Choose a cloud provider only after verifying that the exact services, instance types or SKUs, regions, and deployment options your workload needs are available to your account and can meet expected demand. A large regional footprint or a headline uptime percentage does not prove that a particular resource will be available where and when you need it.
Define what reliability means for your workload
Start with the outcomes the business needs, rather than a general provider ranking. Reliability can involve availability, latency, throughput, data durability, correctness, and recovery from failures. Google’s reliability guidance treats reliability as meeting a workload’s current objectives and notes that provisioned capacity and scaling affect reliability.
Translate business impact into measurable targets before comparing providers:
- Availability: the service level your application must maintain.
- Latency and throughput: acceptable response times and the expected normal and peak load.
- Data protection: the maximum data loss the business can tolerate.
- Recovery: how quickly service must return after a failure and which failure scopes it must survive.
- Growth: expected demand changes and how quickly additional capacity must become usable.
These targets make it possible to assess capacity and architecture against your use case instead of treating a provider’s general availability statement as a guarantee for your application.

Verify the exact service and capacity in each region
A provider’s region count is not the same as the availability of a particular service, feature, or resource type. For every candidate region, confirm that the precise service and SKU are supported, that your account or subscription can use them, and that the required deployment mode is available. AWS’s Region selection guidance also identifies user proximity, geography, and legal requirements as factors in choosing a region.
Region and service support change over time, so recheck the official service-by-region information during procurement and before deployment. AWS’s page stated that it had 34 Regions for the referenced account type when accessed in 2026; that changing footprint figure says nothing by itself about usable capacity or reliability.
For resource types that may be constrained, such as specialized accelerators or particular instance families, ask the provider or account team to confirm the requested capacity for your expected launch or peak date. Clarify whether the answer means your account is permitted to request the resource, capacity is reserved, or allocation remains subject to availability. Public documentation does not establish a universal, cross-provider guarantee of immediate availability for every SKU.

Separate quota from usable capacity and scaling
A quota determines how much of a resource your account is allowed to request; it does not, on its own, establish that the provider has reserved the physical capacity for your workload. Check both the account’s quota and the operational path for obtaining the requested capacity in the intended region and SKU.

Google’s reliability guidance identifies provisioned capacity and scaling as reliability considerations. Its Compute Engine SLA excludes certain quota-related errors, illustrating why a quota allowance and a service-level commitment answer different questions.
Check what the service actually does across availability zones
Availability zones are intended to separate some infrastructure failure risks, but the number of zones in a region does not tell you how a specific service is deployed. Determine whether the resource is zonal, regional or zone-redundant, and whether replication and failover are automatic, customer-configured, or customer-managed.

AWS describes each Availability Zone as one or more discrete data centers in separate facilities with redundant power, networking, and connectivity, and recommends multi-AZ deployment for zonal resources in its global infrastructure overview. Azure explains that not every region supports zones and that a service’s zone use can differ from the region’s total zone count in its availability zones overview. Google’s regions and zones documentation distinguishes zonal resources from regional resources that can be distributed across zones.
Check the service and SKU documentation for the exact topology. A service in a multi-zone region might use only a subset of its zones or require a qualifying tier or configuration. Confirm whether the resilience behavior you need is built in or must be configured and operated by your team.
Read the SLA for the precise service and topology
An SLA is a conditional, service-specific commitment, not a general promise that your whole application will be available. For the configuration under consideration, identify what is measured, the measurement window, covered topology, exclusions, claim procedure, deadline, and remedy. A service credit, for example, is not the same thing as operational recovery.

The Google Compute Engine SLA distinguishes single instances from instances deployed in multiple zones. For that SLA, the multiple-zone configuration means placement in at least two zones in one region; it does not guarantee application-level availability or regional disaster recovery. The terms also require customers to request credits within the specified period and exclude certain quota-caused errors. Read the current SLA language for the exact service and configuration you plan to use.

Multiple zones can help address a zone failure, but they do not by themselves provide recovery from the loss of an entire region. If the business must withstand a regional outage, define a separate recovery design that covers data protection, failover, inter-region dependencies, and tested recovery objectives.
Azure recommends considering multi-region as well as multi-zone deployment for mission-critical workloads in its availability zones overview. Google Cloud likewise calls for a disaster recovery plan for loss of the primary region in its regions and zones guidance. Assess the cost and operating complexity of that design alongside data-location obligations and the recovery time and data-loss limits you have set.

Compare providers on the same evidence
Use a common checklist for each candidate so that one provider’s broad footprint or headline SLA does not substitute for another provider’s workload-specific evidence.
- Confirmed capacity for the exact SKU, region, account, and expected demand date.
- Required service and feature availability, account eligibility, user latency, and data-location fit.
- Zone topology, failure isolation, and responsibility for replication and failover.
- Quota limits, scaling behavior, and the process for obtaining additional capacity.
- SLA measurement, configuration requirements, exclusions, claim steps, and remedies.
- Multi-region recovery design, including data protection and tested recovery objectives.
- Resilience-related operating cost and complexity.
Official documentation explains these evaluation factors but does not provide a neutral, comparable ranking of providers by real-time capacity, observed outage frequency, or reliability for a particular workload. Verify service support and account-specific capacity with the providers before committing to a launch or peak date.
