For administrator accounts and access to sensitive systems, make phishing-resistant MFA the target. FIDO2/WebAuthn security keys or platform authenticators are a strong choice where your identity provider and applications support them; PKI-based authentication can also be phishing-resistant when properly deployed. Authenticator-app codes and push approvals are safer than passwords alone, but they are not phishing-resistant. If a service cannot yet support a stronger method, use number-matched push or an authenticator-app code as an interim measure—not as a phishing-proof replacement.
What makes MFA phishing-resistant?
Phishing resistance is a property of the authentication protocol, not a label for any method that adds a second step. NIST defines it in terms of preventing authentication secrets or valid outputs from being disclosed to an impostor verifier without depending on the user to spot the deception. With verifier-name binding, the authenticator’s response is tied to the legitimate service or domain. A fake sign-in page therefore cannot simply collect and relay the same response to the real service.
NIST SP 800-63B-4, §3.2.5, describes WebAuthn/FIDO2 this way: “WebAuthn [WebAuthn], which is used by authenticators that implement the Fast Identity Online 2 (FIDO2) specifications [FIDO2], is an example of a standard that provides phishing resistance through verifier name binding by choosing an authenticator secret based on the authenticated domain name of the verifier.” Read NIST SP 800-63B-4.
By contrast, a one-time code entered by hand is not bound to the sign-in session. A phishing site can capture the code and relay it to the real service before it expires. Push prompts can also be manipulated: repeated unwanted prompts may pressure a user to approve one. Adding a number-matching step helps against that kind of push bombing, but does not bind the approval to the legitimate website.

Which method should your business require?
Administrators and sensitive access: choose phishing resistance
Prioritize administrator accounts, remote access, and accounts that handle sensitive information. CISA advises businesses to begin MFA rollout with administrators and employees handling sensitive information, then cover services such as email, file storage, and remote access. Offer FIDO2/WebAuthn or appropriately deployed PKI for these accounts wherever the full sign-in path supports it. CISA’s plain-language guidance is: “Businesses should aim to use a phishing-resistant MFA method.” CISA: Require Multifactor Authentication.

Where phishing-resistant sign-in is not available: use an interim app method
If an application cannot yet use FIDO2/WebAuthn or PKI, choose number-matched push or OTP over password-only access. Be clear in policy and user training that neither is phishing-resistant. Number matching is a meaningful improvement over push approval without a matching step because it helps reduce push-bombing risk; it does not stop an attacker from relaying a phished sign-in.
Do not assume every passkey has the same assurance
NIST discusses syncable authenticators, including passkeys, as options for applications targeting up to AAL2 and says their tradeoffs should be balanced. AAL3 requires a cryptographic authenticator with a non-exportable private key and phishing resistance. The assurance level depends on implementation and sync behavior; the word “passkey” alone does not establish equivalence to a hardware security key or satisfy every assurance requirement. NIST SP 800-63B-4 and NIST’s guidance on syncable authenticators explain the distinction.

Plan a rollout that works across your services
- Inventory the sign-in systems. List your identity provider and the services used for email, collaboration and file storage, remote access or VPN, and administration. Check whether each supports FIDO2/WebAuthn or PKI before buying keys; support must extend across the identity provider and the application’s integration.
- Set priorities. Start with administrators, remote access, and accounts handling sensitive data. Then expand MFA coverage to email, file storage, and other business-critical services.
- Choose the target and bridge methods. Set phishing-resistant authentication as the target for privileged and sensitive access. Where a service cannot support it yet, use number-matched app push or OTP as a bridge, documenting that these methods remain phishable.
- Plan enrollment, replacement, and recovery before enforcement. A lost phone or key can lock a user out. Where the system allows, register a second authenticator or combine a device-tied platform authenticator with a roaming authenticator. CISA’s federal hybrid-identity architecture discusses these platform-versus-roaming distinctions and recovery considerations; its federal context should not be mistaken for a private-sector mandate. - Pilot the policy and support process. Test new-device setup, a lost authenticator, employee departure, and fallback with a small group. Confirm the help desk can restore access without weakening the protection for everyone else.
- Check hardware fit before purchasing. For physical security keys, verify supported connectors, USB or NFC needs, operating-system and identity-provider compatibility, and whether users can register a second key. What the standards mean for a private business
NIST SP 800-63B-4 says verifiers at AAL2 must offer at least one phishing-resistant option. It also says federal agencies must require staff, contractors, and partners to use phishing-resistant authentication for federal information systems. These are statements about the standard’s assurance framework and federal systems, not a blanket legal requirement for every private business. A business should use its regulatory, contractual, and risk requirements to determine which obligations apply to its own systems.
CISA’s SCuBA hybrid-identity architecture was written for federal agencies. Its explanations of platform and roaming authenticators, application integration, and recovery can inform business planning, but federal requirements in that architecture should not be generalized as private-sector mandates.
