European defense startups are newer entrants to an industry in which established contractors already hold major production roles and supply-chain relationships. Startups can bring emerging or dual-use technologies into that ecosystem, but both newer firms and incumbents face the same hard transition: turning a promising idea into an integrated, authorized, producible capability that a government customer will buy. These are structural tendencies, not rules about every company.
What counts as a defense startup in Europe?
Europe’s defense industrial and technological base includes large prime contractors, mid-sized companies and small and medium-sized enterprises (SMEs). “Startup” describes a newer or non-traditional entrant, not a single business model: a startup is not necessarily small, software-only or focused on dual-use technology.
The distinction is therefore less about a strict company-size cutoff than about where a firm sits in the market. Traditional contractors are established participants in defense programs and industrial supply networks; startups are more likely to be seeking a route into those relationships or to bring a newer capability to them.
How do startups and traditional contractors differ?

The comparison reflects ecosystem patterns described by the European Commission, the European Parliamentary Research Service (EPRS) and the European Defence Agency (EDA), not a company-by-company ranking. The Commission describes SMEs as “key enablers of innovation and growth” in its Defence SMEs overview.

Why a promising technology is not the same as a fielded capability
A startup may introduce a new technology, but novelty alone does not complete the defense procurement journey. A system still has to prove it can work reliably, fit with other systems, meet authorization requirements and be produced at the scale required by the customer. Those stages take place within a market shaped by public procurement and established industrial relationships.
The European Commission’s EU Defence Industry Transformation Roadmap says the innovation cycle “from ideation to capability remains very slow and cumbersome.” That is a system-level diagnosis, not evidence that every startup is faster than an incumbent or that every established contractor is slow. The route from prototype to operational use depends on the technology, customer, program and production needs.

Why procurement and supply-chain access matter
For a smaller or newer supplier, finding a route into government procurement can be as consequential as developing the technology. The Commission identifies efforts to improve SME access to information about national procurement, including long-term plans and contract opportunities. This matters because a company needs to know not only what a customer might buy, but how and when it can compete.
The EPRS briefing on European defence start-ups also describes a cultural divide: startups may be treated as subcontractors rather than innovation partners. That is a documented barrier, not a universal description of buyer behavior. Working as a subcontractor can still provide a route into a supply chain, but it may give a young company less direct influence over customer requirements or system design.

Established contractors, by contrast, already occupy roles in industrial networks and production. That position can make them natural partners for integration and delivery, while leaving space for smaller firms to contribute specialized technologies. The sources support this difference in ecosystem position, not a general claim that one group has more revenue, employees or technical ability.

Available figures point to increased activity, but their geographies and definitions differ:

- The European Commission reported in 2025 that more than 230 defense-tech startups had been founded in Europe since Russia’s invasion of Ukraine in February 2022, and that private investment in defense startups reached an all-time high in 2024. The Commission’s statement is broader than an EU-27 venture-capital total; see its Defence Startups page.
- EPRS estimated that €753 million in venture capital went to defense-tech and defense-application companies in the EU-27 in 2024, about 2.5% of all venture capital invested in EU-27 companies that year. This estimate uses Dealroom data and appears in the 2025 EPRS briefing.
The figures are not interchangeable: one describes startup formation and a broader private-investment trend across Europe; the other is an EU-27 estimate for venture capital in specified defense-related companies. Neither establishes that funding is evenly distributed, that a startup can raise enough to scale, or that investment guarantees a procurement contract.

EU-level schemes are intended to help innovators participate, but they are routes to explore rather than promises of funding or a contract.

- European Defence Fund (EDF): Supports collaborative defense research and development. The European Commission’s 2026 EDF annual work programme earmarks €1 billion for collaborative defense R&D; this is a programme allocation, not a guaranteed award to startups. - EU Defence Innovation Scheme (EUDIS): The Commission describes EUDIS as a means to facilitate participation by smaller players and innovators. Its purpose does not remove the need to check the conditions of a particular opportunity.
- Hub for EU Defence Innovation (HEDI): The EDA describes HEDI as a collaboration platform among Member States and EU stakeholders. See the EDA’s EUDIS information.

For any live call or procurement opportunity, check its current eligibility rules, deadlines and specific conditions with the programme or contracting authority.
Which model is better for defense innovation?
Neither model is inherently better. Startups can widen the pool of technologies and suppliers, while established contractors bring existing industrial and program positions. A successful capability may depend on cooperation between them: a smaller firm contributes a component or technology, and a larger partner helps integrate or produce it. Whether that arrangement works depends on the customer’s requirements and the companies involved, not on a blanket rule that startups are more agile or incumbents are more capable.
For readers assessing a particular firm, the useful questions are practical: Has its technology been demonstrated under relevant conditions? Can it integrate with the systems and standards the customer uses? Is there a credible route to authorization, procurement and production? And does the company have a partner or plan for the time between development and a contract? Those questions reveal more than the “startup” label alone.
