That route determines who meters and bills the request—and which usage screen can explain a warning. Then classify the symptom: an API 429, a configured spend limit, a context warning, and a stale /usage display are different problems with different remedies.
First identify the credential behind the session
Claude Code can use a Claude.ai subscription, Anthropic Console API access, or a supported third-party provider. A gateway may sit between Claude Code and a provider as well. These routes do not share one quota or billing screen.
- Claude.ai subscription: Usage is governed by the plan and its applicable member or organization allowance.
- Anthropic Console API: Requests are billed and limited through the relevant Anthropic organization and workspace.
- Cloud provider: Amazon Bedrock, Google Cloud’s Agent Platform, or Microsoft Foundry handles provider-side billing and usage controls.
- Gateway: The gateway can route requests onward and apply its own attribution, budget, or rate policies.
If a gateway credential variable or apiKeyHelper is configured, it can replace the subscription login credential for requests, so the account that owns the forwarded credential is billed per token. Setting only a gateway base URL does not, by itself, replace the subscription credential. Verify the active credential rather than assuming the account used to sign in is paying for the current request.
Classify the warning before retrying
A status code alone may not identify the limit. For Anthropic API errors, inspect the response details and any retry-after header. Anthropic documents Messages API rate limits in requests per minute, input tokens per minute, and output tokens per minute for each model class. Bursty traffic can exceed a limit even when a simple average-rate calculation appears acceptable. The API uses a token-bucket algorithm, so capacity replenishes continuously rather than at a single fixed reset time.

Anthropic’s API error reference distinguishes rate limiting from spend-limit errors, and a 429 can represent more than a temporary throttle. In particular, a monthly tier spend-cap response has no retry-after; do not interpret it as a short cooldown. A Claude Code workspace limit may instead be enforced with a 429 and a retry delay. Check the actual error details rather than inferring the cause from “rate limit” wording alone.
Check usage in the surface that owns the meter
Claude.ai subscription
Run /usage in Claude Code to see subscription plan usage bars, activity statistics, and any available usage breakdown. Claude Desktop’s usage indicator also shows current session context and plan-period use. For Team or Enterprise subscriptions, administrators should check organization usage settings and spend controls for member allowances or extra usage; these seat allowances are not the same as API token billing.

Anthropic Console API
Use the Claude Console Usage page for authoritative API cost data. Claude Code’s API session dollar figure in /usage is a local estimate derived from token counts and list prices unless the organization has configured a model pricing table. Organization tier limits and workspace controls can vary, so use the live Console values rather than applying a general subscription allowance or a published example to an API account.
Cloud-provider deployments
For Bedrock, Google Cloud’s Agent Platform, or Microsoft Foundry, check the corresponding provider account for billing, quotas, and usage. Anthropic says Claude Code does not send these cloud-provider usage metrics back to Anthropic, so an Anthropic usage screen may not explain a provider invoice or quota warning.

Gateway-routed deployments
A gateway can provide per-developer or team attribution, centralized budgets and rate limits, and request logs. Those controls are separate from the provider’s own billing and limits. The organization must operate the gateway and keep it compatible as Claude Code changes; Anthropic says it does not endorse, maintain, or audit third-party gateway products.
Use this troubleshooting sequence
- Record the active route. Determine whether the session uses a subscription login, Console API credential, cloud-provider credential, or gateway. Check whether a gateway credential variable or
apiKeyHelperis active; a base URL alone does not prove the subscription credential has been replaced. - Capture the error details. For an API response, note the status, error type, any
error.details.error_code, and whetherretry-afteris present. Do not keep retrying a monthly spend-cap failure as if it were transient throttling. - Open the matching usage surface. Use
/usagefor subscription usage, Console for Anthropic API usage and spend controls, the cloud provider console for provider billing, or the gateway dashboard/logs for gateway policy and attribution. - Separate session context from account limits. Run
/contextwhen the warning concerns context. Compact the session or begin a new task session when appropriate; do not change billing settings to solve a context warning. - Check the CLI installation if behavior or commands seem inconsistent. Run
claude --versionandclaude doctor. Anthropic’s setup documentation says native installations update in the background; Homebrew, WinGet, and Linux package-manager installations require manual updates by default. Release-channel timing can affect when a version becomes available.
Keep the different limits separate
When comparing two Claude Code deployments, identify the owner of the credential, invoice, limit, and usage display separately. Context is per session; subscription allowance applies to the plan or organization; Console API limits are scoped to an organization or workspace; cloud-provider quotas belong to provider accounts; and a gateway may impose its own policy. The recovery signal may be a returned retry-after, a change in access availability, an administrator or billing action, or context compaction. These are not interchangeable meters, so a subscription allowance should not be compared directly with API requests-per-minute or token-per-minute limits.
