A community can evaluate a proposed data center by tracing its land-use approvals, demanding project-specific evidence about utility and public-service capacity, checking environmental and quality-of-life effects, testing the fiscal case, and turning negotiated benefits into measurable, enforceable commitments. Start by finding out who decides what—and when—then review the project as a whole rather than treating power, water, roads, emergency response, and public costs as separate issues.
1. Map the proposal and the decisions ahead
Before judging whether a project is a good fit, establish what has actually been proposed and which decisions remain open. Ask the municipality for the application record, public notices, plans, staff reports, meeting schedule, and the list of requested approvals.
- Project: Site location and boundaries, developer, any disclosed operator or anchor tenant, project phase, proposed buildings, and construction and operating schedule.
- Approvals: Zoning or land-use changes, site-plan and construction approvals, and any environmental, water, air, wastewater, or other reviews that may apply.
- Decision-makers: Which local body decides land use, which officials review permits, and whether state or federal agencies or utility regulators have a role.
- Future phases: Whether later buildings, changes in equipment, or expansions are part of the current application or would require new approvals.
Requirements depend on the jurisdiction, site, design, and operations; a list of possible reviews is not proof that each one applies. Michigan’s state overview, Data Centers: What You Need to Know, identifies potential environmental reviews and emphasizes that requirements vary with project specifics. Pennsylvania’s local-government planning toolkit is another model: it follows a proposal from initial inquiry through zoning, permitting, and longer-term planning. Neither state’s process should be assumed to govern a project elsewhere. Local officials should confirm current requirements for the actual site and application.
2. Test whether the site fits community plans
Compare the proposed use with the comprehensive or master plan, zoning, redevelopment plans, neighboring uses, transportation access, and stated community priorities. A project can satisfy a zoning category and still raise questions about its footprint, location, design, or effects on nearby residents.

- What land will the campus occupy, and how will buildings and equipment be phased?
- Where are homes, schools, businesses, public spaces, and other sensitive uses in relation to the site?
- What buffers, landscaping, lighting controls, operating-hour limits, or noise protections are proposed?
- Would an expansion or a material design change trigger another public review?
- What alternatives were considered for the site layout or access?
Engage affected residents early enough that their concerns can influence the application or negotiated terms. New Jersey Economic Development Authority (NJEDA) guidance for community-benefit agreements (CBAs) calls for considering consistency with the master plan and engaging the community before finalizing terms. That is useful practice, not a universal legal requirement.
3. Request evidence for infrastructure and utility demands
Ask the developer for a written, project-specific impact assessment and the assumptions behind it—not just presentation summaries or general claims about data centers. Arrange a coordinated review by municipal engineering and public-works staff, electric and water/sewer utilities, fire districts, and emergency services. Pennsylvania’s planning toolkit covers power, water, broadband, land use, fiscal effects, and public services; NJEDA’s municipal guidance likewise directs reviewers to examine utility and service demands.
Electricity and the grid
Request the expected electrical load, peak demand, when demand would begin and increase, and the assumptions used to calculate those figures. Ask the utility or relevant regulator to review the project’s service and grid implications. The public record should make clear, where known:

- Whether an interconnection request has been filed and what status it has reached.
- What generation, transmission, or other grid upgrades may be needed and when.
- Who is expected to pay for project-specific and broader grid upgrades.
- Whether large-load tariff treatment or other rate arrangements are under consideration.
- What is known about backup generation and how it would be operated.
Do not infer that a data center will raise or lower household electric bills from the project announcement alone. The effect depends on utility and regulatory decisions, grid costs, rate design, and who bears those costs. NJEDA’s Municipal Resource Hub provides New Jersey municipalities with help understanding grid and interconnection filings and typical responsibility for grid-upgrade costs; New Jersey rate questions can also be directed to the Board of Public Utilities.

Ask for projected average and peak-day water use, the source of the water, the cooling technology and operating assumptions behind the estimates, and the expected wastewater or discharge needs. Ask the water and sewer providers to assess system capacity and any required upgrades. Peak-day demand can matter even if an annual average appears manageable. The NJEDA hub identifies peak-day use and cooling technology as topics for municipal review. Ask whether conservation, reuse, or other measures are planned, and how their performance would be tracked.
Roads, communications, and emergency response
Review construction traffic and ongoing access alongside the demands of operating the site. Ask about road and bridge capacity, site entrances, emergency access, and whether public infrastructure improvements are needed. The fire district and emergency services should be able to evaluate available water for firefighting, communications, emergency plans, and hazards associated with generators, fuel storage, batteries, and uninterruptible power supply (UPS) installations. Identify who would fund any needed response or infrastructure improvements. NJEDA recommends working through these questions with relevant municipal staff and utilities and encourages developer funding where public response improvements are needed.

4. Identify environmental and quality-of-life effects
Ask agencies and local officials which reviews apply to this site and design, and request the relevant application documents and findings as they become available. Michigan’s state overview lists possible reviews involving water withdrawals, wetlands, lakes and streams, stormwater, wastewater, air emissions, drinking water, and contaminated sites, while noting that not every project requires every permit. New Jersey environmental questions—including water, air permitting, noise, and environmental justice—can be directed to NJDEP.
Noise, lighting, and construction activity
Request a noise assessment that states where and when measurements were taken, the existing baseline, and the expected conditions during normal operations and backup-generator testing. It should address low-frequency sound and explain any proposed limits, monitoring, and complaint process. Ask separately about lighting design, construction traffic, and operating hours; NJEDA identifies noise and light pollution as potential impacts communities may seek to mitigate.
Residents can keep consistent informal observations by noting date, time, location, conditions, and what they heard or saw. A consumer sound meter can help document observations, but it is not a substitute for expert acoustic analysis or measurements that meet applicable legal requirements. Route formal concerns through the relevant local or state process and retain copies of submissions and responses.

5. Check the fiscal case, not just the headline benefits
Request a transparent fiscal analysis that distinguishes projected revenues from incentives and public costs. It should state the assumptions, time period, and responsible party for each projection. Ask for:
- Expected tax revenue, tax abatements, and other incentives.
- Public costs for infrastructure, utilities, and added services, including construction-related impacts.
- Employment assumptions, distinguishing construction work from ongoing jobs, and the duration of any commitments.
- What happens if the project is delayed, the investment or job projections are missed, or the facility expands.
Ask for independent review of important assumptions and comparisons with relevant peer projects where the information is available. NJEDA’s hub points municipal reviewers toward fiscal-impact assumptions, peer comparisons, and protections if projected revenue does not materialize. A projection is not a guaranteed benefit: agreements should address what happens when commitments are not met, where local authority and applicable law allow.

If the community is considering multiple proposals, site layouts, or project designs, use the same categories and definitions for each. Record the source and assumptions behind each figure; mark information that has not been provided or established rather than treating it as zero. Project size, design, and location can materially change the comparison.

7. Put negotiated benefits into terms that can be checked
A CBA can be a legally binding contract between a developer and a host municipality or community group. NJEDA describes CBAs as a way to address specific project impacts, combine financial and non-financial benefits, and set transparent expectations. Whether a municipality or group can require a particular term, and what legal structure is appropriate, depends on local authority and applicable law; have local counsel review the agreement.
Potential terms include funding for road, water, or sewer improvements; fire and emergency-service upgrades; noise and light mitigation; workforce training and apprenticeship opportunities; community investment; and public reporting. For each commitment, specify:
- The responsible party and the amount, standard, or other measurable deliverable.
- A deadline, duration, and reporting schedule, including how the public can review performance.
- How compliance will be verified and who receives complaints or monitors results.
- The enforcement route and remedy if a commitment is late, incomplete, or missed.
New Jersey municipalities can request technical assistance from the NJEDA Municipal Resource Hub. Its guidance also directs municipalities to the Board of Public Utilities for grid and rate questions and NJDEP for environmental questions. These contacts and programs are specific to New Jersey; elsewhere, ask the relevant local and state agencies which technical-assistance and review channels are available.
8. Keep a usable public record
A review is more useful when residents and decision-makers can follow how claims change as an application develops. Maintain a dated list of documents, questions, agency responses, unresolved issues, and commitments. At public meetings, ask that key questions and responses be reflected in the record; submit detailed technical questions in writing when that makes them easier to route to the responsible utility or agency.

- Separate confirmed application details from estimates, assumptions, and proposals.
- Track which agency or provider is responsible for answering each question.
- Update the comparison when load, water, design, cost, or schedule assumptions change.
- Monitor reporting and performance against any final permit conditions or agreement terms.
The goal is not to assume that a project is beneficial or harmful in advance. It is to make the trade-offs visible, test the assumptions with the parties responsible for the relevant systems, and ensure that public decisions rely on evidence and commitments that can be monitored.
