Scale AI agents only as quickly as you can govern what they are allowed to do. Before an agent gets a new tool, dataset, or ability to change a business record, establish its identity, accountable owner, delegated authority, operating limits, audit trail, and the conditions for human approval or rollback. That operating model addresses risks ordinary model-quality checks do not: an agent can act across systems, misuse permissions, or be redirected by untrusted content.

Why agent governance is different from model testing

A model evaluation can assess whether a system produces useful or accurate answers. It does not, by itself, establish which identity acted, whether that identity was authorized to access a resource, what tool call changed a record, or how the organization can stop the workflow. Those questions become material when an agent can use tools and data across applications.

NIST’s National Cybersecurity Center of Excellence (NCCoE) framed this challenge in its February 5, 2026 announcement: access to diverse data, tools, and applications creates risks that require appropriate identification and authorization controls. Its concept paper sought input on identity, authorization, auditing, non-repudiation, and prompt-injection controls. The comment period closed April 2, 2026. NIST’s announcement describes the project; it is not a completed agent-security standard.

The practical implication is that an agent’s autonomy is a permission boundary. Treat each expansion of its tools, data access, or ability to affect business records as a change to its authority—not merely a model configuration change.

Build an operating model before widening access

1. Inventory the agent, its purpose, and its owner

Keep a register of agents and the workflows in which they operate. For each entry, document:

  • Business purpose and accountable owner.
  • Model or service, operating environment, and users served.
  • Connected tools, data sources, and the types of actions the agent can take.
  • Who or what delegates its authority, and how the workflow is supervised.

This inventory is an implementation practice, not a prescribed NIST form. It gives security, IAM, governance, and operations teams a shared account of what is deployed and what needs review when a workflow changes.

2. Give the agent a distinct identity and scoped authority

Do not make a shared human account the agent’s identity. The organization should be able to distinguish the agent from the person or service that initiated a task, and trace the delegation to an accountable user or system. Grant only the tools, resources, and actions needed for the declared task.

Prefer credentials that are tightly scoped to the task, resource, audience, and time. Avoid reusable secrets embedded in broadly accessible files or logs. NIST identifies OAuth 2.0 and SPIFFE as useful existing patterns, while noting that newer agent-specific approaches are still developing. The right implementation depends on the organization’s identity architecture; the goal is attributable, limited access rather than a particular protocol by default.

3. Set autonomy according to consequence

There is no universal approval matrix in the cited guidance. Define one locally by considering the sensitivity of data, breadth and duration of permissions, impact and reversibility of actions, approval needs, and the quality of monitoring evidence.

  • Distinguish read-only tasks and reversible changes from external communications, financial actions, destructive operations, or changes that are difficult to reverse.
  • Set explicit task and authority limits so the agent cannot silently expand its mission.
  • Require human review where the potential consequence warrants it, and specify which actions must pause for approval.
  • Define how to undo a change or stop the workflow when an action is wrong or authority is uncertain.

These are risk-based operating recommendations grounded in identity, authorization, and accountability concerns—not a guarantee that a control will prevent every failure.

4. Test the workflow, including its trust boundaries

Test more than the model’s ordinary responses. Include scenarios in which untrusted content attempts to redirect the agent, or the agent tries to use a tool outside its intended purpose. For systems with memory or multiple agents, include tests for context manipulation, inter-agent communication, privilege propagation, and failures that cascade across workflows.

OWASP’s Top 10 for Agentic Applications 2026 is a risk framework to inform local threat modeling, not evidence that every listed risk applies equally to every deployment. OWASP says the framework was developed through collaboration with more than 100 experts, researchers, and practitioners on its December 9, 2025 resource page; that contributor count is not a measure of adoption or incident frequency.

5. Record activity and prepare to respond

Keep records that let responders reconstruct which identity acted, what authority it had, which inputs and tools were involved, what approvals applied, and what outcome followed. Alert on unexpected access or behavior. Ensure operations teams can pause an agent or workflow and rotate or revoke credentials when needed.

Logging only the final answer is not enough to reconstruct a tool-using workflow. The record should be attributable and useful for investigation while respecting the organization’s data-handling and retention requirements.

6. Expand in controlled steps

Begin with a bounded use case and criteria defined in advance for security and operational performance. Widen access only when the evidence supports it. Reassess after changes to the model, tools, permissions, data, or workflow; each can alter the agent’s effective authority or risk.

Dimension Questions to ask
Identity and delegation Can each agent be uniquely identified? Can its permissions be traced to an accountable user or service?
Permission scope and lifetime Are rights limited by task, resource, audience, and time?
Action consequences Can high-impact actions be reviewed, limited, reversed, or stopped?
Auditability Can the organization reconstruct which identity acted, which tool and resource were involved, and what approval applied?
Multi-agent behavior Do controls cover communication, delegation chains, and failures crossing agent boundaries?
Operational fit Can the controls work with existing identity, security, and incident-response processes?

Account for multi-agent risk, not just individual agents

When agents communicate, delegate work, or pass context to one another, the system can create risks that are not visible by testing each agent in isolation. Consider whether authority can propagate unexpectedly, whether one agent can pass poisoned or misleading context to another, and how a failure in one workflow could affect downstream actions.

NIST’s AI security and resilience work describes proposed control overlays for both single-agent and multi-agent systems, using established controls such as those in SP 800-53. NIST characterizes AI security and resilience as active research areas and notes that existing frameworks do not comprehensively address every AI-specific attack surface. Its AI security and resilience page describes work in progress, not a finished universal control set.

Use frameworks as scaffolding, not as proof of control

NIST’s AI Risk Management Framework (AI RMF) 1.0 is voluntary and was released January 26, 2023. NIST’s overview page, accessed October 7, 2026, says the framework is being revised; it also notes an April 7, 2026 concept note for a critical-infrastructure profile. The AI RMF can help organize risk-management work, but adopting a framework does not itself implement runtime identity, authorization, monitoring, or response controls. See NIST’s AI RMF overview.

NIST’s AI Agent Standards Initiative, updated August 14, 2026, describes ongoing work on voluntary guidance, open protocols, agent authentication and identity infrastructure, and security evaluation. Separately, the NCCoE project hub says its planned ultimate deliverable is an SP 1800-series practice guide with example implementations, architectures, build details, and lessons from NCCoE lab work. The hub reports more than 600 responses to the February 2026 concept paper; that is a comment count, not a measure of agent adoption or incident frequency. See the NCCoE project resource hub.

These resources can inform policy and design, but their status matters: the NCCoE work and NIST’s agent-specific controls are developing, not a single finished standard. Organizations should verify the current status of guidance as it evolves and implement controls in the systems where agents actually operate.
