Open weights means a model’s trained parameters are available to access. That can make it possible to run or adapt the model on infrastructure you choose, but it does not, by itself, make the model open source, grant unrestricted usage rights, reveal its training data, or keep your prompts private. Those questions depend on the release’s artifacts and terms—and on how you deploy it.

What does “open weights” mean?

Model weights are learned parameters used with a model’s architecture to produce outputs. They are one component of an AI system, not the whole system. The OECD’s 2025 primer likewise distinguishes weights—the result of training and fine-tuning—from source code, which contains instructions for executing tasks. So, when a provider makes weights available, it is making those parameters accessible under whatever terms apply. That says nothing on its own about whether the architecture, inference code, training code, or information about training data is also available.

Does open-weight mean open-source AI?

Not necessarily. The Open Source Initiative’s (OSI) Open Source AI Definition 1.0 sets a broader standard. It describes a model as including its architecture, parameters (including weights), and inference code, and calls for information about the data used and the code used to train and run the system. Under that definition, access to weights alone does not establish that a model is open-source AI. OSI: The Open Source AI Definition

The definition does not require one particular legal mechanism to make parameters available. OSI states, “The Open Source AI Definition does not require a specific legal mechanism for assuring that the model parameters are freely available to all.” That flexibility does not mean every downloadable model has unrestricted terms: the rights and obligations depend on the specific release.

Data information is not the same as raw training records

OSI calls for sufficiently detailed data information, including provenance, scope, characteristics, selection, labeling, processing, and filtering. It does not require every underlying record to be published. Privacy, copyright, and other legal limits can make some data impossible to redistribute; documentation about the data and access to the raw records are different things. Openness is not a safety certification

OSI says its definition does not specifically guide or enforce ethical, trustworthy, or responsible AI development practices. Whether a model meets an openness standard and whether it is safe or suitable for a particular use are separate assessments. OSI: Open Source AI Definition FAQs

What license and use rights come with open weights?

“Open-weight” is not a universal license category. Download access does not by itself tell you whether you may modify the model, redistribute it, or use it commercially. Before adopting a release, read its license or terms and any attached usage policy, paying attention to restrictions and conditions on use, modification, distribution, and commercial deployment.

For example, OpenAI’s gpt-oss documentation says those models use the Apache 2.0 license subject to the gpt-oss usage policy. That describes this release, not all open-weight models. OpenAI: OpenAI open-weight models (gpt-oss)

Do open weights make prompts private?

No. Weight access does not determine who can see or process your prompts. Data handling depends on where the model runs, who operates the infrastructure and runtime, and what the deployed application does with inputs and outputs.

OpenAI says self-hosted gpt-oss models run on infrastructure controlled by the operator, and that OpenAI does not receive or process inputs unless they are shared with OpenAI or the operator uses a managed hosting partner. What control do open weights give you—and what remains your responsibility?

Access to weights can give a team more choice about where a model runs and whether it can be adapted. OpenAI describes on-premises and private-cloud deployment options for gpt-oss, along with common inference stacks. It also notes that surrounding infrastructure or tools may remain proprietary and that self-managed deployments are self-serviced. “Control” is not one switch. Assess each of these separately:

  • Compute: Who operates the machines, and where do they run?
  • Data handling: Which provider or operator receives prompts, and what are the retention and access practices?
  • Runtime: Who maintains the software that serves the model, and what support is available?
  • Adaptation: Are the model and available tools suitable for the customization you need?
  • Rights: What license and usage-policy obligations apply to your intended use?
  • Dependencies: Are the tooling and other components you need available, or proprietary?

Weights can expand your options, but they do not remove the need to manage deployment, maintenance, and compliance.

How to compare two open-weight models

What to compare Questions to answer
Rights What do the license and use policy allow? Are there conditions on modification, redistribution, or commercial use?
Available artifacts Are the weights, architecture, inference code, training code, and data information available—or only some of them?
Data transparency What is documented about data provenance and processing? Which underlying data, if any, cannot be shared?
Deployment and privacy Will you self-host or use managed hosting? Which operator receives or processes prompts, and what do the actual retention and access practices say?
Operational responsibility Who provides compute, runtime maintenance, and support? Do required surrounding tools remain proprietary?
