F4 in Excel can change a formula reference, repeat an eligible action, or redo an action. The right fix depends on which one you expect: for reference changes, select the reference in the formula first; for repeat or redo, check whether the action can be repeated and whether your keyboard is sending F4 as a function key.
First, identify what you want F4 to do
F4 has different uses in Excel, so the same key not appearing to work can have different causes. Are you trying to change a cell reference in a formula, or repeat or redo an action? Start with the matching section below.
F4 will not change a formula reference
Select the reference in the formula
In Windows Excel, edit the formula and select the cell reference you want to change. Then press F4. Microsoft documents that the shortcut cycles through the relative, absolute, and mixed forms: A1, $A$1, A$1, and $A1. If the reference itself is not selected, F4 may not cycle the reference you intended. See Microsoft’s Excel keyboard shortcuts.
On a Mac, use the documented shortcut
For reference-style cycling in Excel for Mac, Microsoft documents Command+T rather than F4. If you are trying to use a function key for another purpose and it is being intercepted, macOS function-key preferences or a utility app may affect its behavior. Try Fn with the key and check the relevant macOS setting. Microsoft’s instructions for switching reference styles describe the Mac shortcut.

F4 will not repeat or redo an action
Check whether the action is repeatable
F4 can repeat some simple actions, such as a paste operation, or redo an action. It does not repeat every action; Microsoft gives using a function in a cell as an example of something that cannot be repeated. If the action is not eligible, changing keyboard settings will not make F4 repeat it. See Microsoft’s Undo, redo, or repeat an action.
Try the repeat command or check keyboard mode
For a simple repeat action, Microsoft lists Ctrl+Y or F4 in Windows, or the Repeat command on the Quick Access Toolbar. If F4 itself does not seem to work, Microsoft suggests trying the keyboard’s F-Lock key or holding Fn while pressing F4. The exact control depends on the keyboard; these are checks to try, not universal device-specific instructions.

In Excel for the web, use its supported shortcut
Do not assume desktop F4 behavior applies to Excel for the web. Microsoft documents basic undo and redo in the web version and describes more advanced options in desktop Excel. Its web instructions for repeating an action use Ctrl+Y rather than F4. Check the Microsoft instructions for undo, redo, and repeat for the web-specific behavior.

Quick troubleshooting checklist
- Changing a reference in Windows Excel: edit the formula, select the reference, and press F4.
- Changing a reference in Mac Excel: use Command+T.
