Yes—an international standard helps by giving teams shared language and a framework for improving software life-cycle processes, but it does not prescribe one universal DevOps team structure, toolchain, or cloud platform. ISO/IEC/IEEE 32675:2022 is a published standard for implementing DevOps, including collaboration and the secure, reliable building, packaging, and deployment of software.

What does DevOps mean?

ISO’s terminology entry attributes this definition to ISO/IEC/IEEE 32675:2022: DevOps is a “set of principles and practices which enable better communication and collaboration between relevant stakeholders” as they specify, develop, and operate software and services, with continuous improvement across the life cycle. In practical terms, it is a way for people involved in making and running software to work together from planning and development through deployment, operation, support, and improvement.

That makes DevOps an approach—not a particular job title, product, or vendor’s toolchain. Automation and cloud services may support it, but neither alone defines it. PMI’s Disciplined Agile guidance specifically cautions that cloud infrastructure is not a prerequisite for DevOps.

What is the DevOps standard?

ISO/IEC/IEEE 32675:2022, titled Information technology — DevOps — Building reliable and secure systems including application build, package and deployment, is edition 1 of an International Standard, published on August 30, 2022. ISO describes it as providing requirements and guidance to “define, control, and improve software life cycle processes.” The catalog lists an 81-page document in PDF and paper formats.

The scope is broader than a pipeline that moves code from development to production. It covers software life-cycle work from conception and development through production, use, support, and retirement. ISO says the processes may be applied concurrently, iteratively, recursively, or incrementally, and may be used for systems with different purposes, domains, sizes, and complexity.

The standard addresses collaboration and communication among development, operations, and other stakeholders, with an emphasis on secure and reliable software and systems. It provides a reference for process outcomes; it does not dictate that every organization organize its teams or divide responsibilities identically.

Why has DevOps been difficult to define?

DevOps crosses professional boundaries. A programmer, operations engineer, enterprise architect, database administrator, security specialist, or service owner may each see the work through a different part of the life cycle. PMI notes that people often view DevOps through their own specialty rather than the whole picture.

That helps explain why definitions centered only on delivery automation can seem incomplete. A team concerned with production reliability, security, data, architecture, or customer outcomes may need a wider view than “deploy faster.” ISO’s life-cycle framing brings those concerns into a shared process conversation without insisting that every organization use the same implementation.

What does a standard help an organization do?

A standard is useful when people need a common reference for discussing responsibilities, process outcomes, and improvement. Instead of treating DevOps as a slogan, teams can ask how their work supports secure, reliable delivery and ongoing operation, and where collaboration or controls need attention.

  • Align terminology: teams can use a common vocabulary when discussing development, operations, stakeholders, and life-cycle processes.
  • Make processes discussable: requirements and guidance give teams a reference for defining, controlling, and improving their work.
  • Keep the scope broad enough: the framework includes more than building and releasing software; it encompasses operation, support, and life-cycle improvement.
  • Allow context-specific implementation: the standard is intended for varied systems and settings, so teams can adapt process choices to their project and organization.

IEEE’s overview of its related IEEE 2675-2021 DevOps standard highlights “mission first, customer focus, left-shift, continuous everything, and systems thinking,” as well as reliable and secure systems and effective IT controls. These named principles offer another useful lens, but they should not be confused with the scope or identifier of ISO/IEC/IEEE 32675:2022.

What a standard does not decide

ISO/IEC/IEEE 32675:2022 is not a universal organization chart, a job description, or a mandate to adopt a particular cloud provider or branded toolchain. It provides requirements and guidance for process implementation. Teams still have to decide how responsibilities, systems, controls, and practices fit their own circumstances.

Nor should it be treated as the only useful way to talk about DevOps. ISO supplies a life-cycle process framework; IEEE’s overview foregrounds principles and IT controls; and Google Cloud’s DORA resources provide capabilities and measurement resources for examining delivery performance. These serve related but different purposes.

How to use the standard without turning DevOps into paperwork

  1. Start with the work and its stakeholders. Identify who specifies, builds, packages, deploys, operates, supports, and improves the system—not just which team owns the deployment pipeline.
  2. Agree on outcomes. Use the standard’s emphasis on secure, reliable life-cycle processes to make expectations and responsibilities clear.
  3. Fit practices to the system. Consider the project’s purpose, domain, size, and complexity rather than assuming one operating model suits every team.
  4. Improve the process continuously. Treat the framework as a reference for defining and refining work, not as a substitute for collaboration or judgment.

For teams that want to assess delivery practices, Google Cloud’s DORA overview links to research and a Quick Check. Its 2021 Accelerate State of DevOps report says it represents seven years of research and data from more than 32,000 professionals worldwide. That figure belongs to the 2021 report; it is not a current workforce count.

So, does a standard make DevOps easier to define?

It makes the conversation more precise. ISO/IEC/IEEE 32675:2022 gives organizations a shared definition and process framework that spans collaboration and the software life cycle. It helps clarify what DevOps is concerned with, while leaving teams room to decide how to put those ideas into practice.
