A grade or marketing claim by itself does not show that one brand—or a particular bag—is better. The standards and certification that apply depend on where the cement will be used.
Start with the cement type and the project
First identify what the project specification calls for: ordinary Portland cement (OPC), blended cement, or a special type suited to particular conditions. Comparing products intended for different applications can produce a misleading result even when both are sold by familiar brands.
Standards are jurisdiction-specific, not interchangeable. In India, the Bureau of Indian Standards’ 2025 compendium covers 16 cement types under Indian Standards. It names IS 269:2015 for OPC, IS 455:2015 for Portland slag cement, and IS 1489 Parts 1 and 2 for Portland pozzolana cement, among standards for other types. In the United States, ASTM C150/C150M-24 covers Portland cement and specifies tests including strength, setting time, soundness-related properties, fineness and sulfate resistance.
Within the ASTM system, the American Cement Association describes Type I as general use, Type III as used where high early strength is desired, and Type V as offering high sulfate resistance. These labels do not map directly onto India’s OPC grade numbers. Local availability and the project’s exposure conditions also matter, so follow the design and the applicable local specification rather than choosing by label alone. ASTM C150/C150M-24 and the American Cement Association’s cement-type overview describe the U.S. system.

Compare grade and strength on a like-for-like basis
When comparing strength figures, use the same test method and test age, and make sure both products are being assessed under the same standard. A number taken at one age cannot be compared directly with a number taken at another.
The BIS 2025 compendium lists these minimum OPC compressive strengths at 672 hours (28 days), tested under IS 4031 Part 6:

These are specification thresholds, not independent test results for competing brands or a guarantee of what is in a particular bag. The compendium also sets minimum strength requirements at 72 ± 1 hours and 168 ± 2 hours; consult the applicable standard when comparing results at those ages. BIS’s 2025 cement standards compendium gives the grade requirements and test reference.

Do not confuse cement strength with concrete strength
Cement strength measurements and finished concrete strength are not the same result. Concrete performance also depends on mixture design, water content and curing, among other project-specific factors. The American Cement Association says standard practice measures concrete compressive strength at 28 days; some specifications use 56- or 90-day strength when slower-reacting supplementary cementitious materials are present. Those ages refer to concrete testing, not the cement mortar values in the BIS OPC table. Its FAQ answers, “What does ‘28-day strength’ refer to?” See the American Cement Association FAQ.

Check the applicable certification and bag details
Look for the cement type’s standard designation and the certification information required in the country or region where it will be used. In India, check the applicable IS designation and certification information on the product, then verify current requirements with BIS. BIS’s Scheme-I page lists cement varieties and associated standards, including OPC under IS 269, PPC under IS 1489 Parts 1 and 2, and Portland slag cement under IS 455. Check BIS Scheme-I information.
Outside India, use the local standard and certification body that apply to the project; a BIS mark is not a worldwide certification requirement. Certification indicates conformity with applicable requirements, but it does not establish that one brand is universally better or prove that a specific bag is fresh.

For traceability, check the manufacturer, batch or lot information, and manufacture or packing details printed on the bag. These details help identify what product you have and may be needed if you ask the supplier or manufacturer about a test certificate.
Assess freshness and storage condition
Prefer recent, dry stock in intact packaging. Check the manufacture or packing details, whether the package is sealed and undamaged, and whether it shows signs of moisture exposure. Dampness is a storage concern: ASTM says cement should be kept in a weather-tight building to protect it from dampness and minimize warehouse set. The Bureau of Indian Standards’ 2025 compendium describes hydration as “the chemical reaction between cement and water that causes cement to harden and gain strength.”

Use comparable evidence to choose between brands
Once two products match the project’s type and applicable standard, compare evidence that is actually comparable. Use this checklist:
- Type and application fit: Confirm the design or local specification permits both products for the intended use and exposure.
- Grade and test result: Match the grade, test method and test age. Treat a stated minimum as a specification limit, not a brand’s measured result.
- Certification and traceability: Check the applicable standard designation, required certification, manufacturer and batch or packing information.
- Freshness and storage: Favor recent, intact, dry stock; investigate signs of moisture exposure rather than relying on age alone.
- Evidence quality: If performance differences matter, request current, comparable manufacturer test certificates for the relevant products or batches. For consequential decisions, use an appropriately qualified laboratory.
A brand ranking requires comparable, current evidence. Without comparable batch-level results, neither a higher grade number nor a brand’s marketing language establishes superior performance for your project.
