EUR/USD is the better measure when you mean the euro’s value against the U.S. dollar. A dollar index such as ICE’s DXY tracks the dollar against a fixed basket that is 57.6% euro, so it is dollar-centered rather than an independent measure of euro-wide performance. To assess the euro against its trading partners, use the European Central Bank’s effective exchange rate; to assess price or cost competitiveness, use a real effective exchange rate.
Choose the measure that matches what “euro weakness” means
There is no single best measure for every use of the phrase. The right series depends on the comparison you want to make:
- Euro versus the U.S. dollar: EUR/USD, a bilateral exchange rate.
- Euro versus a broader group of euro-area trading partners: the ECB’s nominal effective exchange rate (NEER), also called an effective exchange rate (EER).
- International price or cost competitiveness: a real effective exchange rate (REER), which adjusts a nominal effective rate for relative prices or costs.
DXY and the Federal Reserve’s broad dollar index can help describe dollar performance, but neither answers the same question as a euro-centered effective exchange rate.
What EUR/USD tells you—and what it cannot
EUR/USD is the direct bilateral rate between the euro and the U.S. dollar. If it falls, one euro buys fewer dollars; if it rises, one euro buys more dollars. That makes it the clearest choice for a claim specifically about the euro weakening against the dollar.

For example, the ECB’s reference-rate page showed EUR 1 = USD 1.1269 on 6 October 2026. This is a dated reference observation, not a live trading quote and not evidence by itself of a broader euro trend. The ECB publishes reference rates for information, usually around 16:00 CET on working days, and strongly discourages their use for transactions: ECB euro reference exchange rates.
A bilateral rate cannot tell you whether the euro has weakened against currencies other than the dollar. The euro could fall against the dollar while rising against some other trading partners, or the reverse.

Why DXY is not a euro weakness index
ICE describes the U.S. Dollar Index (USDX, commonly called DXY) as a geometrically averaged calculation of six currencies weighted against the U.S. dollar. Its published weights are:

The euro’s large, fixed 57.6% weight means EUR/USD movements can have substantial influence on DXY. But the other five currencies also affect the index, and DXY is designed to describe the dollar against its basket—not to isolate the euro’s performance. ICE says the basket composition changed when the euro launched in January 1999, replacing several European currencies; the cumulative euro-related exposure remains fixed at 57.6%. Use DXY when the question is how the U.S. dollar is doing against this particular six-currency basket. Do not treat a DXY rise or fall as proof that the euro moved by the same amount, or that it moved in the same direction against the euro area’s broader set of trading partners.
Use the ECB’s effective exchange rate for broader euro performance
The ECB’s euro NEER is euro-centered and trade-weighted. Its broad daily index measures bilateral euro exchange rates against 40 trading partners, with weights that account for trade patterns and third-market effects. The ECB also makes 12- and 17-partner daily nominal indices available. Its underlying trade weights use reference periods that include 2022–24, with updated weights dated 1 January 2026. Because the NEER combines multiple bilateral rates, it can reveal whether the euro is generally appreciating or depreciating against its trading partners even when EUR/USD tells a different, dollar-specific story. It is a nominal measure: it tracks exchange rates, not differences in inflation or production costs.
Use a real effective exchange rate for competitiveness
A REER starts from a nominal effective exchange rate and adjusts it using selected relative price or cost measures. That makes it more relevant when the question is whether euro-area goods and services are becoming more or less price-competitive internationally. It is not simply another way to quote the euro’s nominal market value.

The interpretation depends on the particular REER series and deflator used. ECB materials explain the distinction between nominal and real effective rates, while the European Commission describes their role in competitiveness analysis: ECB effective exchange rates and European Commission macroeconomic imbalance scoreboard.

The Federal Reserve publishes a separate broad dollar index, along with advanced-economy and emerging-market indexes. Its broad measure is weighted against a broader group of U.S. trading partners; it is not the same basket as DXY. The Fed says its index currency weights were last revised on 24 March 2025 and may be revised annually, with possible changes in unusual circumstances. Its H.10 page, last updated 5 October 2026, provides definitions and nominal and real series: Federal Reserve H.10 exchange-rate indexes.
A dated example shows why broad dollar indexes cannot substitute for EUR/USD. In its 13 August 2026 report on the second quarter, the Federal Reserve Bank of New York said its broad trade-weighted dollar index was little changed overall, even though the dollar appreciated against advanced-economy currencies including the euro and depreciated against some emerging-market currencies. A broad aggregate can therefore conceal meaningful bilateral divergence: New York Fed, 13 August 2026.

Keep the date and series definition attached to any comparison. The New York Fed reported that its broad trade-weighted dollar index appreciated 1.1% in the first quarter of 2026, following a cumulative 7.4% depreciation during 2025. Those figures describe that U.S.-dollar index over those periods; they are not standalone measures of euro weakness. The Fed also notes that exchange rates are market-determined and that neither the U.S. Treasury nor the Federal Reserve targets a specific exchange-rate level: Federal Reserve FAQ on foreign-currency operations.
