Treasury yields can rise before the Federal Reserve raises rates because bond prices adjust when investors expect a higher path for future short-term rates. But Fed expectations are only part of the story: maturity, inflation and real-rate expectations, and the term premium can push yields in different directions.
Why do Treasury yields rise when the Fed is expected to hike rates?
A Treasury yield reflects, broadly, the expected average path of short-term interest rates over the security’s life plus a term premium. When investors revise upward the rates they expect from the Federal Reserve, they may demand a higher return from existing bonds. Bond prices then fall, and yields rise.
This repricing can happen as soon as expectations change; it does not have to wait for an FOMC announcement. If a rate hike is already anticipated, the market may have adjusted before the Fed acts. The decision itself could produce little additional movement unless it changes investors’ view of what comes next.
As New York Fed President John C. Williams put it: “Conceptually, observable Treasury yields are comprised of two unobservable components: the expected path of the policy rate over the life of the security, and the so-called term premium, which reflects potentially many factors that are separate from policy expectations.” His remarks appeared in “Disentangling Messages from the Treasury Market” on November 16, 2023.

Why can yields move before a Fed meeting?
Treasuries trade continuously, and prices incorporate new information as investors reassess the economic outlook and likely policy response. Stronger inflation data, a change in employment conditions, or a shift in policymakers’ communications can alter the expected rate path before the next meeting. The yield changes because investors are updating the return they require, not because the Fed has already changed its target.
The June 2026 FOMC minutes offer a dated example, not a description of current market pricing. Over the intermeeting period, market and survey measures of expected policy rates moved higher. The Desk survey’s median modal path showed no target-range changes through early 2027 and one cut in the second quarter of 2027; market pricing suggested a hike around mid-2027. The minutes noted that term premiums could partly boost that market-implied signal. These were different measures, with different implications—not a confirmed forecast of Fed action.

Why don’t all Treasury maturities move the same way?
A shorter-term Treasury is more sensitive to revisions in near-term policy expectations. A longer-term yield reflects expected short rates over a much longer horizon, alongside longer-run real-rate and inflation expectations and compensation for risk. It is therefore not simply a forecast of the Fed’s next decision.
The Federal Reserve Board’s July 2026 Monetary Policy Report illustrates the difference: through July 2, 2026, the 2-year nominal Treasury yield had risen about 60 basis points year to date, while the 10-year yield had risen about 35 basis points. The Board said the largest increases were at shorter maturities, as expectations of a higher federal funds rate path pushed up real interest rates. These figures describe that specified period, not a typical or guaranteed relationship between maturities.

What else affects a Treasury yield?
Expected inflation and real rates
A nominal Treasury yield reflects more than the expected federal funds rate. It also incorporates expected inflation, expected real interest rates, and risk compensation. A hawkish repricing may mean investors expect inflation to remain higher, real policy rates to be higher, or both. A change in a nominal yield alone does not identify which factor moved.
The term premium
The term premium is the extra compensation investors require for holding a longer-duration bond and bearing the risk that rates change during its life. It is not directly observable. Analysts estimate it using models or surveys, and different approaches can produce different decompositions. New York Fed analysis cautions that these components are unobservable and model-dependent; the New York Fed’s ACM data page also says its estimates are not official estimates of the New York Fed, its president, the Federal Reserve System, or the FOMC.

Risk aversion, uncertainty about interest rates or inflation, bond supply and demand, and market structure can all affect the premium. As a result, a yield can rise even when expected policy rates change little, or rise less than the policy repricing alone might suggest if the term premium falls.

Because a 10-year yield reflects more than near-term policy expectations. A rise in the expected path of short-term rates can be offset by a fall in the term premium, lower longer-run inflation expectations, or lower expected real rates over the rest of the decade. The 10-year yield can therefore decline even as markets price a higher policy rate in the nearer term. That possibility does not establish that such a decline happened in any particular period.

How should you interpret a yield move?
Do not treat a Treasury yield as a precise forecast of future Fed decisions. The U.S. Treasury cautions that future monetary policy and yields cannot be accurately forecast from current constant-maturity yields. To understand a move, compare the relevant time horizon and consider what may have changed in each component:
- Maturity: Is the move in a short-term yield, a long-term yield, or both?
- Policy expectations: Did investors revise the expected path of short-term rates, and over what period?
- Inflation and real rates: Could changing expectations for either explain part of the nominal-yield move?
- Term premium: Is the proposed explanation based on an estimate? Identify the model or survey, its assumptions, and its observation date.
When a yield decomposition is cited, treat its components as estimates rather than directly measured facts. Federal Reserve Board model pages describe staff research products that may be delayed, revised, or affected by methodological changes.
