Start with the HR task and the outcome you need—not the platform’s AI feature list. Before buying, establish where the tool fits your workflow, what evidence supports its claims, how it handles fairness and human review, and who will monitor and control it after launch. A polished demo is not proof that a system will work reliably with your people, processes, and data.
Define the job the platform must do
Write down the specific task before comparing products. “Improve recruiting” is too broad to evaluate; a useful definition identifies the work the AI will perform, its users, the people affected, and the expected output. Decide whether AI is appropriate for that task and where it would sit in the existing HR process.
- Use case: What step or decision is the system intended to support?
- Users and affected people: Who will operate it, and whose information or opportunities could be affected?
- Output and authority: What will the tool produce, and can it recommend, rank, decide, or take action?
- Success measures: What baseline and outcomes would make the purchase worthwhile?
UK government procurement guidance recommends defining what system is wanted and why, then considering how it fits existing processes and structures. NIST’s AI Risk Management Framework (AI RMF) similarly treats intended purpose, context, users, limitations, and deployment setting as part of understanding risk. Demand evidence that matches your use case
Ask suppliers to substantiate claims about performance, validity, fairness, safety, impact, return on investment, and capability. Request relevant model and impact documentation, risk assessments, and a data protection impact assessment where applicable. A demonstration can show what a product does; it cannot, on its own, establish how well it will perform in your organization.

Agree on the test before the vendor runs it
Set the evaluation population, deployment conditions, baseline, measures, and acceptable failure levels in advance. The test should resemble the planned use, including the types of records, users, processes, and exceptions the system will encounter. Compare results with a buyer-defined benchmark and a human benchmark where that is useful. Treat supplier claims as claims to verify, not as your acceptance criteria.
The UK guide uses transcription accuracy to illustrate how a buyer might compare a supplier claim with testing and a human benchmark. Its example figures are hypothetical procurement illustrations, not general performance statistics for HR products.

Look for production evidence
Ask for references from customers with comparable organizational scale and workflows, and for measured results from production—not just a pilot or demonstration. For recruiting, agree which outcomes matter before launch; possible measures include recruiter capacity, time to fill, hiring-manager review time, candidate engagement, and quality or fairness measures. Results from another employer do not guarantee the same outcome for you.
Workday’s buyer guide recommends comparable-scale customer references and measurable outcomes over relying on demos and pilots. Test fairness, accessibility, and ways to challenge outcomes
Recruitment tools can influence sourcing, screening, interviewing, and selection. The UK government warns that unfair bias or discrimination can arise at each stage, and that digital exclusion may affect applicants because of age, disability, socioeconomic status, religion, or limited access to or proficiency with digital tools. Ask suppliers what groups and conditions they tested, what limitations they found, and how accommodations work.
Map safeguards to the actual workflow: identify when a person reviews an AI output, whether that reviewer has enough information and authority to question it, and how an applicant can ask for an outcome to be reconsidered. Evaluate results in the context where you intend to use the platform; a generic fairness claim does not establish how it performs for your applicant population.

Keep people accountable for consequential actions
Decide who in your organization is accountable for each decision and what the system is permitted to do without approval. Ask which actions it can execute autonomously, which require sign-off, what is recorded, and how an incorrect action can be stopped or reversed. Define the human-AI roles in the workflow rather than assuming a vendor’s controls make the organization accountable.
NIST’s AI RMF is a voluntary framework, not a law or certification. Its four functions—Govern, Map, Measure, and Manage—organize risk work, with governance running across the others. For buyers, that means assigning owners, setting policies and risk tolerance, documenting requirements and limitations, training users, and scheduling reviews. NIST says risk management should be continuous and timely throughout the AI system lifecycle.

Check data, permissions, integrations, and auditability
Confirm that the platform has the organizational context the use case requires and can work with your HR records, role-based access, approval chains, and relevant integrations. Check security and privacy requirements as well as operational fit. Ask specifically about:
- Data residency, access controls, retention, deletion, and subprocessors.
- Audit logs, incident handling, and records of approvals or AI-generated actions.
- How model or product changes are communicated and assessed.
- Whether data and records can be handled appropriately if you stop using the product.
Workday argues that AI embedded in a system of record can use existing organizational structures and permissions, while separate layers may create data-pipeline and governance gaps. This is a vendor’s position, not a neutral guarantee: compare the proposed architecture with your actual systems, security needs, and data flows.
Compare platforms on the same assumptions
Use the same use case, evidence standard, deployment assumptions, and success measures for every supplier. A shared scorecard makes differences visible without treating a feature checklist as proof.

Plan the operating model before launch
Buying the software is not the end of evaluation. Assign an owner for monitoring, set a review frequency, and define the performance and fairness measures and incident escalation route before deployment. Reassess when the model, data, or workflow changes; set conditions that trigger a pause, a fresh assessment, or retirement. Include implementation, integration, training, oversight, monitoring, and change management when estimating the cost of operation, not just the subscription.
