Define outcomes, evidence, feedback, and reflection for each activity. Internships can be valuable, but they should not be the only route to applied learning.
Why a curriculum needs more than internships
HR students need chances to apply concepts, make decisions, produce work, and learn from feedback—not only hear about workplace practice. An internship can provide that experience, but access to placements is uneven and an internship alone cannot serve every student.
SHRM’s 2022 HR Curriculum Guidebook, drawing on its reported studies, says employers ranked HR-related part-time or full-time work outside an internship or practicum first, undergraduate HR program internships second, and directed HR work- or research-related projects third. The guidebook also identifies graduate internships, work-study, supervised independent projects, and HR-related volunteering among other experience forms. This supports multiple routes with common learning outcomes, not the assumption that every format is interchangeable. SHRM’s 2022 HR Curriculum Guidebook
Placement access is a design issue as well as a student issue. In SHRM’s 2022 survey of 128 universities, 11% said connecting students with HR-focused internships was very easy and 12% said it was very difficult. The guidebook also describes limited paid internships, geographic constraints, limited placement capacity, and concerns about inconsistent quality. Its employer survey (n=255) reported that 46% of employers said entry-level positions required one year of HR-specific experience, 27% said two years, and 14% said none; these are findings reported in the 2022 guidebook, not universal or current labor-market estimates.

Start by defining what students must learn
Choose outcomes before choosing activities. Map each activity to HR knowledge, behavioral competencies, and business context, then specify what the student will do and what evidence will demonstrate learning.
SHRM’s guidebook covers HR knowledge areas such as staffing, employee and labor relations, employment law, total rewards, training and development, performance management, workforce planning, HR technology, organizational development, and workplace health and safety. Its behavioral competencies include analytical aptitude, business acumen, communication, consultation, diversity, equity and inclusion, ethical practice, global mindset, leadership and navigation, and relationship management. Verify the full content in the current guidebook when creating a formal program crosswalk.
Examples of assessable student work include a structured interview plan, role analysis, onboarding redesign, training-needs analysis, compensation benchmarking memo using lawful and appropriate data, workforce-planning scenario, or employee-relations case analysis. These are curriculum design examples, not tasks prescribed by SHRM. For each, identify the relevant outcome and criteria for sound HR reasoning, ethical judgment, communication, and business awareness.

Sequence experiences from practice to application
Use a progression so students can rehearse safely, apply skills with guidance, and then take on more responsibility. The stages can recur across courses rather than being confined to a single capstone or placement.

Early coursework: rehearse core decisions
Use role plays, case analysis, mock interviews, fictional-data HRIS workflow demonstrations, and short decision memos. Ask students to explain how HR principles, business context, ethics, and communication shaped their choices. A debrief turns an exercise from a task completed into a chance to examine reasoning and alternatives.
Middle coursework: solve bounded organizational problems
Assign supervised projects for a campus unit, nonprofit, small business, public organization, or employer partner. Scope a genuine need, agree on a useful deliverable and schedule, and arrange supervision by faculty or an HR practitioner. Possible outputs include a process map, draft onboarding materials, a training-needs analysis, or recommendations based on appropriately handled information.

Advanced coursework: offer several applied routes
Provide an internship, HR work-study role, directed work or research project, or faculty-supervised independent study. If a formal placement is unavailable, offer a supervised client project or another structured route with meaningful work and assessable outcomes. Do not describe classroom-only exposure as equivalent to workplace employment.
Across courses: bring practitioners into the learning
Employer panels, mentoring, shadowing, practitioner feedback, and current cases can connect coursework to changing practice. They are useful complements; passive exposure alone does not demonstrate that a student can perform HR work.

Make each project or placement educational
Work-integrated learning (WIL) is broader than an internship. TEQSA, Australia’s higher education regulator, describes WIL as learning in a work context as part of course requirements, including placements, internships, fieldwork, practicums, and online or virtual experiences with real clients or industry input. Before work begins, write an experience agreement that makes the educational design visible. Include:
- The student’s role, learning outcomes, project scope, and expected deliverable.
- The workplace or client context, supervisor, schedule, and planned feedback points.
- Confidentiality boundaries and a method for removing or protecting sensitive information in assessed work.
- The evidence the student will submit and how faculty or the host will assess it.
Ensure the work is genuinely HR-related and gives the student a chance to analyze, decide, produce, or communicate—not only complete routine administrative labor. Waterloo’s P.E.A.R. framework—pedagogy, experience, assessment, and reflection—is a useful design check: connect preparation to a substantial experience, plan how learning will be assessed, and build reflection into the activity. - A pre-experience plan stating goals and anticipated evidence.
- A work artifact, such as a report, process map, analysis, or presentation, with organizationally sensitive details removed.
- Structured supervisor feedback against the agreed outcomes.
- Faculty assessment of HR accuracy, reasoning, business awareness, communication, and ethics.
- A reflection connecting workplace events to course concepts and explaining what the student would do differently.
- A post-experience skills audit or portfolio entry that supports each claimed skill with an example.
The University of East London’s placement assessment policy describes approaches including reports, projects, case studies, peer assessment, seminars, diaries, and reflective logbooks, alongside student and provider feedback and periodic review of placement activity. Choose formats against consistent quality criteria
Internships, work-study, directed projects, independent studies, and volunteering can all contribute, but compare each opportunity against the same standards. The sources do not establish universal weights for these criteria; set priorities to match program outcomes and regulatory context.

Maintain a mix of employer placements, supervised projects, work-study, independent research, and relevant volunteering so progression does not depend on a small pool of conventional internships. Consider remote work when it includes meaningful tasks and real supervision. Track who gains access, assignment relevance and quality, supervisor feedback, and demonstrated student learning.
Check local rules and partnership terms
Credit and internship requirements depend on jurisdiction and program. For example, Pakistan’s Higher Education Commission announced in September 2025 a minimum of three credit hours of supervised internship for undergraduate programs in Pakistan. That announcement should not be generalized to other countries or postgraduate management programs; check the relevant regulator and institutional rules. Pakistan HEC’s September 2025 announcement

Its educator page says the alignment review service is free for qualifying undergraduate or graduate HR degree programs and notes an exclusivity expectation for aligned partners.
