A fixed rate gives you predictable principal-and-interest payments; an ARM may start cheaper but can reset to a higher rate and payment. Compare the ARM’s real introductory savings with its maximum possible payment, and do not rely on selling or refinancing before the first adjustment.
What the rate environment means for this decision
For context, Freddie Mac reported an average 30-year fixed mortgage rate of 7.28% and an average 15-year fixed rate of 6.60% on October 1, 2026. Its 30-year average was 7.03% the prior week and 6.34% a year earlier. These are survey benchmarks for conventional, conforming, fully amortizing home-purchase loans, assuming 20% down and excellent credit—not personal offers. Those figures provide market context, not a reason by themselves to choose one loan type. The relevant comparison is between the actual offers you qualify for, their costs, and whether you can manage the ARM if its rate rises.
How fixed-rate mortgages and ARMs differ

A fixed rate locks the loan’s interest rate at origination, so its principal-and-interest payment stays level. Your total housing payment can still change if property taxes, homeowners insurance, or mortgage insurance costs change. The Consumer Financial Protection Bureau explains fixed-rate mortgages.

How an ARM’s rate and payment can change
An ARM typically has an introductory rate that remains in place for a specified period. After that, the rate generally resets periodically based on a market index plus a lender-set margin. The index can move; the margin is set in the loan agreement and generally stays fixed after closing. Depending on the terms, the rate and payment may rise or fall. The CFPB’s ARM overview
Three kinds of caps can limit rate increases: an initial adjustment cap, a cap on later adjustments, and a lifetime cap. Some loans also have a floor, recalculate payments less often than the rate changes, or include features that can increase the loan balance. The contract and disclosures—not a typical cap pattern—determine what applies to a specific offer. The CFPB explains ARM rate caps.

Ask the lender to calculate the highest possible rate and monthly principal-and-interest payment under the exact loan terms. A low introductory payment does not show what you may owe after adjustments.
When a fixed-rate mortgage is the stronger choice
A fixed-rate loan is usually the more defensible starting point if stable payments matter to your budget or you expect to own the home for a long time. It removes the uncertainty of future interest-rate resets from the principal-and-interest portion of the payment. That certainty can be valuable even if the initial fixed-rate payment is higher than the ARM offer.

Compare the payment difference with the cost of that predictability. Also check whether you could still afford the home if taxes, insurance, or other expenses rise.
When an ARM may be worth considering
An ARM may fit a borrower who expects to own the home for a shorter period, provided the initial savings are real and the borrower can withstand the maximum possible payment. The expected move or refinance is not guaranteed: a lower home value, changed finances, or other circumstances could make a sale or refinance unavailable or costly. The CFPB cautions, “Don’t assume you’ll be able to sell your home or refinance your loan before the rate changes.” CFPB consumer guidance, last reviewed January 14, 2025.

Request Loan Estimates for the same purchase, down payment, loan amount, occupancy, and loan term. Compare the ARM’s introductory rate and payment with the fixed-rate offer, then model the ARM at its first adjustment and at the highest rate allowed by its caps.

- Compare the interest rate, APR, points, fees, and cash to close.
- Compare the ARM’s introductory payment with the fixed loan’s payment, then quantify the gap at the first adjustment and at the maximum rate.
- Ask what index and margin apply after the introductory period, when the first adjustment occurs, and how often later adjustments happen.
- Ask for the initial, subsequent, and lifetime caps, any floor, the maximum rate, and the maximum monthly principal-and-interest payment.
- Ask whether the payment is recalculated at each rate adjustment, whether the balance can increase, and whether there is a prepayment penalty or another early-payoff charge.
- Include upfront costs, including points, in the comparison.
APR helps compare loan costs, but it is not a summary of an ARM’s worst-case rate: the CFPB notes that ARM APR does not reflect the maximum interest rate. Read the Loan Estimate alongside the ARM disclosures and contract terms. CFPB Loan Estimate resources and CFPB mortgage comparison resources.
