Echo needs Wi-Fi and an internet connection for setup and its usual voice-assistant and connected features. If you paired your phone with the Echo beforehand, you can use it as a Bluetooth speaker for audio available on the phone. That does not make Alexa work offline.
What works when Wi-Fi or internet is unavailable?

How to use an Echo as a Bluetooth speaker
Pair and test the phone while the Echo is connected and working; Amazon does not promise first-time setup or pairing without Wi-Fi.
- Open the Alexa app and select Devices.
- Select your Echo, open its settings, then choose Bluetooth Devices.
- Choose Pair a New Device and select your phone when it appears.
- For later use, turn on Bluetooth on the phone. If it does not reconnect automatically while in range, say, “Pair Bluetooth,” then select the Echo on the phone if prompted.
Play music or other audio from the phone. If the audio comes from an online service, the phone—not the Echo—needs its own internet connection. Downloaded audio can be played without the phone being online.
If your Echo has never been set up
Amazon directs users to set up an Echo through the Alexa app and documents Bluetooth pairing through that app. Its general support guidance does not establish that initial setup or first-time pairing can be completed without Wi-Fi. Set it up and confirm Bluetooth audio works before relying on it during an outage.

What about smart-home devices?
Amazon documents local connectivity for certain supported smart-home integrations, which may let those devices remain controllable during an internet outage. Whether that applies depends on the specific Echo, smart-home device, and connection method. Do not assume that a local device connection means you can issue Alexa voice commands offline; check the documentation for the exact devices and feature you plan to use.
Wi-Fi compatibility for setup
Amazon says Echo devices support common home Wi-Fi networks using 2.4 GHz or 5 GHz and 802.11 a/b/g/n. They cannot connect to ad-hoc or peer-to-peer networks. For network setup, changes, or troubleshooting, follow Amazon’s Wi-Fi instructions.

Model differences and offline features
Amazon’s general support pages do not give an offline-feature list covering every Echo model or generation. If you need a particular function to work without internet, check the documentation for your specific model and connected devices rather than assuming all Echos behave alike.
