to customer-managed NetScaler ADC and NetScaler Gateway. Citrix also says Secure Private Access Hybrid deployments that use NetScaler instances are affected. Cloud Software Group updates Citrix-managed cloud services and Citrix-managed Adaptive Authentication; distinguish those managed services from customer-managed appliance instances used in hybrid environments.

Which fixed release should you install?

Citrix lists the following fixed releases. Match the appliance’s product, edition, and software track to the relevant row, then verify the applicable release in Citrix’s live bulletin before upgrading. These are separate tracks, not one universal build number.

Citrix says Cloud Software Group strongly urges affected customers to install the relevant updated versions as soon as possible. CISA has added CVE-2026-88771 and CVE-2026-88772 to its Known Exploited Vulnerabilities (KEV) catalog, a prioritization signal; check the live catalog for its current status.

What should an organization do?

  1. Inventory customer-managed instances. Include ADC and Gateway appliances and NetScaler instances used in hybrid deployments. Record each appliance’s software track and edition.
  2. Check the conditions for each CVE. CVE-2026-88771 applies to deployments in the default configuration. For CVE-2026-88772, determine whether DTLS is configured, including on VPN virtual servers where it is enabled by default.
  3. Upgrade to the applicable fixed release. Validate the target against Citrix’s current bulletin for the appliance’s track and edition, then plan and apply the update.
  4. Investigate possible prior access. Review logs and configuration for indicators of compromise. If compromise is suspected, contain and investigate it rather than treating a successful upgrade as proof that previous access has been removed.
  5. Use temporary controls only if patching is delayed. Apply controls relevant to CVE-2026-88772 and keep a plan to install the fixed release.

What to do if compromise is suspected

Mandiant recommends reviewing logs and configuration for signs such as unauthorized MIME types, script handlers, or web path aliasing in /etc/httpd.conf. It also recommends isolating confirmed or suspected appliances and undertaking containment and remediation. Isolation can interrupt critical remote-access services, so account for that operational impact while coordinating the response.

If immediate patching is not possible, Mandiant recommends these targeted, temporary controls for CVE-2026-88772:

  • Disable DTLS on internet-facing Gateway virtual servers where it is not needed.
  • Restrict inbound UDP/443 upstream where DTLS is not required.
  • Use upstream access control lists (ACLs) to drop traffic before it reaches the vulnerable packet engine.

Mandiant says these controls do not mitigate CVE-2026-88771. They are not substitutes for installing fixed builds for both vulnerabilities.

How to interpret the wider threat context

In its 2026 review, GTIG tracked 90 zero-day vulnerabilities exploited in the wild during 2025; 43 affected enterprise technologies, or 48% of the total. Those figures describe GTIG’s review of 2025 zero-days, not NetScaler incidents or the number of organizations affected by this campaign.
