Modernize around the services your organization must keep running—not just the system you want to replace. Set measurable limits for disruption, map the dependencies behind those services, test migration and recovery scenarios, and give accountable leaders clear evidence to decide whether to proceed, pause, or remediate. The rules differ by jurisdiction and sector; the UK financial-services and U.S. federal examples below are planning references, not universal requirements.

Start with the service, not the legacy platform

A legacy system may support several customer, market, patient, citizen, or internal services. A deployment can succeed technically while a dependent service fails because a process, data feed, supplier, or skilled operator was overlooked. Define the outcomes that must continue before choosing a migration design.

  1. Name the services. Identify the services that matter, who relies on them, and what a disruption would mean to those users and counterparties.
  2. Set disruption limits. Specify how much disruption each service can tolerate and how quickly it must be restored. Make the limits measurable enough to use in planning, testing, and go/no-go decisions.
  3. Assign service ownership. Name the person accountable for each service outcome and for decisions about residual risk. Technical teams may deliver the change, but service accountability should remain visible.

For UK firms within scope of the FCA’s operational-resilience rules, an important business service is the regulatory anchor. The FCA defines operational resilience as “the ability of firms, financial market infrastructures and the financial sector to prevent, adapt and respond to, and recover and learn from operational disruption.” See the FCA’s operational-resilience guidance.

Map what keeps those services working

Build a service-level map, not merely an inventory of applications. Trace how people, processes, technology, facilities, information, and third parties contribute to each service. Follow the dependencies far enough to identify where a failure or timing change could interrupt the service.

  • People and process: Identify manual workarounds, specialist knowledge, operating procedures, and handoffs between teams.
  • Technology and facilities: Record applications, interfaces, infrastructure, locations, and supporting services that the workload depends on.
  • Information: Trace the data needed to operate the service, including where it is created, transformed, stored, reconciled, and used for evidence or reporting.
  • Third parties: Identify providers and subcontracted dependencies, the services they support, and how their disruption would affect your own recovery options.

Validate the map with the teams that operate the service and the providers involved. A diagram that omits an operational handoff or supplier dependency is not a reliable basis for sequencing work or judging recovery.

Build a plan with decision points and an explicit end state

A useful modernization plan lets leaders see what will happen, what must be proven before the next stage, and what becomes of the old system. GAO says a plan should include milestones, a description of the work, and details on the legacy system’s disposition. In a July 2025 review of 69 federal legacy systems, GAO selected 11 as most in need of modernization; only three of those 11 plans included all three elements. The finding concerns that selected federal sample, not regulated businesses generally. GAO warned that incomplete plans increase the likelihood of cost overruns, schedule delays, and project failure in its GAO-25-107795 report.

  1. Describe the work and sequence. Show the order of changes, the dependencies between them, and the service outcomes each stage is intended to preserve.
  2. Set milestones with evidence. Define what must be demonstrated at each milestone—for example, reconciliation results, completed recovery exercises, or resolved high-priority defects—before advancing.
  3. Set pause and remediation triggers. Decide in advance which test failures, unresolved dependencies, or breaches of agreed disruption limits require work to stop or be re-sequenced.
  4. State the legacy disposition. Record what will be retained, changed, replaced, or retired, who owns that decision, and the condition and timing for decommissioning.

Do not let “go live” stand in for a complete plan. The target is an operating service that meets its requirements, with a controlled and documented end state for the legacy environment.

Compare migration choices by continuity and evidence

No single cutover design or target architecture is established as safest for every regulated migration. Compare realistic options against the same service outcomes and risk evidence rather than assuming a particular pattern is appropriate because it is familiar.

  • Continuity: How much exposure does the option create for each service, and can it stay within that service’s disruption limit?
  • Dependencies: Does it introduce, change, or concentrate reliance on systems, people, suppliers, or facilities that affect the service?
  • Testability and recovery: Can teams exercise failure and restore the service within the required limits?
  • Data and audit evidence: Can the organization verify that information is complete and consistent, and retain evidence of controls and decisions?
  • Reversibility: If a stage fails, can the organization return to a known operating state or use a workable alternative?
  • Governance and retirement: Are milestones, decision rights, residual risks, and the old system’s end state explicit?

Use these as comparison questions, not a prescribed scoring model. A choice that reduces technical cutover exposure may still be unsuitable if it weakens recovery, obscures data reconciliation, or leaves the legacy estate unsupported indefinitely.

Test realistic disruption, not just a successful deployment

Test both the changed system and the service it supports. Include the failure modes suggested by the dependency map, and involve operational teams and relevant providers where their actions are part of recovery.

  • Exercise the service under plausible technology, supplier, staffing, facility, and information disruptions.
  • Check whether teams can detect the problem, invoke procedures, communicate with affected parties, and restore the service within its agreed limit.
  • Verify data completeness and reconciliation across the change, including any work that must be repeated or resolved manually.
  • Record test results, gaps, owners, remediation dates, and the evidence needed to close each issue.
  • Re-test material changes and unresolved weaknesses before relying on the recovery approach.

In March 2026, the FCA described firms using data vaulting, immutable backups, standby data centres, and new processing centres to help recover important business services within impact tolerances after cyber disruption. These are examples of measures observed by the regulator, not guarantees of effectiveness or a checklist every firm must adopt.

Keep executives able to see and act on risk

Management visibility is part of migration control. Leaders need a current view of milestones, schedule changes, unresolved issues, action owners, and decisions—not just a technical status report at release time.

A 2026 GAO review of the U.S. Navy’s financial-management modernization found one of four assessed migration-planning practices fully met and three partially met: an enterprise roadmap, executive monitoring, periodic reviews, and tracking progress, issues, and action items. GAO also reported at least 111 changes to consolidation plans, including at least 49 system schedule delays. These figures describe that Navy effort; they are not a typical-project benchmark. The practical lesson is to make changes and accumulating issues visible early enough for accountable leaders to respond.

  • Review progress and issues on a defined cadence, with escalation paths for missed milestones and unresolved service risks.
  • Track each issue to an owner, a decision or corrective action, and a closure check.
  • Record why scope, sequence, or dates change and how the change affects service continuity and retirement plans.
  • Keep an enterprise view so local project decisions do not hide conflicts between services or shared dependencies.

Apply the regulatory examples only where they fit

UK financial services For FCA firms within scope, the transition period for operational-resilience rules ended on 31 March 2025. Firms were expected to complete mapping and testing to remain within impact tolerances for each important business service and make necessary investments. It does not make the FCA rules applicable to every firm or sector, nor specify one universal migration architecture.
U.S. federal modernization GAO reviews illustrate the value of complete plans, milestones, explicit legacy disposition, and management oversight. Federal agencies are not a proxy for every commercial business, regulator, or jurisdiction.

The FCA’s third-party guidance says firms remain responsible for their regulatory responsibilities when using outsourcing and other third-party services. It regards cloud services used to deliver important business functions as potentially material outsourcing. Applicability depends on firm type and function, so assess the arrangement against the rules that apply to your organization rather than treating all cloud use or outsourcing as identical.

The FCA published PS26/2 on 18 March 2026, setting out incident and material-third-party reporting requirements due to take effect on 18 March 2027. Organizations preparing for those requirements should check the policy statement and applicable rules for the exact scope and reporting details.

Make the next planning session concrete

Before approving a migration stage, bring together the service owner, technology and operations leads, risk and compliance representatives, and relevant providers. Confirm that the decision can be supported by evidence, not optimism.

  • Which services are in scope, and what disruption can each tolerate?
  • Are people, process, technology, facilities, information, and provider dependencies mapped and validated?
  • What evidence is required at the next milestone, and which failures trigger a pause or remediation?
  • Can the organization demonstrate recovery and data integrity under realistic disruption?
  • Can executives see schedule, issues, actions, and changes to the plan?
  • Who owns residual risk, and what is the approved disposition and retirement condition for the legacy system?
  • Which jurisdictional, sector-specific, data, outsourcing, and incident-reporting obligations apply to this service and target environment?

Answering those questions turns modernization from a technical replacement exercise into a controlled change to a service the organization remains accountable for.
