Steam downloads can look slower than your internet plan because the two speeds may use different units. Even after converting them, a download can be limited by Steam’s content server, your local connection, a Steam bandwidth cap, ISP conditions, or the CPU and disk work required to install the game. Check those causes in order before assuming your internet plan is the problem.
First, check whether the speeds use the same units
Internet plans are commonly advertised in bits per second, while Steam may display download rates in bytes per second. One byte contains eight bits, so multiply a rate shown in bytes per second by eight to compare it with a plan stated in bits per second.
For example, Steam Support illustrates that 768 KB/s equals 6 megabits per second. That is a unit-conversion example, not a benchmark or a promise of the speed Steam should reach. See Steam Support’s guidance on slow downloads and content servers. You can also enable bit display in the Steam client if you prefer to compare like units.
Measure your internet connection, not just the local link
The connection speed shown in your computer’s network or system-tray properties usually describes the link between your device and your router, not the internet throughput available to Steam. Run an internet speed test and compare that result with your plan details. This helps distinguish a fast local Wi-Fi link from slower internet service, or vice versa.

Check Steam’s download settings and server region
Look for a bandwidth limit
In Steam, open Steam > Settings > Downloads and check whether a bandwidth limit is enabled. The Download Manager also lets you inspect download progress and queue controls. Steam explains these controls in Managing Steam Downloads & Updates.
Test the selected download region
Steam selects a content-server region based on location, but the selected server can be slow, overloaded, or experiencing a hardware problem. Check the region in Steam > Settings > Downloads; if downloads remain unexpectedly slow, try a nearby region and compare. Change one setting at a time so you can tell whether the route or region made a difference. Steam’s content-server troubleshooting guidance and installation troubleshooting describe this issue.

Check whether your local network is the bottleneck
Wi-Fi and powerline connections can suffer intermittent interference. Pause other network-heavy activity, then test a different Wi-Fi band or connect the computer directly to the router by Ethernet if possible. A wired test helps determine whether wireless conditions are involved; it is a diagnostic, not a guarantee of faster downloads. Steam notes that “Wireless and powerline connections can cause intermittent failures due to interference” in its network connectivity troubleshooting.
For Steam Deck, an Ethernet test requires additional hardware. A compatible USB-C-to-Ethernet adapter is one way to make that test; check compatibility with your device before choosing an adapter.

Watch for CPU or disk work during installation
A Steam download may slow or pause while Steam processes downloaded data and installs the game. Steam says, “Steam installations tend to be CPU and disk intensive,” and explains that the reported rate can be throttled to match how quickly Steam can perform installation tasks. A busy or slow drive can therefore make the download graph look like a network problem even when the connection is not the limiting factor. See Steam’s network and Wi-Fi troubleshooting.
Watch whether the download rate drops while disk activity or installation progress continues. If you have another drive available, try installing there to see whether storage throughput is part of the constraint. This test does not mean every slow Steam download needs an SSD or a replacement drive.

Consider ISP conditions and background software
If Steam is slow only at particular hours, test at another time. Steam says time-dependent ISP traffic shaping is possible; if the pattern persists, contact your internet provider and ask about traffic management or congestion. Its network and Wi-Fi guidance and connectivity troubleshooting cover this possibility.
If the issue continues across regions, networks, and times, consult Steam’s troubleshooting steps for firewall or security software, filtering, background programs, and connectivity status. Avoid disabling security protections permanently; use Steam’s instructions to isolate the cause safely.

Choose a test that matches the suspected cause
