China’s game rules use age-appropriate prompts, content restrictions, and separate safeguards for minors using online games. An age prompt is not a Western-style rating that certifies a game is suitable only above a particular age, and it does not make otherwise prohibited content acceptable. The rules also distinguish a provider’s age guidance from identity checks, play-time limits, and spending controls.
What a Chinese game age prompt tells you
Chinese rules require online game services to classify games by type, content, and features, identify suitable age groups, and show age prompts prominently at download, registration, and login. The requirement appears in Article 47 of the Regulation on the Protection of Minors in Cyberspace, which took effect on January 1, 2024.
The National Press and Publication Administration (NPPA) has cautioned that age-appropriate prompts are not equivalent to Western game-rating systems. Its 2019 explanation describes the prompts as guidance to help minors, parents, and teachers distinguish games—not as a comprehensive rating regime. The official rules do not establish one uniform label format for every game, so the wording or design of a particular prompt should not be mistaken for a universal classification scale.
In a 2019 response, an NPPA official wrote: “需要特别说明的是，适龄提示并不等同于西方的分级制度，决不允许色情、血腥、暴力、赌博等有害内容存在于面向成年人的游戏中。” In English: “It should be particularly noted that age-appropriate prompts are not equivalent to Western classification systems; harmful content such as pornography, gore, violence, and gambling is not permitted in games aimed at adults.” The official’s response is available from the NPPA.

Age guidance, content rules, and minor safeguards are different
These rules address separate questions. Age guidance indicates the age group a provider says a game suits. Content restrictions concern what may be created or distributed. Minor safeguards govern how online game services may be used by minors. A label alone does not tell you whether a service has applied identity checks, time limits, or spending controls.
Content restrictions
The 2023 regulation prohibits creating, copying, publishing, or disseminating online information harmful to minors’ physical or mental health that promotes obscenity, pornography, violence, cults, superstition, gambling, inducement to self-harm or suicide, terrorism, separatism, or extremism. It separately prohibits obscene or pornographic online information involving minors.

That list comes from a regulation addressing online information generally; it is not an exhaustive checklist of every standard used to review game publications. The NPPA’s 2019 explanation nevertheless makes one point explicit for games: an adult-oriented notice does not permit harmful content such as pornography, gore, violence, or gambling.
Online-service safeguards for minors
Article 47 of the 2023 regulation requires online game services to establish rules that help prevent addiction and exposure to content or features that may affect minors’ health. Other provisions require services to verify minors’ real identities through the unified minor online-game electronic identity verification system or other necessary means, reasonably limit single and daily cumulative spending, and avoid paid services inconsistent with a minor’s civil capacity.

What the 2019 spending limits said
The NPPA’s 2019 notice also set age-based payment restrictions. These are the amounts in that notice and should be read as dated thresholds, not assumed to be a complete statement of every later operational rule.
- Children under eight: paid game services were barred.
- Ages eight to under sixteen: no more than RMB 50 per transaction and RMB 200 per month in game recharges.
- Ages sixteen to under eighteen: no more than RMB 100 per transaction and RMB 400 per month in game recharges.

How to assess a label or service in practice
When you encounter a Chinese game label or notice, use these questions to avoid reading more into it than it establishes:
- What age group does the provider say the game suits? Treat the prompt as age guidance, not as proof that the game follows a Western rating scale.
- What content or features does the notice identify? A prompt may provide useful context, but the official sources do not establish a single uniform format across all games.
- Is this an online game service used by a minor? If so, identity verification and service-use safeguards are distinct from the game’s age prompt.
- Which rule and date apply? Keep the 2019 notice’s limits separate from the 2021 service window and the general duties in the regulation effective in 2024.
- Who issued the notice? Distinguish a government requirement from a platform’s implementation or a voluntary industry label.
The official sources describe requirements and regulator explanations; they do not establish how every game implements them or measure compliance across the market.
